McCarthy were not in attendance)

The meeting was called to order at 7:05 pni

IV, APPROVAL OF MINUTES
Meeting minutes from April 26, May 24,and August 13,of 2012 are to be presented for signature.Larry
Fixler questioned if the minutes were the revised ones that lie and Joe McCarthy worked oil. Susan Sawyer
confirmed they were.Motion was made by Frank MacMillan to approve all minutes,motion seconded by
Larry Fixier,all were in favor and minutes were approved.
V. OLD BUSINESS

Dr. Trowbridge discussed the issue of tobacco sales in pharmacies. Other Massachusetts to%vns have passed
regulations prohibiting the sales of cigarettes in pharmacies.Letters were sent out to local North Andover
pharmacies asking for a voluntary plan for the goal of minimizing the potential for underage smoking in
youths. We are in contact with a corporate office of one of the pharmacies in town. The corporation will
take action to help achieve the goal of reducing the prominence/visibility in the stores while allowing them
to sell the item.They asked that we don't make any public announcements until they have a plan in place.
There will be a press release sometime next month to discuss this and hopefully move forward with these
goals.
V1, NEW BUSINESS
No new business however Dr.MacMillan asked about truck permitting season. Susan Sawyer indicated that
Michele Grant has sent out the permits for the truck permitting.Also,the renewal postcards for other
permits that expire Dec. 31"have been sent out. Susan Sawyer explained]low there is a link oil the front
page of the town's website linking the perinit applications.Dr.Trowbridge discussed how in past years a
packet including the permit application was mailed out.To be more cost effective,just postcards are sent
out now to save on postage, and the applications can be accessed on the town's website,The postcards

season, lt seemed to work out well since seniors Could get a tax break but also keep tbeiu connected with.

Larry Fixler questioned if any mobile ice ozoam applications have owmoin. Susan Sawyer explained that
although they can come in at any thrie,permitting season for mobile ice creain trucks usually are in April
since it is seasonal. We usually see more applications in the summer time. A discussion ensured regarding
ice mnam vendor trucks, Susan explained that the state is considering another process specifically for
mobile ice cream vendors in order to protect children. Dr.MacMillan asked the question that this is not
legislation but a regulatory action and through what dept. Susan Sawyer did not want to give the wrong
information but stated site will send the information bo the ROBmorribefa.
A discussion ensued regarding permitting, Susan Sawyer brought my the option uf eventually being able io
pay using on-line service, Susan is investigating options for permitting however there is a fee involved
with on-line permitting.A discussion ensured regarding online payments.

Dr, Trowbridge noted iha( we have only had one hard fireeze this ycar. Dr. MacMillan stated that two hard �
freezes are needed to reach the end of the mosquito season, Susan Sawyer stated that Jack Card of �
Northeast Mosquito control said that residents should be conscious and aware of mosquitoes still around,
Jack Card was very uocnmnundodm8to everyone during the spraying season. f\ discussion ensued regarding
the spraying,Dr. Trowbridge suggested that Jack Card come bu early during the winter{6nnW discuss next
year.Dr. MacMillan thought k would bmu good idea k/re-educate the public uu they can understand how
and why Nye spray. Susan Sawyer said the public had questions oil how trapping,sites are chosen and wily |
not other places.Perhaps Jack Card could come during the off season,possibly iw February 20K3. |
Dr.MacMillan asked iythe dates for next years' B0B meetings were set tip yet. Susan Sawyer stated that

Dr.Trowbridge asked about the recent Flit Clinic that was held. Susan Sawyer stated[hufam||yfluu||m|o
]told last week went very well and was more successful than last year. Last year we have about 100-150
people,and this year Nye had about 500. Public notification and the electronic sign posted proved very
fielpful to draw interested persons. Flu clinic at the High School was supposed to start at 5:00 but people
were lined tip wu4:40 and didn't stop until wx ran Out around 7:00.The nurses from the IIS were great xx

B. Dc Frank MacMillan will discuss recent Sung*}meningitis concerns
/\discussion ensued regarding tile recent fungal meningitis opldmmic, which arose fromuuztumlouted
steroid drug distributed 6yNECC, o MA-based company. There are three types of meningitis. Bacterial
meningitis is contagious and is spread person to Person. Viral/Septic Meningitis is not contagious, Fungal
nueuin8i6oio not contagious and lynot spread person 1n person,The chances of getting fungal uicnixigi6n
are v0t),shill. It would need to be injiceted by a needle into (lie spinal cord, A disoussion ensued regarding

crossed the line between u pharmacy and manufacturer of drugs.From what lie read,Dr.MacMillan said
the manufacturing company involved io the current meningitis scare didn't use good sterile techniques and
quality control.The medicine had no preservatives in it and mold particles were visible. A discussion
ensued about manufacturers and pharmacies. Standards for compounding pharmacies were discussed.A

manufacturers.Adiscussion ensued regarding those regulations.
0oa side note,Susan Sawyer stated that Dr. Laureii Sinith was appointed the interini Department of Public
Health Commissioner.
