Present:Thomas Trowbridge, Ed Pease,Larry Fixler,Joe McCarthy. Also present were Susan Sawyer and Pamela
Dellechiaie
I. CALL TO ORDER
The meeting was called to order at 7:08 p.m.

Note: Meeting minutes from April and May 2012 will be submitted for signature at the next BOH meeting
on July 26,2012 to allow for further review.

VI. NEW BUSINESS
A. 85 Boston Street—Engineer at MHF Design requests a reduction of two feet in depth to groundwater
required by 310 CMR 15.212. Pending MA DEP review post decision.
Mr.David Jordan introduced himself as the engineer with MHF Design of Salem,NH and is representing
Rob and Kelly Marie. The homeowners need to replace their failed septic with a new system. Mr.Jordan
provided a lengthy explanation of the proposed alternative Presby septic system,also known as an enviro
septic leach field. This is comprised of 12 inch diameter plastic pipes wrapped in fabric.
Mr. Jordan is seeking approval for remedial use. The sizing complies with what the DEP is requesting in
their approval letter. There is town water on the site. The only item out of the ordinary is to receive
approval for this reduction to groundwater. They will be using the same septic tank,and will have the tank
inspected at the time of the system installation. The septic system is currently about 25 years old.
Mr.McCarthy asked if this will bean entirely new system. -If the tank needs to be replaced, it will be
replaced at the time of installation if it fails inspection.
Mr.Fixler asked about the clearance to groundwater. -Currently,the bottom of the drywells may be in the
groundwater.
Dr. Trowbridge asked about an existing leach field. There are two pits that are open bottom.

Motion:
Mr.Fixler made a motion to allow 85 Boston Street a site specific remedial use of the system with a
two(2)foot reduction in depth to groundwater,whereas shown on plan. The motion was seconded
by Mr,Pease.
VII. COMMUNICATIONS,ANNOUNCEMENTS,AND DISCUSSION
A. Sarah Hempstead—Intern-Discussion regarding Sarah Hempstead, intern,and the projects she is
doing. Ms. Sawyer noted that Sarah is working on brochures for the Diabetes Project to inform the
public about the disease,and will provide copies of the brochures to the public at National Night Out
in August. She is also going to provide recipe cards that would promote a healthy diet for those with
Diabetes. Sarah will also be creating and preparing a display to be placed at the library for viewing.
She is also looking into the possibility of having a Zurnba instructor to attend the National Night Out
and provide demonstrations. Sarah is attending Binghamton University in Binghamton,NY. She
needs 320 hours towards her degree,
B. Wild Animals—Yesterday Ms. Sawyer was notified by the State Lab at the Department of Public
Health that a young raccoon specimen tested positive for rabies in the vicinity of Andover and
Chestnut Street. There was no human contact,but interaction with a canine. Notification was sent out
within a one mile radius. A discussion ensued with regard to wild animals and interactions with there.
Police get many bat calls. Ms. Sawyer only wants to test specimens if the bat has actually had contact
with a domestic animal or a young child sleeping at night. The Health Department will cover that cost.
Private citizens are not permitted to submit specimens for testing. Mr.McCarthy noted that he has bats
in his barn,and read that a bat eats about 1,500 mosquitoes a night. The final message is that the
general public should not be interacting with wildlife. There are wildlife specialists or pest control
companies that will handle any problem issues with wildlife.
C. Recreational Camps&Swimming Pools—All applicants who applied have been permitted. All the
inspections have been completed to date. Ms. Sawyer stated that the permitting process goes fairly
smoothly from the beginning to the end. There were a total of 8 camps and 40 sessions issued permits,
and 16 pools at I3 locations. It was noted that Stevens Estate only opens their pool for special events.
Dr. Trowbridge complimented the 14calth Department staff on the smooth operation of the permitting
and inspection process.
D. Tobacco Letters to Pharmacies—Mr.. Fixler noted that the BOH voted to give them b months to
respond(180 days), and the letter had a response date of July. Ms. DelleChiaie confirmed that the
request for a response in the letter was to let the BOH know that the pharmacies received the
correspondence and if they will be looking into it. The letters just went outlast week. Dr.Trowbridge
noted that the six month window is the time allowed to follow-up and revisit the issue at that time.
E. Mosquito Surveillance Response—Dr.Trowbridge noted that there have been no positives in North
Andover at this point. The positives so far have been in Roslindale. Jack Card of the Northeast
Mosquito Control thought that it was because it was dry in the early spring,the mosquitoes would be
out at a lower level. We will probably get updates every two weeks or so
