HomeMy WebLinkAbout2003 Oct Nov Dec BOH minutes North Andover Board of Health Meeting Agenda DPW 384 Osgood Street Thursday—October 23, 2003 7:00 p.m. New Business Call to order - The Board of Health Meeting was called to order at 7:05 p.m. Meeting Minutes Approval of September 25, 2003 -Board of Health Meeting presented for signature. Meeting minutes were signed and approved. Ms. Barczak made a motion to accept the minutes. All were in favor. Impromptu Presentation by Mr. Mark Rees, Town Manager -Mr. Rees was present at the meeting and reminded the Board of Health members about a memorandum from Town Counsel regarding extra judicial Comments made to the press concerning permits. Any comments may be made part of the public record in the hearing. The Board of Health responses should be part of the public hearing. Any items relating to public policy should be sent to the office for the Board of Health files. The second issue is that since the end of August, Dr. MacMillan was appointed as the Board Physician. Now that Dr. Trowbridge is part of the Board of Health, will he take on this responsibility, or will Dr. MacMillan continue to do this? Mr. Rees requested that this issue be placed on the next Board of Health meeting agenda on November 20, 2003. Discussion with Officer Lt. John Carney re: Animal Control Policy—Lt. Carney was present at the meeting to discuss the issues raised at the last meeting regarding the"designated person" stated in the Scope of Services for the Animal Inspector/Animal Control Officer(ACO). Lt. Carney states that the Animal Control Officer at the North Andover Police Department handles all calls during working hours. There is no designated person when the ACO is not on duty. The current ACO, Officer Susan Northam, is not available on weekends or when she is on vacation. In addition, there is no refrigeration available to hold dead animals for testing. Mr. Wayne Nader, the ACO from Andover helps out occasionally. Regarding the issue of bats—the NAPD would capture and release. The NAPD has no way to keep the bats for testing. However, Ms. Rillahan states that any bats that are in a house need to be tested for question of rabies exposure in the air, not necessarily a bite. This still needs to be addressed, The NAPD will pick up wandering dogs, and give back to the owner, as they have a record of all licensed dogs. Mr, LaGrasse expressed an interest in meeting with the NAPD in the next two weeks to discuss these issues further, and see what can be done about a back up person. Presentation by Mr. William Dufresne of Merrimack Engineering regarding Septic Plan Reviews—'This discussion involves three Septic Plan proposals: 60 Raleigh Tavern Lane, 145 Boston Street, and 300 Foster Street. The overriding issues on these three proposals is the use of leaching trenches as opposed to leaching beds. The engineer is proposing leaching beds due to the extra cost, work and timeline involved, and declares that the way the plan is presented, will offer a complete, functioning system. In the absence of a Public Health Director, Mr. Dufresne states that he does not have the opportunity to discuss differences with the Health Director, as the consultant is now doing it. Therefore, he is appealing to the Board of Health to explain his reasoning of the plan submittals. Mr. Dufresne states that the plan denials are based on different criteria than what had been historically approved through the Health Department. 60 Raleigh Tavern Lane(McEntee)—The issue is the request to use a leaching bed and a reduction in groundwater separation from four feet to three feet—Mr. Dufresne feels that the plan he has provided does indeed meet Title 5 requirements. There is a high water table at this property. He proposes to excavate the top and subsoil, as the entire system is being constructed inn fill. Title 5 allows for four feet of fill, and then dig trenches into it, which in this case will essentially act as a leaching field. In this particular case, the trench system does not work as well, due to the spacing requirements. To create an area large enough for trenches, it would take an area that is a larger area than for a leach field. Using a leach field can also reduce the mound area in the yard. This prevents the lateral extent of the devastation of the area. The system has been designed to the wooded side area of the house. In addition, the LUA's (Local Upgrade Approvals) are appropriate. This type of design was allowed before. However, the current reviewer does not allow for it. There are wetlands on the property. With a maximized horizontal extent, this septic system is 125 feet away. This distance offers a higher degree of environmental protection. Title 5 states that full compliance will be met when it is feasible to do so. When not feasible, a homeowner can request a waiver per Title 5. To design a leach field as is, requires 4,200 cubic feet of dirt, and 955 yards of sand. This is 155% more material out and in. This also results in a $5,000 increase in construction costs. Mr. Markey states that the Board of Health needs to discuss with, or get a letter out to the septic consultant to allow bed configurations for an upgrade, such as in this case, the way in which the system would perform would be okay. Mr. Markey states that this is maximum feasible compliance, which is outlined in Title 5. Mr. Dufresne was looking for an LUA for three to four feet, but would provide an extra 6 inches of stone underneath the leaching lines. In addition, Mr. Dufresne states that septic tanks are pre-made to Title 5 specifications, and he does not think he needs to put all that standard information on the plan. The septic tank is not a failed component as long as it is watertight and has tees. Dr. Trowbridge asks if the system being upgraded as the system is 32 years old. The homeowner states that they are doing landscaping, and wanted to upgrade at the same time. With regard to home sales and Title 5 inspections, Mr. LaGrasse states that the Title 5 inspectors have criteria to follow. If the criteria are met, it passes. Any previous design does not factor into a current inspection. The Title 5 Inspector wants to be sure that the system is working properly and is treating effluent, Mr. Markey states that when this system is constructed, it will be compliant with Title'5 to the maximum extent feasible. The Maximum Feasible Compliance rule does not force the homeowner to do things that are unjust to bring a system into full compliance. What it comes down to is the decision of the Board as to how do they want to interpret Title 5 and treat the homeowner who lives in the Town. Septic systems can be designed to treat the effluent, within two feet of the soil. Mr. Dufresne thinks that the Board should allow for certain LUA's in the future, and would like the Board to consider adopting certain exceptions. The decision of the Board was to Grant the 4 feet to 3 feet for groundwater offset, allowing a bed configuration, and requiring 12 inches of stone under the leaching lines. Ms. Barczak made a motion to accept, and Dr. Trowbridge seconded the motion. 145 Boston Street (Arsenault)—The issue is whether to allow infiltrators in a bed system instead of trenches. The front area of the house is a circular driveway, and the perimeter is surrounded by Oak Trees. To the rear area is a walk out basement with a 100 foot zone to the rear of the house. There is a high water table. The side yard has been designated for the reserve area, but it is a limited area. Due to this, the design incorporates an infiltrator system because of the smaller space. The current system is in the rear, but is within the 100-foot buffer zone to the wetlands. it took three occasions to get a pert test done due to the high water table. The soil is good, permeable soil, but there is a high water table. If the suggestions of the consultant were followed, the fill would increase from 118 yards to 349 yards of sand, (a 200% increase). The infiltrators will act as a bed. Mr. Markey explains that as water drips in, it creates a biomat that forms on the sides, which is where the treatment happens. The installer excavates down to a certain level, and fills the area with 4 feet of sand. The state of New Hampshire uses infiltrator systems quite often. Ms. Barczak makes a motion to allow the Infiltrator System. The decision of the Board was to Grant the 4 feet to 3 feet for groundwater offset, and allowing a bed configuration. Ms. Barczak made a motion to accept, and Dr. Trowbridge seconded the motion. Dr. Trowbridge seconds the motion. All were in favor 300 Foster Street—(Shah)—The issue is whether to allow a leaching bed instead of trenches. Mr. Dufresne states that trenches would stick another foot and one half out of the ground, and the cost for septic sand is $10 to $12 per yard. This would increase the price of the system 106%. Three trenches at 30 feet long equals about $10,000 in sand alone. A leaching bed act as a trickling Ater. Effluent treatment is not related to square footage, but rather depth. Microorganisms live on the rocks, and the more depth of stone means greater available room for bacteria to grow on. The decision of the Board was to allow a bed configuration, and require 12 inches of stone under the leaching lines. Ms. Barczak made a motion to accept, and Dr. Trowbridge seconded the motion. Mr. Robert M. Powell,Jr. to present regarding a condition that was previously imposed on his property as part of the process of obtaining a building permit to finish a basement in 2001. -Mr. Powell states that his system passes Title V. He feels that it is foolish to rip out an eight-year- old septic system, even though the system was built prior to Title 5. He has two 33-foot trenches two feet wide by 2.5 feet deep. The old code required a 660-gallon tank. Under new code, the system is only sized for 396 Gal/Day. Mr. Powell has 11 rooms, and needs a 550-gallon/day system. Mr. LaGrasse states that this does not meet the current Title 5 requirements based on the number of rooms. The homeowner will submit a plan for approval based on this information. The program is not simple, but is germane to what is going on now. The program is an awareness program that ran through the physical education department in the schools. There were 1500 children in Cambridge that had height and weight fitness tests. The program provided percentile scores on fitness, as well as height and weight data on children, and gave a body mass percentile. Different medical groups took at how this type of chart affects different aspects of health. The chart shows the risk of the body mass index. The report shows the BMI and how it fits into a standard score or measurement. Essentially the program is starting a screening process to show children how to get more help. The program identifies children who needed help with handling obesity. The school nurses did some follow-up calls for children who measured in the 95'l1 percentile, and explored the ways in which schools promote healthy foods in the school. Ideas about promoting snack policies in school came up, such as soda and chips vs. grapes and juice. The City of Lowell is going to move forward with the program. Dr. Trowbridge was wondering if the North Andover Board of Health would have any interest in pursuing it. Ms. Barczak states that there is currently a Health Advisory Committee already in place effect, which has meetings on Tuesdays. Ms. Barczak has a Health Office computer program that the school can enter this type of information about the children. Health articles for newspaper articles presented by Dr. Tom Trowbridge Dr. Trowbridge spoke about various articles that he may begin submitting to the local papers as helpful articles to the residents about what the Health Department does. Letter dated October 14, 2003 from Health Communities Tobacco Control Program requesting signature of Board of Health Chairperson to review and sign an attached worksheet. The worksheet was signed by Mr. Markey, and the Fee was changed from $50 to the current fee of$100. Letter dated October 6, 2003 from the Zoning Board of Appeals regarding The Residences at Campion Hall. The Zoning Board requests feedback from every Department or Board regarding any comments or concerns that the Department or Board may discover in the Applicant's notebook by November 13, 2003. 1. A comment was made that residents cannot have wells for irrigation as there is a Moratorium in the watershed area 2. The Board of Health is aware that the property is currently on sewer. The Board of Health requests further time to study the applicant's information about lead paint and asbestos in the existing buildings, and how the applicant will deal with the lead paint and asbestos in the building. Mr. Markey said that the homeowner should have 14 days to comply or the animals will be taken away. Mr. LaGrasse stated that he can file this with the Housing Court and leave it up to Chief Housing Specialist. Mr. Markey said to go ahead and lodge a complaint. Mr. LaGrasse will lodge a civil complaint at the beginning the week of October 27"'. Dr. Trowbridge makes a motion for the homeowner to comply with the order letters issued dating back to 1997. If the homeowner does not comply, there will be an order issued to take the animals away. The condominium will then need to be cleaned. A fine of$50 per day will be issued for any non-compliance. Ms. Barczak seconds the motion. All were in favor. 458 Johnson Street—Progress Update regarding Sewer Tie-In—presented by Attorney Dom Scalise Attorney Scalise first presented to the Board in August. He is representing an elderly couple, 72 and 73 years old. The couple purchased the home in 1959. In 1970, an apartment was added over the garage. Mr. Eaton is a'former ironworker, and his total income is $1,400 per month. They are deferring their real estate taxes for a couple of years, which the Town accepted. The Town of North Andover can also defer sewer system installation if agreeable. This was a topic at one of the Town meetings, referring to Chapter 80, Section 14B, so the Town of North Andover does have that program. The Town Clerk did some research for him about this. Mr. Scalise also spoke with the Water& Sewer Department. Mr. And Mrs. Eaton do not have the money to put a new system in. Their taxes, with interest, will be paid at the time of the sale of house. Mr. Markey had some ideas to share about this situation. He stated that there are other towns that have portions of sewer and septic, and they tack on a charge to the residents who have sewer, in order to help other residents in this situation when needed. A representative from the Board needs to present this at Town Meeting in the spring of 2004, and get the Selectmen to agree to it. Mr. Markey also has a friend who would be willing to do this project for free if he can get a tax deduction for the cost of the system. Mr. LaGrasse and Ms. Rillahan suggested asking ARCO Excavators to get another estimate for the cost of a system as well. Mr. LaGrasse asked how the reimbursement program would work, such as through the Town Hall, or through the Board of Health. This type of program could potentially be utilized for other residents in Town as well. Public Health Nurse Update—Presented by Ms. Rillahan Ms. Rillahan gave an update about the progress of her flu clinics. Animal Inspector Scope of Services Update—Dr. David Lindsay was in attendance to discuss Scope of Services. Dr. Lindsay said that he could handle the quarantines and other duties done out of the office. He has trouble with packing and sending animals to the state lab and definitely has no facility to decapitate an animal. He suggested we could get someone else to do that task. For the times that Dr. Lindsay would not be around, alternative coverage could be arranged with his father, Dr. Richard Lindsay, the former Animal Inspector. Dr. Lindsay states that the biggest part of the job has to do with quarantines. All calls go through an answering machine, and are called back at a later time. We would have to go with another agency for that. The Board will need to consult with Heidi Griffin further on this issue. Update from Heidi Griffin, Community Development Director Ms. Starr was officially terminated in November 2003, and some resumes for the position of Health Director have been received. There were a couple of noteworthy resumes received from two candidates who have worked in other municipalities for 5-8 years. Some Goals and Objectives were discussed. Ms. Griffin indicated that she will send out the prior Board of Health goals that were in place under Ms. Starr for review. The Chairman of the Board of Health, Jonathan Markey will be interviewing candidates with Ms. Griffin. It was suggested that the position also be posted on the Massachusetts Association of Health Boards— MAI1B. Dr. Trowbridge will forward some information from the Town of Wrentham. Mr. Benjamin Osgood,Jr, from New England Engineering Services to present two Septic Design System Plans for review: 191 Granville Lane—to request that the Board of Health consider the following local upgrade approval request for the septic system design: To allow a reduction in the offset distance between the bottom of the stone in the leach trench from 4 feet required by Title 5, section 15.212(a) to 3 feet Mr. Osgood states that he has addressed all of the comments with the exception of one area. The septic system is currently in the front yard, and the mound is above the sill area by six. feet. If he has to build the system above, it will be above the house, and the system will have difficulty handling drainage. It is only two feet from one side to the other side, and would end up with water problems. Three feet would be the corrected elevation. A motion was made by Ms. Barczak, and seconded by Mr. Markey to allow the reduction in the offset. 151 Abbott Street—to request that the Board of Health consider the following local upgrade approval request for the septic system design: To allow a reduction in the offset distance between the bottom of the stone in the leach trench from 4 feet required by Title 5, section 15.212(a) to 3 feet. A discussion of infiltrator systems ensued. This system is currently failing, and needs to be repaired. There is a puddle in the back of the yard. There was buried debris on one side, and it was moved to the other side. There is currently an existing septic tank that is usable. Testing showed that groundwater elevation does not allow the use of a septic tank and the elevation. Therefore, the elevation needs to change from 4 feet to 3.645 feet. The consultants both said that a local upgrade is not allowed, however, Ms. Starr formerly stated that it was okay. This job will cost the homeowner a total of$18,000, including a tank replacement. Mr. Osgood stated that since the tank is usable, he is appealing to the Board to request the use of the existing tank and save the homeowner $6,000. The original system was constructed in 1986. New England Engineering added a condition: to allow the pipe from the house to the tank to be exposed so that it can be inspected. The tank has a plate concrete tees. New England Engineering requested to have pvc tees and a gas baffle installed. Some calculations were made by Mr. Markey. A motion was made by Ms. Barczak to have plans redone and change elevations from 3 feet to 3.87 feet. The motion was seconded by Mr. Markey. In addition, 151 Salem Street—Sewer Tie-In—request to be given a waiver of the requirement to repair a failing septic system as allowed under Title 5, section 15.305(1)(b). The Department of Public Works is installing sewer next summer or fall for this section of Salem Street (by"Old Center" on the left hand side). The bids will go out in January or February, and a contract will be complete by March. Title 5 requires a Title 5 inspection, and when a system fails, it must be repaired within two years. This homeowner had the system voluntarily inspected, as they need to sell their house. They have purchased a home in a retirement community, and will move in February or March. Mr. Osgood would like to receive a waiver for the septic, as the sewer lines will be installed. A document will be signed by the buyer and seller, and a financial obligation will need to be met, as the Buyer will be unable to get a loan with a bank if the Title 5 does not pass. The attorneys will handle the paperwork and have a promissory note signed with regard to their obligations. Ms. Barczak asked if the Board of Health issues a form in this situation. Mr. Osgood states that he will send a copy of the form that the Town of Andover uses. Ms. Barczak makes a motion to allow the waiver, and Dr. Trowbridge seconded the motion. Old Business 383 Abbott Street—Progress Update presented by Mr. LaGrasse. The house is now torn down, but junk and debris remain in the yard. Mr. LaGrasse is speaking with the attorney and conveyed to him that the property owner will not get a letter of compliance until everything is gone. 78B Jefferson Street—Ms. Helen Sweeney to be present. A progress update will be presented by Mr LaGrasse as a result of the Civil Complaint riled with the Chief Housing Specialist W. LaGrasse filed paperwork with the housing court, and a copy of the order was hand delivered and mailed to the homeowner. There is a court date of December 4th. Mr. LaGrasse and Ms. Rillahan have an L an DR have an Emergency Preparedness conference. Ms. Rillahan will attend the conference, and Mr. LaGrasse will go to the housing court. Mr. LaGrasse states that the housing court will follow-up with Ms. Sweeney from now on. The Board of Health's argument should be that this type of situation is a nuisance to the other occupants in the building, and the Board j of Health has a responsibility to the animals and to the other people in the town, t r 458 Johnson Street—Progress Update regarding Sewer Tie-In—presented by Mr. LaGrasse Mr. LaGrasse has not heard anything back from Attorney Dom Scalise yet on the progress of this situation, and will follow-up with him again next week. Animal Inspector Scope of Services Update—Presented by Ms. Rillahan. Ms. Rillahan met with the Office Manager at Bulger's Animal Hospital, and hopes to have a definitive answer by next Tuesday or Wednesday as to whether they would be willing to provide services in the role of Animal Inspector. Essex County Emergency Services, which is in the annex behind Bulger's is also a possibility. Discussion and Correspondence Discuss the role of the Board Physician, and consider transferring the task from Dr. Macmillan to Dr. Trowbridge Dr, Trowbridge spoke with Mr. Ray Santilli, Assistant Town Manager, regarding the duties and responsibilities of the Board of Health physician, and received a copy of the document that outlines the duties and responsibilities. Dr. MacMillan is very willing to continue in his current role, and Dr, Trowbridge feels that it is a smart idea to retain his services for at least a year, because of his institutional experience, regular contact with local health care providers, and his wisdom and experience dealing with medical issues and diseases. Everyone feels that he is a good resource, and no other concerns were raised at this time. Discuss the role of Board of Health members in an emergency if regular staff member are not available. Dr. Trowbridge states that at his training course, he learned that a small Town, there was a food catering truck that had vehicle trouble, and Board of Health members were called to the scene. Board members can act as agents when inspectors are not available act in reasonable discretion and good faith. This action empowers the Board of Health to act in good stead. Ms. Barczak makes a motion to allow Board of Health members to fill in as health agents in the event that the health agent(s) are not available under extenuating circumstances. Discuss of Blood Drive on December 11'`from 2:00 p.m. to 7:00 p.m. Ms. Rillahan would like to offer a flu shot during the blood drive and wonders if this is okay. (Post note: The American Red Cross confirms that it is acceptable to give a flu shot after blood donation has been given, and that the flu shot is being offered by the Town, and not the Red Cross). Dr. Trowbridge comments that there was a recent article which states that there are some flu strains going around that were not included in the present flu vaccine. Ms. Rillahan states that she has approximately 100 doses of the vaccine left that she would like to use up. Ms. Barczak made a motion to approve and sign the meeting minutes for October 23, 2003; Dr. Trowbridge seconded the motion. The meeting minutes for November 20, 2003 were not signed, as Mr. Markey is still reviewing them for final approval. Ms. Barczak and Ms. Rillahan spoke about a request from a parent to have the Public Health Nurse arrange speaking engagements in the schools to educate students about procedures to prevent the flu. It was discussed that Katie Vozeolos, lead school nurse from the Sargent School would take care of this. Ms. Barczak spoke about a push to speak about eating disorders at the Middle School and High School levels as well. Old Business 78B Jefferson Street—Housing Progress Update Ms. Sweeney is currently an inpatient at a North Shore hospital. Ms. Sweeney did appear in housing court today, and submitted paperwork for her dog walker from Paws and Claws, and for her cleaning service. Mr. LaGrasse has all the contact numbers. The Court stated that there would be no further continuances. Another inspection and court date are scheduled for January 5a'' 2004 and January 8`h, respectively. Mr. LaGrasse will follow up with the caretaker contacts. The residence must be in habitable condition. As of this date, Mr. LaGrasse has been unable to gain access to the residence since March. 458 Johnson Street—Progress Update regarding Sewer Tie-In Attorney Dom Scalise has requested a continuance to the January 2004 meeting. A letter and cost estimates were submitted for the sewer tie-in. There was a discussion as to whether Mr. Markey knows of a contractor who would be willing to the do the job for a tax credit. The contractor will need paperwork from the Town stating that he will do a certain amount of work for charity. Ms. Rillhan spoke with Dr. Corliss, the traveling veterinarian, but she does not want to take on the job due to lack of facilities and no backup coverage. Dr. Johnson's office on Route 114 in Lawrence,just over the North Andover line by the Showcase Cinemas may be a possibility. Ms. Rillahan faxed the information to the facility, and is waiting to hear back from them. Ms. Griffin stated that the stipend could be raised from $3,600 per year to $5,000 if necessary to have someone take over the Animal Inspector responsibilities. Discussion and Correspondence Sample Letter of Intent to Participate in the Formation of a Regional Coalition The proposed coalition will support its members to work collaboratively together to enhance the region's collective capacity to share resources and respond to public health threats and emergencies including a bio-terrorist event or other outbreaks of infectious diseases. A customized original letter was signed by Mark Rees, Town Manager The money for North Andover and the surrounding region will go through Andover and be distributed to North Andover as a community, or distributed directly to the Board of Health. This will need to be followed up and needs to be handled by the new Health Director when he/she comes on board. North Andover received sixty-one cents per person, but it is not yet determined how the money will be distributed. A discussion ensued as to whether the money received by the Town of North Andover would go into the general fund, or be set aside in a special account. A survey was completed to get the needed funding. The next emergency preparedness meeting will be held in January. Fire Chief William Dolan went with Ms. Rillahan to the most recent Emergency Planning meeting, and he is very up to date on all the information. The first half of the money will be received upon receipt of the completed survey. The money could be used for a broad range of services. Seven towns will decide as a group how the money should be used. Sixty-one cents multiplied by the Town of North Andover population equals $17,000 per Dr. Trowbridge. Some of the funds will be used to hire someone to coordinate all the regional meetings and to collect and organize the data, which will be gathered on each town. Ms. Rillahan will send a copy of the paperwork at Dr. Trowbridge's request. In addition, the federal government is paying for three (3) people from each town to go to Alabama or Arkansas for three(3) days to learn how to disarm weapons of mass destruction. Funds will be provided to cover expenses for transportation from home to the airport, and the designated people will cover the rest of the expenses. Representatives from the Fire Department will be going in March of 2004. It was discussed that a representative from the Health Department should also go, as other towns have representatives that will be going. Fire Chief Dolan has more information on this. Smoking Issues There are currently two different bills before the house and senate. If one of the bills go through, there will be no smoking anywhere, including condominiums or apartment complexes. The Board of Health will be required to enforce this. Discussion of lack of manpower to cover this enforcement was discussed. Mr. Markey states that it would be a good idea to have Mr. Cuebas-Incle come in and do a presentation. Ms. Barczak comments that the Board should invite the public. It was discussed that perhaps a good meeting location would be the new North Andover High School around May 2004. Chart dated December 15, 2003- North Andover Sales Rate of Tobacco— Sam's Mobil, NA Sunoco, and NA Shell. The Shell gas station on Mass Avenue is closed down, The first offense is a fine, the second offense is an increased fine, and by the third offense, the Board of Health can take the Tobacco License away. Urbelis It was noted by the Board that any disparaging remarks are not appropriate in this, or any situation. Doctors Orders Doctors oders were signed by Dr. MacMillan, for flu clinics, and miscellaneous medical orders. Staff Interviews Mr. Markey was to be present at an interview this past Tuesday, but was unable to attend. Ms. Griffin interviewed a couple of Health Director candidates, one of whom 1S& Markey knows. However, the candidate who is currently the Health Director in Amesbury, appears to be the lead applicant. Dr. Trowbridge mentioned that he met her at a training he went to, and that she was articulate and well spoken. The next Selectman's meeting is on January 12th, 2004, and it is hopeful that a final decision will be made at that time. Goals and Objectives A mention was made about the Health Department goals and objectives. Ms. Griffin had stated that there were previously no goals and objectives submitted by the previous Health Director. The goals and objectives will need to be developed and defined at a later time.
