Chairman Oakes stated that the chairman of the Ad Hoc 'Committee had given'him'an oral
report on the. telephone after they had met with `the Advisory Board. A .written . report......
is forthcoming. '.In essence, `they were in favor of a new police station . to be erected on
the .site of the.old Johnson,High School on Main and'Osgood Streets.'-They.also recommend
...ed that' the' main. fire. station"be' eventually erected on the same site ' somi etime-'in the
future with one fire engine remaining in the `present fire -station. The rest of the fire
station could be used for expansion • of much-needed offices for the Town Building.. '• They

ARTICLE 59. To see if the town will vote to accept from the
North Andover Improvement Society, a gift of all the land*new
owned by the Society in the area bounded by Osgood Street, Mass.
Avenue and Andover Street, for the use and enjoyment of the people
of the Town as a Public Park, or Common but for no other purpose.
Petition of Edmund F. Leland, III and others.
Upon motion duly seconded it was VOTED to adopt the article as
written.
ARTICLE 60. To see if the town will vote to amend section 9 of
the North Andover Zoning By-laws as amended and adopted by the
Special Town Meeting of June 30, 1956 by striking out of that
portion of the By-law numbered section 9.1 in the last sentence of
section 9.1. Further provided that two of the said Board of Appeals
members and one of said associate members shall be appointed from
among the member of the North Andover Planning Board. Such that
the amended By -Law will read as follows, Section 9.1: There shall
be a Board of Appeals of five members and not more than three
associate members which shall have and exercise all the powers
provided under the General laws, Chapter 40A as amended, and which
shall hear and decide all matters specifically referred to the
Board of Appeals by the North Andover's Zoning By -Laws and other
matters referred to such Board of Statute. The Board of Appeals
members and associate members shall be appointed by the Selectmen
in the manner provided for by statute. Petition of Selectmen.
Article 60 was VOTED stricken from warrant.
ARTICLE 61. To see if the Town will vote to amend the North
Andover Zoning By -Law and Zoning Map by striking out and deleting
from that section of the North Andover Zoning By-law relating to
country residence districts the section therein number 3.42 and by
adding to that part of the Zoning By -Law and Zoning Map referred
to as village residential districts a new section to be numbered

service needs in the most efficient manner, enclosed is a Checklist to enable you to track the progress of your project.
We encourage you to visit our website: www.nationalgridus.com and click on the link "For Technical and
Construction Professionals" at the bottom right of our home page for additional information on "Applying for Electric
Service." This information outlines the steps involved in meeting a request for electric service and details the
responsibilities of each step.
Before we can begin designing your electric service, we need you to provide the following information in the

METERING GUIDELINES
• A "No Jumper" policy is in effect. This policy is due to revenue and safety
concerns.
• Coordination of the completed work with the Municipal Inspector's approval would
1. Jumped Socket Policy enable National Grid to complete the necessary meter work to avoid interruption of
power.
• If such coordination is not possible, the existing meter may be installed in the socket
if compatible. National Grid will accommodate requests for removal of locking
device promptly in most instances. Within 24 hours if not an emergency.
• Limitations on self contained installations:
Less than or equal to 400amps
• Hot sequence (meter ahead of main disconnect) vs. Cold sequence (meter
disconnect ahead of meter)
Hot sequence is typically the standard however the following exceptions require
cold sequence:
1) Locations with more than six meters
2) 277/480 and 600 Volt self contained installations

An inrush limitation of AMPS V shall apply to this customer. This limitation shall apply to the starting of one or more motors, and/or
the operation of one or more welders simultaneously. The customer will be responsible for remedial measures should the operation of the motors or
welders create disturbances to other customers.
Notes: Momentary fluctuation of the circuit voltage occurs each time a motor is started on the circuit. Where this affect is pronounced, the Customer or other
customers served from the same system may observe a visual disturbance or lighting flicker. To suppress objectionable voltage variations and maintain proper
service to the Customer and their neighbors, it is necessary to set a maximum permissible limit to the current draw from the service during each step of a motor -
starting operation based upon the frequency of starts. These limits are designed to cover typical cases and the company gives no warranty that particular conditions
may not later require a change.
The specific motor -starting current limitations furnished by the company means the maximum allowable increase in current on the line side of the
motor -starting device at any instant during the starting operation. This limitation does not restrict the total current that can be taken by the motor, but may require
that this total be built up gradually, or in steps during starting. Where a step -type starter is used, an appreciable time must be allowed on each step and the current
increase of each step shall not exceed the imposed limitation. Close transition between starting steps is required. When motors are started as groups instead of
individually, the current limitations apply to the group and not the individual motors.

In August 2013, a total of $50,000 was transferred from the School Department Administration Building project to the
Kittredge Gym project in order to install a wood floor. It was expected that some of these funds would be reimbursed
through outside donations, fundraising, etc. A previous $10,000 donation from the Brooks School was deposited and
used to offset expenses. In February 2015, the balance of $10,359 in 'Contingency — Kittredge School' was transferred
to'Construction — Admin Building'
An additional donation of $10,000 has now been received from the Brooks School for the Kittredge School Gym Addition
project. The check was deposited into a donation account (2051663.1.1.0123.0000.0.439000). Please use this amount
to offset previous expenses on this project and payments made to Seaver Construction (paid from 'Contingency —
Kittredge School' 3093320.1.1.0123.6311.3.523900).
Subsequent to the offset of the expenses, please transfer the $10,000 from 'Contingency — Kittredge School'

Description of work

Performance -Company:
1) The Company is responsible for the performance of all necessary work incident to the installation of any gas services,
meters or mains in compliance with the applicable laws, standards and codes.
2) The Company will refill any excavation with earth removed and will rake smooth the surface level, however, the
Company will not be responsible for repaving, grass reseeding nor for any settling of the refilled earth or pavement.
3) This work may be delayed or canceled, or these terms and conditions renegotiated, due to events beyond the Company's
reasonable control (e.g. adverse weather, digging or soil conditions or presence of ledge, or hazardous materials; labor
disputes; delay, denial or burdensome conditions imposed by permit granting authorities; delay, denial or burdensome
conditions regarding other necessary approvals or rights of way, etc.).
4) The Company shall not be responsible for any losses to the Customer, or any third party claiming through it, as a result of
a delay in Company's performance or Customer's breach of this Agreement. In no event shall the Company be liable to
the Customer or any third party for indirect, consequential or special damages regardless of the theory of recovery.
Performance -Customer:
1) The Customer is responsible for the installation and condition of all piping and equipment beyond the Company's gas
meter fit and Customer shall ensure that such piping and equipment is in compliance with all applicable laws, standards
and codes.
2) The Customer shall identify underground infrastructure on or about its property (e.g.: sprinkler systems, septic systems,
underground utilities such as water, sewer, electric, etc.) prior to commencement of the work. The Company is not
responsible for damage to unmarked underground infrastructure.
3) The Customer shall notify the Company of any condition (e.g. hazardous materials) on or about its property which could
affect the work contemplated hereunder.
4) Customer is responsible for providing access to its property and obtaining necessary easements or rights of way, at no
cost to the Company, to permit Company's performance of the work.

Time for Performance -Company
The Company will begin work within a reasonable period of time after: this Agreement has been signed by both parties; Customer
has made all necessary payments; and the Customer is prepared to receive the installations requested.
Time for Performance -Customer
If the Customer is unable to receive the requested installations within 6 months of the date of this Agreement, all terms and
conditions are subject to renegotiation or cancellation by the Company, without additional notice to Customer.
Customer Initial Payments- The estimated cost to the Company to perform its work (plus applicable taxes) is $ 5,133

Prior to the Company commencing any work or activities under this Agreement, Customer will pay to the Company an
initial amount of $ as a contribution in aid of construction.
Prior to Company commencing any work or activities under this Agreement, Customer will secure an irrevocable letter of

4At Company's discretion and as allowed by applicable law, Company may request a deposit, in addition to or in lieu of, a

Customer Covenants with Respect to Use of Gas and Payment Obligations
The Customer agrees to begin using natural gas within 90 days of completion of the work indicated above. If gas use does not
begin within this time, the Customer will reimburse the Company for the actual cost of the work plus applicable taxes, less any
previous Customer contribution.
Customer further agrees that it will use natural gas as its primary fuel in the minimum annual volume of thousand
cubic feet (MCF). After twelve (12) months from the date of initial use of gas, the Company shall compare the total actual volume
for that period to the above referenced minimum annual volume. If the actual usage is less than the required minimum, the
Company reserves the right to recalculate the Customer's contribution in aid of construction and bill the Customer an additional
contribution amount based upon the Customer's usage deficiency.
The Customer will be billed regularly for natural gas use and associated gas distribution service at rates approved by,- and on file
with, the Massachusetts Department of Public Utilities. Any additional contribution payable by the Customer under this
Agreement is due within 30 days of Customer's receipt of an invoice for same. Contributions in aid of construction are not
payments for gas usage or associated distribution services.
Ownership of Pipes, Meters, Fittings, etc. The Company shall at all times have title to and keep ownership and control over any
pipes, services, mains, sleeves, meters, fittings and accessories up to the Customer's piping.
Assignment/Other Any assignment of this Agreement by the Customer requires the Company's prior written consent.
Except as otherwise provided herein, this Agreement may be modified only by a written agreement signed by both the
Customer and the Company.

taxes assessed thereon. Grantor agrees that the rights and easement herein granted are for the
purpose of providing service to Grantor's property and the further right to service others from
said "OVERHEAD SYSTEM". The Grantor, for itself, its successors and assigns, covenant and
agrees with the Grantees, for themselves, their successors and assigns, that this Grant of
Easement and the location of the Overhead System may not be changed or modified without the
written consent of the Grantees, their successors and assigns, which consent may be withheld by
the Grantees in their sole discretion. The rights and easement herein granted are over, across and
upon a certain parcel of land described in a deed dated August 11, 1866, recorded with the Essex
South District Registry of Deeds in Book 718, Page 19, and further shown on the Town of North

And further, said "OVERHEAD SYSTEM" (locations of the electrical equipment and
other facilities on the hereinbefore referred to premises of the Grantor) is approximately shown

of said "OVERHEAD SYSTEM" shall become established by and upon the installation and

return the original, sign and notarized easement to me at the above address. All documents must
have final approval by our legal department before National Grid's filing with the respective
Registry of Deeds. Massachusetts Electric Company must receive the signed agreement before

The cost of added service, as requested by the customer, is: $0.00 Said costs, if any, are for facilities in excess of those required to
meet the distribution service requirements and are therefore not applicable to Policy -3, are non-refundable, and must be paid in

Grant of Easement
The customer agrees to grant a permanent easement and right -of- way to National Grid (by separate easement prepared by National Grid) for
the installation, operation and maintenance of the distribution facilities on any private property that the distribution facilities will be located.
Terms of Policy -3 Apply
The terms of National Grid's Policy -3, entitled Line Extension Policy For Commercial, Industrial and Non -Residential Customers ("Line
Extension Policy") shall apply to this Agreement and are fully incorporated by reference. You can review the Line Extension Policy on National

As I indicated, this still works. Here are my questions/comments.

1. Is there a reason we no longer have a second access (Osgood St.)? The problem is the grading. The parking
needs to be -relatively flat and the entrance on Main St. is high and where the driveway can exit on Osgood is
about 5-6 ft. below that.
2. Is there a way to increase parking spaces? 31 is probably sufficient, but just checking. We will see what we can
do. How many would you like?
3. Just a reminder to try to incorporate the bell into the landscaping. Yes, I remember.
4. Just a reminder that we cannot infringe upon the existing statue. Yes, we are not close.
Layout
1. 1 think this works
Could you change the work station behind the reception station so that it is only against the wall? (So it could be
a continuation of the reception area or could be used as a separate work station) I'm not sure what you mean,
but the workstations are all drawn as furniture. You can arrange them as you like. I was only showing the
furniture to show that they fit.
Can we utilize the two seats shown outside the Superintendent's Admin. Space as a waiting area for the
Superintendent? That was the intention. Again, you can arrange the furniture as you like.

We've had to re -work the "back" portion of the plan and "mirror" the front portion because of existing site conditions that
came to light with the site survey. I think it still functions as you want it, but please review both the floor plan and the site
plan and let me know if you have any comments. We would like to "finalize" these plans and develop them further.
