These assessments will be utilized to prepare a pragmatic and prioritized Master Plan. For over 25 years TBA Architects, Inc. has worked cohesively with clients in both the public and private sectors to develop successful and economically efficient master planning solutions based on the findings of our firm's existing conditions and feasibility assessments. In the public sector the review of these studies provided the basis for developing realistic and prioritized maintenance and repair schedules designed specifically to satisfy town residents and annual budgeting requirements while maximizing the functional life cycle of Town Buildings and, specifically, its historic resources. Our Architectural Assessments comprehensively evaluate all vital aspects of the structural and architectural conditions from HVAC, mechanical and electrical systems to building envelope concerns, including roofs, windows, doors, and masonry. At the outset, we see three major challenges for the development of a thorough and systematic Master Plan for the Stevens Estate: 1. We must determine the most cost-effective program and design to meet both the short and long term operating needs while still being affordable. 2. We must accurately assess building evaluations for prioritization and phasing over multiple years to meet budget constraints. 3. We must successfully communicate the efficacy of the program and the need for the repairs and maintenance suggested by our study to North Andover residents so that they will approve funding of the proposed and prioritized Master Plan. The house doctor work we have done over the past 20 years for nearly a dozen municipalities has gained us broad experience in repair and maintenance of a wide variety of municipal buildings. Projects often require the "mining" of space in order to increase efficiency without large capital investments. We have recently completed the construction of three new classrooms accomplished within the envelope of the Pierce School for the Town of Brookline and are engaged to "find" and construct a fourth classroom in like manner. TBA Architects will provide the same creative force to reorganize and increase efficiency for the Stevens Estate with the resultant benefits in program function and increased accessibility to complement preservation and stabilization. A list of public projects that we have completed in the last five years is included to provide you with more information on our experience. Because so much of our work requires approval by public bodies such as town meeting, we recognize the need to provide strategic support as well as technical knowledge to our clients. Our experience in this arena goes beyond the professional: TBA principal Bob Jefferies has served for many years as a member and chairman of the Board of Selectman in the Town of Westford as well as having served as member and chairman of the Planning Board and Permanent School Building Committee. In these capacities, he has successfully advocated for nearly a dozen projects to meet nearly every municipal need. He can provide invaluable assistance to help town staff and committees and Selectmen build consensus and make a successful Town Meeting presentation. This is one of the reasons we propose Bob as our project manager for this assignment. TBA Architects, Inc. has been in business for over 25 years and its principals have worked together since 1981. Russel Fe dman, AIA, NCARB, MCPPO Principal Statement of Firm Qualifications and Project Approach TBA ARCHITECTS, INC Approach to Project Page 1 Approach to Project: Experience, Processes, and Methodology TBA Architects has over 23 years of experience in historic restoration and preservation spanning policy design, space planning, programming, and organizational analysis to historic rehabilitation and adaptive reuse of all building types. Services include budget planning, research for the successful nomination to the National Register of Historic Places, coordination with local and state historical commissions and federal agencies, tax credit documentation, and complete architectural and engineering services. Our design work for the municipalities of Somerville, Holbrook, Gardner, Waltham and Newton includes restoration of wood, stone, and masonry structures under the aegis of the Massachusetts Historic Commission's Preservation Projects Fund and in fact TBA has assisted many of its municipal and nonprofit clients in successfully applying for and reporting on the disposition of MPPF funds. Completed projects have earned TBA the Newton Preservation Award for the Newton Corner Library and the Massachusetts Historic Commission's Preservation Award for the restoration of Washington Mills in Lawrence, MA. TBA has assisted the nonprofit North Bennet Street School in maximizing the use and safe operation of its eight -building urban campus in Boston's Historic North End. As designers, TBA's focus is on restoration or sensitive modification of building envelopes while accommodating contemporary reuses of the interiors and also providing sensitive retrofit of systems to provide universal access while respecting the building and contextual fabric. Historic Preservation Projects: TBA Architects was commissioned by the City of Waltham to evaluate the structural stability of one of H.H. Richardson's final masterpieces. The house consists of two structures: the original house, a second empire structure by Gridley Fox Bryant and a large stone addition designed by H.H. Richardson. The Robert Treat Paine Estate contains the famous Richardson staircase that has become synonymous with his name. Over the years the building had suffered serious neglect until it was endowed to the City of Waltham in the 1970's. The City of Waltham now uses the building and its grounds for assemblies and functions. TBA's investigation began by reviewing H.H. Richardson's original drawings and specifications. Site inspections were performed to confirm the accuracy of the drawings and to document any changes the building had undergone. Several structural failures were evident in the Richardson addition and remedial actions were recommended to limit further deterioration. TBA provided the City of Waltham with a report outlining its field observations and provided detailed recommendations for all remedial work. More recently TBA has worked as the On -Call architects for the City of Newton's Historic Preservation Projects complete from study phase through design and construction administration. Newton City Hall and Civil War Memorials, Stone Conservation Analysis of structural and technical preservation technology for reconstruction of the granite Memorial Auditorium steps at Newton City Hall and also the Civil War Memorial in the Newton Approach to Project Page 2 Cemetery. Detailed study and construction specifications are nearing completion for submission for CPC funding of construction. Brigham House Renovations, Newton Highlands Initial planning and report for historic renovation and interior reconfiguration for the Brigham House received CPC funding for renovation. We are currently in final design phase to restore and renovate this historic structure's exterior, make exterior and interior accessibility improvements, replace building utilities and reconfigure and refinish interior spaces. This project won the Newton Preservation Award. Newton Corner Branch Library Repair and Restoration, Newton Corner Initial scope and cost analysis report for submittal to the City's Community Preservation Act Committee (CPC) received construction funding. Architectural/engineering design and construction administration services included exterior envelope restoration (slate, metal and EPDM roof surfaces; wood siding, trim and details, porch columns and rail repair and replacement, structural repair, window and door repair and painting), and design of new grading and ramp approaches. Additional work included landscape design for community installation and restoration of the historic Gazebo structure returned from the City Museum grounds at the Jackson Homestead. This project was awarded the Newton Preservation Award. Kennard Estate Renovations, Chestnut Hill Inspection, arch itectural/engineering design, detailed specifications, and construction consulting for the renovation and repair of the historic Kennard Estate. Work involved redesign of the kitchen and bathrooms, envelope repair and replacement of all systems, and many finishes for work to be implemented directly by the Public Buildings Department staff as well as certain construction components to be commissioned under the provisions of MGL chapters 149 and 30B. These projects are just a few of the numerous Planning and Preservation Projects over the years on which TBA Architects, Inc. served as the Prime Consultant providing complete Architectural and Engineering Design Services for projects of all sizes and stages of completion. We have designed access improvements in several building types including municipal buildings, public safety facilities, churches, schools, commercial buildings, private residences and multi -family and senior housing. Our projects have included ramps, elevators, and fully reconfigured entries for the municipalities of Boston, Holbrook, Newton, Wareham as well as for state authorities. In a survey compiled for the Commonwealth of Massachusetts DCAM, TBA examined over sixty existing public safety facilities in Worcester County and outlined their ADA nonconformities. Also for DCAM, TBA has planned and designed access renovations for the 541,000 square foot Middlesex High Rise Courthouse in East Cambridge. TBA believes "accessibility projects" do not need to be considered an after -the -fact fix to accommodate the minority of our population with special needs. Rather, "universal design" represents an opportunity to meet an important public purpose: to assure that all members of the public are fully respected and feel a genuine invitation into our public facilities. TBA provided existing conditions survey with deferred maintenance summary; complete demographic study and program development; optimized grade configurations, conceptual layouts, ;budgets and implementation strategies for phased renovation and expansion. In addition to physical planning and participation in the community review process, TBA provided design and implementation services for multiple phases of the redevelopment. TBA , in conjunction with the Town's departments, worked to review and compile information on the existing conditions, met with the Building Committee to review the amended Educational Specifications and developed conceptual alternatives with scopes of work and cost estimates for review and selection by the Committee and other Town agencies having interest In order to accomodate the schedule and cost constraints TBA laid out a phasing of the work to ensure that it would be accomplished in the designated time frame, pursuing multiple contracting to control tasks and timing. Client: ML Aubum Cemetery Location: Somerville, MA TBA Architects was retained to develop a Cofiprehensive MasterPlan for MtAubJTh Cemetery and grounds. The project objective is to examine eight buildings for existing conditions and prepare a capital and maintenance plan for same. The buildings in this study were examined for envelope.condition including concrete masonry unit fabric, windows, doors, roof, structure, and for interior surfaces, HVAC, lighting, and electrical systems. TBA's project objective at Mt. Auburn Cemetery was to examine these buildings for renovation and repair requirements. Our analysis compared altemative systems to accomplish these functions, and our evaluation included consideration of advantages and disadvantages of the alternatives, and both capital and life cycle costs. The outcome of this study established a scope of work, budget and schedule for implementation for the work that reflected Mt. Auburn's spending and programmatic priorities. TBA worked with multiple public agencies and a reuse committee established by the County with the participation of the Town and community. TBA developed baseline data and explored various altemative reuses. Plans included a new campus for a local college consortium, a new hotel/commercial Gateway to Downtown Plymouth, and other institutional uses. The selected strategy involved a phased redevelopment including partial disposition of the land, immediate demolition, mothballing of existing faclities, and outreach to nonprofit and governmental entities. In addition to physical planning and participation in the community review process, TBA provided design and implementation services for multiple phases of the redevelopment. The initial phase involved { stabilization of the property and included remediation of hazardous materials and mothballing of existing facilities. The second phase included disposition of two parcels. One included seventeen acres to an adjacent nonprofit hospital to facilitate that institution's expansion and reorganization. A second parcel was transfered to the Commonwealth of Massachusetts for construction of a new district and superior courthouse. During this phase, TBA assisted the County and its legislative delegation in preparing special enabling legislation authorizing the land transfer, establishing the configuration of the parcels and various % easements, finalizing the terms of the transaction, and planning the infrastructural improvements associated with the development. TBA also assisted the County in proposing and receiving separate special legislative authority to construct a new Land Records Facility for the County's Registry of Deeds / Department, as part of its master plan implementation. TBA provided financial feasibility analysis that included extensive research into the history of Registry activity and development of a financial model for predicting revenue and support in design of the County's legislative initiative. After exploring uses that included commercial and industrial alternatives and infomed by a series of public hearings,,TBA proposed consideration of a Plymouth County Criminal Justice Center. TBA facilitated negotiations by the Sheriffs Department with the United States Marshals Service and the state'Department of Correction to program a facility that would meet the needs of county, state. and federal agencies. TBA then assisted the County in design of special legislative authorization for this unique project. TBA provided comprehensive programming and planning services for the new 1,140 bed Plymouth County Correctional Facility. As this $114 million public-private venture advanced, TBA, acting as the statutorily -defined Owners Technical Representative, managed the project budget, provided design and value engineering review, maintained a clerk of the works, implemented over twenty separate but integrated construction contracts, and administered an independent quality assurance testing program. In a report of its management review of this phase of the project, the Massachusetts Office of the Inspector General stated that, "TBAArchitects conducted thorough and well- documented ` reviews of [the] design and construction work at every stage of the design -build process. The t , project oversight services provided by TBA Architects thus exceeded the ... require-ments of the special legislation and helped to protect the interests of the public and the [bond] holders." \0 TBA continued in this capactiy to implement subsequent phases of the Criminal Justice Center Master Plan.
