CALL TQORDER A. Tile meeting was called to order by Larry Pix|er, Acting Chairman,at7:03 p.m. ]|. PUBLIC HEARINGS Larry Fixier, Acting Chairman,opened the public hearing with a reading of the notification placed in tile Eagle Tribune 14 days ago.He stated that this hearing was set to provide all opportunity for all persons to speak on the issue of smoking in private clubs, Frank MacMillan immediately requested the board set rules 10 govern the hearing and listed tile following criteria, A. Each person sliall identify themselves by stating their narne,address and whether they are pro or con on the issue of having smoking remain iu private clubs D. Derogatory cornments will result in the expulsion of tile person at the direction of the choir. The motion to accept the rules is stilted was given by Frank MacMillan and seconded by Ed 9cn*c. All Um favor, Motion approved. Larry ytx|or rioted that the issue of whether smoking call cause illness is not open for debate,as it has been long established and is not challenged by this board. The acting Chairperson opened the floor to speakers and encouraged anyone with all opinion to please share it with the Board of Health members. Smoking is in all outside area only, x. There iw also msmoking upstairs and the doors are closed to tile stairs when events are in progress, The Board of Health members each asked questions to the participants relating to their testimony and their knowledge of the club. It was established that there are actually three corporations, The Building Ixo.,tbe Club 2104 and the VFW Post 2104^Copies nf the By-laws for Post 2%04 and the By-laws for Club 2104,Iuc were submitted tu the Board (exhibits Q &C). Explanations were given by members and the cumat board of directors in regards to the process of how change b accomplished within the club. Tbwum iu the pro position clearly explained that there ism moobuulmm to make change and the BOH should not be involved in private club business. Those in the con position clearly responded that they have no avernic as was described. Insinuating that it is a convolute(] system with many blocks.They are asking for the BOH to ban smoking as it is public health issue and 1a within their purview tadvso. The acting chairman,having ensured that all who wanted to speak had done so,asked for a motion. Motion to close the ptiblic hearing was inade by Ed Pease,seconded by Frank MacMillan. All in favor. NEW BUSINESS Nm new business Vl, COMMUNICATIONS, ANNOUNCEMENTS,AND DISCUSSION A. Flu shots—Deb KiOu6un listed the 2O|| flu shot dates and U/ncu, beginning Friday, September 30m. Site will bugoing to all housing authority sites as well as the senior center. This year's children's clinic will hu held oomu evening after school at the High School,rather than use schoo 6mo. Nnw that vaccine must be purchased, Deb will be keeping close monitoring of the vaccine and the reimbursements. B. Sharps—Dr. MacMillan wanted to know where citizens could take needles and old prescription drugs for safe disposal. Deb RiUohen stated that sharps are collected xt the Main Street CYSno well exhere m the Health 0tOue, 1600 0mAowd Street. C. Prescription Di,-tigs-The prescription drug kjosk is at the new Police station and is accessible 24 hours a day. There are no fees for disposal of citlier; Wheelabrator North Andover pays for any disposal costs, YlK.
