HomeMy WebLinkAbout2011-04-22 Board of Assessors Minutes NORTH ANDOVER Board of Assessors Meeting April 22, 2011 - 2:30 p.m. • On the above date the North Andover Board of Assessors met in Conference Room 1 at the North Andover Town Hall to consider any and all business to come before the board. Present at the meeting were: David Minicucci, Chairman, George R. Barker Jr., Board Member, Garrett Boles, Chief Assessor, Toni K. Wolfenden, Assessor's Clerk and Ms. Joyce Fiocco- Bold, North Andover Town Resident. Ernest Jones was not present at the meeting. A quorum of board members being present, the motion to open the general meeting was made by David Minicucci and seconded by George Barker. Motion was unanimously approved. The meeting adjourned behind closed doors in the above mentioned conference room. Ms. Flocca-Bold is a long time resident of North Andover. She started the after school program for her Middle School aged daughter. She is concerned with the maps and "openness" of the information on the Assessor's web site. She is also concerned with identity theft and rising crime in the town of North Andover. Garrett Boles — said that putting the property card and tax roll on the web site is part of the public record and did not agree that it would cause identity theft Ms. Fiocca-Bold - would like to make a change to protect the residences by limiting the accessibility and to have accountability 1 Garrett Boles— more concerned with birth and death certificates that are open documents Addressed the emails sent to Mr. Rees Addressed the Attorney General vs Board of Assessors of Woburn Addressed Public Records Access 950 Code of Massachusetts Regulation Sec 32.05 (copies given to Fiocco-Bold) Addressed Massachusetts VISION Appraisal 72 —Towns on Line 62 — 86% no registration needed including Medford Ms. Fiocca-Bold - wants people to register with assessor's office to get a public record David Minicucci — concerns with public records law and explains that we are limited with what we can do under the current laws...limiting accessibility is concerning for all involved Fiocca-Bold —wants to work with people Boles — points out laws and regulations Fiocca-Bold - was told by Julio to go to Mark Rees Flocca-Bold —would like to learn more Boles and Fiocca-Bold — discuss '"tones" of emails Minicucci — citizens, tax payers are customers: he reads emails 5 times to find the hidden meanings and is concerned with the internet Fiocca-Bold —would like for next time to call her and is willing to talk to Julio herself with Mark Rees 2 Boles—was following chain of command...Ms. Fiocca- Bold went to Mark Rees and apologizes for being a strident advocate for employees and public. Ms. Fiocca-Bold and Mr. Minicucci - discuss being raised in a respectful environment. Ms. Fiocco-Bold requests copies of the minutes and exits. 3 Samuel G. Cheney Jr., Assistant Assessor joined the meeting at 4:00 p.m. The motion was made by David Minicucci and seconded by George Barker, by roll call vote, "Yes" by Minicucci and "Yes" by Barker, to move into executive session to review, discuss and vote on submitted abatement applications. The meeting adjourned behind closed doors in the above mentioned conference room. The following applications for abatement were discussed with the following dispositions: The Board Members voted unanimously 2-0-0 Approvals: • Pascarella, 065.0-0102-0000.0 offer:$37,700 **Mr. Cheney will call Mr. and Mrs. Pascarella to make offer. No signatures will be done until the offer is accepted. 4 THE FOLLOWING INFORMATION IS EXEMPT FROM PUBLIC DISCLOSURE ACCORDING TO CHAPTER 59 SECTION 60 A motion was made by Mr. Minicucci and seconded by Mr. Barker to adjourn the executive session. Motion was unanimous. With no further business to consider, a motion was made by Mr. Minicucci and seconded by Mr. Barker to adjourn the meeting at 4:00 p.m. Motion unanimous. 6 i Minutes Approved for April 22, 2011 Board Meeting David Minicucci, +Chairm Date George R.
