New Business
Meeting Minutes Approval of March 25, 2004 and April 29, 2004 Board of Health
presented for signature.
Minutes were signed by Ms. Barczak and approved by all present.
Presentation about 46 Elm Street Housing Issue. Homeowner requested to be present.
Mr. Nat Stevens, and sister, Kathy Stevens were present to address the issue of the
original order letter which is presently in non-compliance. The next step is court.
This is a long-term issue, and the Board of Health has taken a stand to correct it. Mr.
Markey states that the Health Department is understaffed and would like to see this
issue go to housing court to streamline the problems and eliminate the middleman.
Ms. Sawyer has connections via MR.1 to get dumpsters provided to the site. Ms.
Rillahan will still help with resources and Rick Gorman of the Youth Services
Department will gather Town of North Andover youths to help with what needs to be
done if necessary. Ms. Sawyer states that Lazarus House in Lawrence uses a train of
people to help clean out in these situations.
Mr. Markey notates that the Order Letter indicates excessive clutter in the house.
Ms. Rillahan states that there is a pathway, and the house is clean, it is just filled
with excess clutter. She thinks that the outside of the house should be focused on
first to keep the neighbors satisfied. Mr. Markey asks if the smoke alarms are
working. Ms. Rillahan states that they are. They are located at the top of the stairs,
left of the living room and in the kitchen. Ms. Sawyer will go into court and file the
required paperwork and speak with the housing specialist.
Dr. Trowbridge makes a motion to expedite this issue for the protection
of health and the neighborhood. This case will be referred to the
Lawrence Housing Court. Ms. Barczak seconds the motion. All were in
favor.

458 Johnson Street—Progress Update regarding Sewer Tie-In J
Ms. Sawyer was recently inducted into the Rotary club hoping to get help for this
property. Mr. Markey will route a letter to Selectman to follow-up as well. An
Attorney, Robert Ford, states that one cannot donate based on a possible profit. Each
contractor would need to donate items, such as stone, or a tangible item.
Ms. Sawyer and Mr.Markey will report back at the next meeting on
their findings.

Discussion and Correspondence
Discussion regarding the Emergency Call List
The list was reviewed, and a couple of updates and revisions were given. Ms.
Barczak's e-mail needs to be changed, as well as Dr. Trowbridges's phone number.
The list will be revised and presented Board of Health and staff members
at the next Board of Health meeting.
Discussion regarding the consideration of adopting two separate Disposal Works
Construction Permit fees, such as $125 for components and $250 for a full system
repair. The current fee is $250 for a full system repair, as well as for components.
It was discussed and agreed that the Component fee would be lowered to $125.
A motion was made by Dr. Trowbridge to adopt the lowered fee and
leave the full system fee as is. Motion seconded by Ms. Sawyer.
➢ Note: This change will be made official at a later time, as all the
fees will be discussed at a future Board of Health meeting.
Discussion regarding Bioterrorism funding to MA towns. Ms. Sawyer will present the
spending plan.
Ms. Sawyer discussed the role that the funding and organization take the part of.
The function of the groups is to help all the departments run better and have all the
Towns involved be synchronized.
Discussion regarding the draft town counsel sent about the tobacco regulations and
review of drafted proposed changes to regulations.
The draft was reviewed and it was decided that the Tobacco documents need to be
merged and notated to state that this new document will supercede all prior signed
regulations. This new, revised document will be reviewed at the next meeting.
Discussion regarding registration for the 2004 MAHB Certification Program for the
Board of Health members.
All the Board of Health members are interested in attending this conference on
Saturday,November 20`h, 2004. The cost is $150 per person.
The fees for these trainings will be covered by designated special account
funds.

Discussion of Beaver Plan issued at the May 2004 Town Meeting.

This plan called for adopting the state plan and malting it official with the Town of
North Andover. Mr. Markey inquired as to what is the criteria for a public health
threat. Mrs. Bernice Fink was at the meeting and states that she owns 13 acres of j
land, and 10 acres of the property are under water.
Review of Cholesterol Machine and how it works.
All Board of Health members present had their cholesterol tested. There will be a
Health Fair in the fall that the Cholesterol Machine will be used for, as well as a
Bone Density screening.
Heartsafe Defibrillator Conference—attended by Susan Sawyer and Debra Rillahan on
Friday,May 21st.
This program was coordinated by the Fire Department, specifically Barry Sullivan
and Bill Martineau. Qualifications include ongoing CPR. It was discussed that it
would be beneficial to maintain these Defibrillator machines in all blue-plate
vehicles. The Board of Health could adopt regulations and use funds to donate for
use by the Town of North Andover. Dr. Trowbridge states that the cost is
approximately $2,000 per unit. The name of the machine is: AED: Automatic
External Defibrillator.
Well Regulations Discussion
Impromptu discussion regarding the well regulations, and issue of dipping into the
aquaphor and also if one ties in, it could contaminate the potable water supply. An
issue was brought up regarding Section 2.7 of the regulations, as the stipulation of
the wording is not very clear.
Ms. Barezak made a motion to stipulate that there are to be no wells in
the watershed area. Dr. Trowbridge seconded the motion. The
regulations will be revised and presented for signature at the next Board
of Health meeting.
