Special Meeting
The BOARD 0~APPEALS held a Special Meeting on Tuesday evening, June 18, 1974,
at 8 P.M. in the Town Office meeting room. The following members were present and
voting: Frank Serio, Jr., Chairman; Dr. Eugene A. Beliveau, Clerk; William N. Salemme;
Alfred E. Frizelle, Esq.; and Louis DiFruscio.
RAYMOND G. Turcotte - cont. hearing:
The Building Inspector presented his report in which he stated he had examined
the upstairs and underneath the house. According to Mr. Foster, originally the house
was built with a dirt crawl-space and someone filled this area with sawdust. The
sawdust and the dampness attracted the termites due to the ideal conditions present
for their multiplication. The paneling upstairs is soft and shredded. Below these
walls the sill is all puckered. The floor has been jacked up and the termites have
gotten into the walls and jcl ts.
Mr. Foster recommended that if it was his own house he wouldn't want to spend any
money fixing it up because there would be no ~tee that there would not be any
more termites, therefore it should be torn down and rebuilt. The Building Inspector
will submit a written report for the files.
Mr. DiFruscio made a motion to GRANT the v~riance on Sec. 4.129 (8:1 & 8.3). Mr. Salemme
seconded the motion and the vote w~s unanimous.
R &T REALTY:
A discussion was held regarding the above property on Saunders St. The petitioner
is looking for a variance under Sec. 7.1 ( 1 & 7) which deals with parking regulations.
He is asking for one car per apartment instead of one and one-half and desires to park
in front of the building. He also wants a variance from the 12,500 ft. and 100 ft.
frontage.
Mr. Frizelle made a motion to DENY the variance under Sec. 7.1 (1 & 7) audgran% the
variance under Sec. 4.122 (14a) with regard to the frontage and lot requirements.
~ku~ther, to GRANT the Special Permit to convert the third floor into a one-bedroom
apartment, but that the parking be in the rear of the building and conforms with all
building codes. Mr. Salemme seconded the motion. A discussion followed and the
motion was withdrawn. The BOARD stated all three conditions for hardship be shown.
Member Dil~ruscio made a motion to take the matter under advisement . Dr. Beliveau
seconded the motion and the vote was unanimous.
Mr. Frizelle then made the motion that the hearing be re-opened for the next regular
meeting on July 8, 1974 and that the applicant be requested to bring before the BOARD
his reasons for hardship. Dr. Beliveau seconded and the vote was unauimous.
The BOARD directed the secretary to send Mr. Foley audMr. B~rd a letter requesting
a statement of hardship before the nex~ meeting and inform them about the hearing on
July 8, 1974.
Dr. Beliveau brought up the subject of limiting the number of special meetings.
action was taken.
The meeting adjourned at 9 P.M.
