HomeMy WebLinkAbout2013-02-28 Board of Health Minutes North Andover Board of Health Meeting Minutes t'laaaa- day, February 28, dpi 7.00 p.m. North Andover Senior Center, 120 R Main: Street North Andover, MA 011345 Present: Thomas Trowbridge, Larry Fixler,Joseph McCarthy,Susan Sawyer,Lisa Blackburn (Frank MacMillan and Edwin Pease not in attendance). 1. CALL TO ORDER The meeting was called to order at 7:10 pin II. PLEDGE OF ALLEGIANCE III. PUBLIC HEARINGS IV. APPROVAL OF MINUTES Meeting minutes from January 24,2013 were presented for signature. MOTION was made by Mr. McCarthy to approve the minutes of 1124x`13,the motion was seconded by Mr. Fixler,all were in favor and the minutes were approved. V. OLD BUSINESS V1, NEW BUSINESS A. Variance Request from IJR Engineering, lnc.---213 Carlton Lane, Map 1.07A Parcel 208. Luke Roy, LJR Engineering, Inc.,representing homeowners David and Pamela Fowler,presented items needed for variance request for 213 Carlton Lane. Mr. Roy stated that tine systern has failed and there are back up issues in tine home. A new system needs to be designed and installed as soon as possible,Mr, Roy reviewed the plans with the BDH members showing the existing property.The following are tine variances he is asking for: I, To reduce setback distance of the soil absorption system to a wetland resource area as stipulated in Section 11. 3.9 of the North Andover Regulations, from 100 ft.to 50 ft. MOTION: Mr.Fixler motioned to approve the variance to reduce setback distance of the soil absorption system to min of 50ft..Motion seconded by Mr..McCarthy, All were in favor. 2. To reduce the required separation between tine bottom of the soil absorption system and the high groundwater elevation front'4 ft. to 3 ft, (Local upgrade approval 310CMR 15.405(1)(h)), 3. To allow for a sieve analysis to be performed because a percolation test in accordance with 310 CMR 15.104 and 15.105 cannot be performed(Local upgrade approval 310 CMR 15.405(i)), Mr,Roy explained the � 2013 North Andover Board of Health Meeting-klecting Agenda Page I of 2 Note: The Board of Health reserves the right to take items out of order and to discuss and/or vote on items that are not listed on the agenda. To allow for less than the required two deep holes per disposal area wn required by3lA15.|02(Local upgrade approval 15405(|)(k)). Mr. Fixier asked how high the water table currently is and flow this was going to work. Mr. Roy stated that there would bnnusignificant mound and|<would he elevated slightly, Mr. McCarthyasked if Mr. Roy was planning to keep the 1500 gallon septic tank.Mi..Roy stated that anew tank would bu installed and tile old one would bmremoved. � K8c Fjsleo asked what was oil tile other side*f septic. Mc Roy stated that there is the lawn area for � neighboring property, Mr. Trowbridge asked if the designed septic area slopes m lot. It looks that way oil the design, &4c Roy stated it looks that way but that iti*u pretty gentle slope. Susan Sawyer omkcJ Mr. Roy if the proposed plan would c6owgo any drainage for neighboring properties, Mr. Roy stated ii would not. Mr. McCarthy cmmfimucdwith Mr. Roy that the septic was backing into the house and asked when Mr, Roy WOUld start, Mi-, Roy stated lie Would like to start as soon as possibledeperiding oil conservation approval, The next conservation meeting is on March 13,2013. Sawyer then gave all information review of the required holes and conservations requirements. Mr. Trowbridge asked Mr. Roy what if test pit iw not the exact situation they had hoped, What would tile plan bo then?Mr. Roy stated that they would need to make a plan revision and come back before the 1301-1. If the water table ix high,that could change the plan, Mr.Trowbridge asked again lf there would 6u any impact to tile neighbors and Mr. Roy stated there would not be. Prior to approval of moving forward with installation, there are submitted coriditions given by Mill River. Ms. Sawyer read the suggested conditions. Mr. Roy stated lie had uu problems with the conditions,&4,. Trowbridge wants to know the test pit results are acceptable before moving forward. Mill River will submit the results bm tile Health Department om well ax the engineer. MOTION: Mr. Fix\wc motioned to approve the local upgrade request and the variance,os listed on the plan,with the following conditions: I.
