We note that this historic property is listed individually in the National Register of Historic Places, is a significant component of both the North Andover Local and National Register of Historic Districts, and that the Massachusetts Historical Commission holds a preservation restriction on the property. This is an assignment for which we have exceptional expertise and a most successful track record over the past 34 years. Our professional practice has focused on assisting public agencies and institutions with the assessment, design, renovation and restoration of their historic buildings that are listed in the National Register of Historic Places and have preservation restrictions with the Massachusetts Historical Commission. Our team of design professionals has been assembled to specifically meet your needs as identified in the RFQ. Extensive Experience in Assessing & Renovating Exterior Historic Fabric of Public Buildings MKA has undertaken over 50 projects for planning, design and preservation of historic public buildings under Massachusetts Bidding Laws during the past 10 years. These include Town Halls in Sandwich, Provincetown, Groton, Dunstable, Newburyport, Salisbury, Merrimac, and Needham, as well as numerous masonry churches and institutional buildings. Established & Strong Working Relationship with the Massachusetts Historical Commission McGinley Kalsow & Associates (MKA) has strong established working relationships with the Massachusetts Historical Commission and local historical commissions for expeditious review and approval of design proposals for National Register properties and properties subject to Preservation Restrictions held by the Massachusetts Historical Commission. We work extensively with historic buildings that are recipients of MPPF funding through MHC and for renovation projects that are subject to MHC review and approvals. All of MKA's historic projects are carefully designed to comply with the Secretary of the Interior's Standards for the Treatment of Historic Properties and the various Preservation Briefs that guide proper preservation techniques. Numerous public agencies and non-profit historical organizations have given historic preservation design awards to our projects including 58 historic preservation design awards for superior renovation of historic structures over the past 21 years. 3. Extensive Experience with Historic CPA Projects and Massachusetts Public Bid Laws MKA has 34 years of relevant experience in the assessment, design and restoration of historic buildings under the laws of the Commonwealth of Massachusetts relative to public projects for both state agencies and local municipalities. All of these projects have been completed on schedule and within the designated project budget. This includes numerous CPA funded projects with various specialty requirements for historic municipal facilities similar to the Stevens Estate. 4. Past Performance on Similar Assignments with Client References Every historic preservation project undertaken by MKA during its 34 -year history has been completed on time and within the client's allocated budget. Enclosed within Section 1 of this proposal are Client References and contact information for recent relevant projects. We strongly recommend that you talk with our references regarding the quality, cost control, adherences to schedule and the personal service rendered by our personnel. 5. Qualifications and Availability of Key Personnel and Consultants All of the key personnel of our team are highly qualified and experienced in the sensitive restoration of historic buildings. All of our team members are currently working together with us on similar historic renovation projects and can provide superior service to you. Since we have recently completed three large historic preservation projects, our team is available to work with the Town of North Andover on an immediate and priority basis. This proposal contains all of the requested information regarding our qualifications and relevant experience to undertake your scope of work. ARCHITECTS & PRESERVATION PLANNERS Project: Newburyport City Hall Restoration, Newburyport, MA Client: City of Newburyport Award: 2006 Newburyport Historical Commission Preservation Award 2008 Massachusetts Historical Commission Preservation Award Description: Newburyport City Hall was built in 1851 in an Italianate style, and has been in continuous public use since its construction. Much of the original brownstone had deteriorated to the point that falling pieces presented a public safety hazard, leading the city to retain McGinley Kalsow & Associates to design a restoration program. Projecting brownstone elements such as pedimented window heads, sills, sill brackets and string courses were replaced with new cast stone that carefully matched the original brownstone in configuration, texture and color. In addition to replacement of deteriorated brownstone, masonry repairs included rebuilding of displaced areas of face brick where wall ties had failed, repointing of failed mortar joints in the tightly laid face brick, rebuilding of chimneys, cleaning and pointing of the building's granite base. Existing copper roofs at the cornice of the main roof pediments and entry portico were replaced with new copper roofs. Carpentry repairs were required at various locations at the eave and bracketed soffit assembly. The soffit assembly and wood windows were painted. The ornate cast iron balcony railing at the entry portico was restored, repaired and refinished. It is listed in the National Register of Historic Places along with the surrounding Town Common as the Needham Town Hall Historic District. The building retains a significant amount of original historic fabric; however, in 1952 the second floor auditorium was converted into standard office space to accommodate post WWII growth. By 2007 the historic building was in need of significant repairs, code and accessibility deficient, and unable to meet severe demands for additional office space. McGinley Kalsow & Associates was retained by the Town to undertake an assessment of physical conditions, conduct a space needs study and develop four alternatives with comparative cost estimates. The results were presented in 2008, and after extensive public review and discussion; the alternative that restored the historic auditorium, renovated the historic structure and constructed an addition linked at the rear of the building to provide significant additional space was chosen by the Selectmen, followed by full funding voted by the Town. The building also contains a virtual museum of paintings by local artists, many of who are widely recognized and renowned. Listed in the National Register of Historic Places, the building was designed by noted Boston architect John A. Fox in the elegant Victorian style and dedicated in an elaborate celebration on August 25, 1886. MKA was retained by the Town of Provincetown in December 2007 to conduct a building and space needs assessment and to develop a strategic plan with an implementation strategy to renovate the historic structure. Structural and envelope repairs were done in Phase I. A comprehensive restoration in Phase II addressed programmatic and accessibility improvements, new mechanical, electrical and plumbing systems, new chiller and historic restoration of the building interior including the auditorium. Our renovation plans were extremely sensitive to historic fabric not only on the exterior, but throughout the interior as well. An efficient and compatible addition to the rear provides an elevator, stairs and restroom facilities to serve three levels of the historic building in a fully accessible manner. Exterior restoration involved cleaning, pointing and rebuilding of brick masonry, slate roof repairs, replacement of copper roof elements and restoration of original windows and storefronts along the downtown sidewalk. Mechanical, electrical, plumbing, and fire protection systems were completely replaced with Green and sustainable components. The brick facade, ornate wood brackets and pediments and slate roof were meticulously restored. The interior was renovated to accommodate the contemporary needs of town administrative offices. The upper floor auditorium was "reversibly" converted to municipal offices in a manner that preserves its character -defining features and permits restoration of the original space in the future. Rodman, the Commanding officer of the Watertown Arsenal, built the Italianate Commanding Officers Quarters, which is surrounded by an Olmsted Brothers landscape designed in 1919. After 130 years of military use, the interior of the residence had lost many character defining details while others were obscured under many layers of paint. After the Army base closure the Town of Watertown acquired the building and site to use for public meetings and events as well as to become self-supporting with private functions rental income. McGinley Kalsow & Associates was selected to restore the original grandeur, make the building fully accessible and incorporate new MEP systems that are green and sustainable. Challenges: To seamlessly incorporate accessibility to the front entrance and introduce and elevator and public restrooms to the significant interior • Restore the character defining elements including lincrusta, missing ornamental plaster and chandelier, painted mahogany woodwork and parquet flooring all within a very limited budget and public procurement process. • Introduce modern heating, air conditioning, electrical and life safety systems into the building with a minimum of visual change. Methodology: An important key to any successful restoration is a clear documentation of existing conditions and prioritization of important character defining features. This allows the introduction of many needed modern amenities without loss of key character defining elements. The ceremonial front stairs were retained while still making the entrance accessible. The floor of the adjoining porch was modified to a sloped walk and grading of the site raised at the corner of the house. The Butler's pantry was converted into the hoistway for a modern corner post elevator connecting different first floor elevations as well as the second floor. To preserve the significant first and second floor finishes, MEP systems were routed in the basement and attic areas. Tsongas Preservation Award, Preservation Massachusetts 2007 International Excellence in Masonry Restoration Award, MCAA Description: West Hall, a focal point of the Medford campus, was constructed in 1871 in a "Ruskinian Gothic" style. This dormitory, built of red brick with Nova Scotia sandstone trim, suffered from a lack of maintenance and poorly executed repairs and was missing many original ornamental features. McGinley Kalsow & Associates was engaged by Tufts to design exterior restoration repairs, which were undertaken during the summer recess of 2005. The existing asphalt shingle roof was restored to a slate roof in a polychrome pattern true to the original design. New copper flashings, gutters, and downspouts were added, and a custom fabricated roof cresting completed the restoration of the roof to its former splendor. Exterior masonry was cleaned and completely repointed and repairs were made to the Nova Scotia sandstone, with selective replacement with new stone to match the original. ARCHITECTS & PRESERVATION PLANNERS Project: Gasson Hall, Boston College Client: Boston College Awards: 2009 PCI National Design Award: Best School 2009 BAC Craft Award Best Restoration/Rehabilitation Description: Gasson Hall is the original and signature building of the Boston College campus, built in 1913 in the campus Gothic Revival style to the design of noted Boston architects Maginnis and Walsh. In 2006, Boston College commissioned McGinley Kalsow & Associates (MKA) to survey existing conditions, develop recommendations and report to the college trustees. Literally every stone on the tower and the overall building was surveyed and evaluated. Findings concluded that most of the original cast stone was severely deteriorated, ranging from hairline cracks to complete unit failure. MKA then designed and implemented a multi -phased restoration program, with the initial phase focused on restoring the masonry and roofs of the 175 -foot landmark tower. In the spring of 2007, all of the spires were dismantled and completely reconstructed with new cast stone to exactly replicate the original spires. Elsewhere on the tower the deteriorated cast stone was removed and replaced with new cast stone and the original roofs were replaced. Critical to the restoration planning was Boston College's need to maintain occupancy of the building and conduct classes & programs in this critical campus center without interruption. ARCHITECTS & PRESERVATION PLANNERS Project: Emmanuel Church Restoration 15 Newbury Street, Boston, Massachusetts Client: Emmanuel Church Award: 2005 Significant Renovation / Restoration Award, Boston Preservation Alliance Description: Emmanuel Church was one of the first churches erected in the new landfill of Boston's Back Bay in 1861. The church is an important part of the streetscape and a contributing structure to the Back Bay National Register Historic District. Following years of deferred maintenance and disrepair, leaking roofs and deteriorated masonry joints were causing severe structural and interior damage. In 2003, McGinley Kalsow & Associates was commissioned to design extensive exterior repairs. Major structural repairs were made to stabilize the south gable wall. Missing and broken roof slate was replaced, and worn and leaking original copper flashings and roof elements were replaced. New snow guards were installed to deter future damage to roofs. The Roxbury pudding stone exterior was cleaned and repointed, and in some areas was rebuilt. Several missing and deteriorated decorative sandstone elements were replaced with newly carved sandstone pieces matching the original. Deteriorated wood window frames and sashes were repaired and painted. With the successful completion of restoration in 2004, Emmanuel Church remains a historically prominent feature of Boston's Back Bay and allows its congregation to continue its important ministry of community outreach and cultural programs from this significant historical edifice. ARCHITECTS & PRESERVATION PLANNERS Project: Fort Trumbull State Park, New London, CT Master Plan, Restoration and Conversion Client: State of Connecticut Description: The May 1999 Fort Trumbull State Park Master Development Plan, prepared by McGinley Kalsow & Associates, was used to transform the major portion of the former U.S. Naval Undersea Warfare Center (NUWC) at New London into a new Fort Trumbull State Park administered by the Connecticut Department of Environmental Protection. The Master Plan emphasized the historic character of this unique site that had been a water -oriented military center of national significance for over 200 years and was prepared to guide development of the new State Park. The architectural/engineering design team, led by McGinley Kalsow & Associates, worked closely with numerous agencies involved with the project including: The CT Department of Public Works, the CT Department of Environmental Protection, the CT Historical Commission, the City of New London and the New London Development Corporation to design and execute the project in two phases. Task C — Develop Draft of Facilities Master Plan ` ' u 1) Refine & Advance the Preliminary Restoration Proposals Following approval by the Town we will refine and advance the preliminary proposals for the various restoration treatments of the exterior of the building including slate roof, copper flashing and various drain components; various masonry components of patterned brick, granite, terra-cotta, brownstone beltcourses, and cement masonry to respect the integrity of the original Hartwell & Richardson design in the Romanesque Revival style 'J of architecture, reminiscent of the work of Henry Hobson Richardson. Likewise, we will advance the renovation and reuse treatments of the interior spaces and features that are included in the Master Plan including special respect for significant features of elaborately carved woodwork, paneling and stained glass windows, fireplaces and beamed ceilings. 2) Develop Cost Estimates for Proposals We and D. G. Jones, Cost Estimators, will refine and develop our earlier cost ranges to specifically reflect the advancement of the various renovation and restoration proposals ; of the Master Plan. t-- 3) 3) Prepare an Implementation Strategy Working closely with the Town, we will develop an Implementation Strategy that will facilitate public review and approval of the various components of the Stevens Estate — Facilities Master Plan and maximize fund-raising, grants and financial assistance to ensure the timely implementation of the various stages and proposals of the Plan. This will also be most important to this project since North Andover is a CPA funded community that can be an important recipient of the Town's CPA goals for historic preservation activities.
