March 7, 2013 2:50 p.m.
• On the above date the North Andover Board of Assessors met in
Conference Room 1 at the North Andover Town Hall to consider any and all
business to come before the board. Present at the meeting were: David
Minicucci, Chairman, George R. Barker Jr., Board Member, Garrett Boles,
Chief Assessor, Samuel G. Cheney Jr., Assistant Assessor and Toni K.
Wolfenden, Assessor's Clerk. With a quorum the board members being
present, the motion to open the general meeting was made, by David
Minicucci and seconded by George Barker. Motion was unanimous.
Having no other old business to consider, a motion was made by Minicucci
and seconded by Barker: to move to executive session for review, discuss,
and vote on submitted abatement applications. Motion was unanimous.
The meeting adjourned behind closed doors in the above mentioned
conference room.
The following applications for abatement were discussed with the following
dispositions: The Board Members voted unanimously 2-0-0 (Minicucci and
Barker).
Approvals:
• Dulude 095.0-0059-0000.0 303 Pleasant St abated: $99,900.00
• Papineau 065.0-0180-0000.0 312 Blue Ridge Rd abated: $20,800.00
• Murzda 065.0-0228-0000.0 55 Foxwood Drive abated: $48,500.00
• Ensign Rity Trst 098.A-0099-0000,.0 62 Kara Drive abated: $48,300.00
• Sullivan 098.A-0079-0000.0 141 Kara Drive abated: $35,000.00

Mr. Ragonese joined the meeting at 4:00 to discuss his property which is located adjacent to
Butcher Boy. His property suffers from trash, noise pollution, and dumpsters loading and
unloading.
Mr. Minicucci —Asked about old home being demoed
Mr. Boles—Asked how do you calculate for stigma
Mr. Minicucci— [discussed old home values vs new home values
Mr. Boles— Discussed mechanically adjusting property
Mr. Minicucci —Talked"about the wet lands and how they are unusable
Mr. Barker—Talked about calculating wet lands
Mr. Boles—got a map for the wet lands
Mr. Ragonese—was originally told not to worry about the new market. He was told it was
only going to be 1 story building; however Angus proposed a 2 story building. It was voted
down. He had to take Angus to court to remove the refrigerated trucks. Which cost him
$30,000.00 and he can't sleep with his windows open
Mr. Minicucci—will take everything under advisement
Mr. Ragonese—talked of air conditioning and only being half cooled
"correct issue
Mr. Minicucci recommended that the Town reduce the land located at 1939 Great Pond Road
be reduced 20%due to wetlands.
• North Andover 04 Ilc 078.0-0002-0000.0 351 Holt Road abated: $775,000.00

• Angus Realty Corp 03,5.0-0027-0000.0 1077 Osgood; St abated: $461,000.00
• Verizon $86,412.48 from 2005 overlay account was released to the
overlay reserve per Town Manager. The funds will be transferred to FY 2009 Overlay
account to cover expenses due to Verizon Appeal.

The Board voted to deny the fallowing applications. The information below is
exempt from public disclosure according to Chapter 59 Section 50:

The next Board of Assessors meeting will be March 29, 2013 - 2:30 p.m.
A motion was made by Mr. Minicucci and seconded by Mr. Barker to adjourn the
executive session. Motion was approved unanimous.
With no further business to consider, a motion was made by Mr. Minicucci and
seconded by Mr. Barker to adjourn the meeting at 4:15 p.m. due to Ibad weather.
Motion was approved unanimous.
