Date: October 7, 2013 Subj ect: 120 Campion Road-Written Support for Proj ect Planning Board Members- The fol lowi ng written summary is prepared on behalf of the owner/applicant, Scott Sigman, in support of constructi ng a garage extension, a roofed f rout entry, and a smal I driveway extension. This lot was created prior to 1990(created in 1982). The applicant i s f i I i ng with the North Andover Conservation Commission concurrently since a portion of the above referenced work fat I s wi thi n 100 feet of a bordering vegetated wetland. AII the work is outside of400 feet to Lake Cochichewick. Since a portion oftheworkfalIswithin the 100 foot"Non-Disturbance" watershed boundary a special permit is being sought from the North Andover PI anni ng Board. The fol I owi ng items as outlined in the Watershed Special Permit requirements are listed below (responses to requi red i tems are i n i tal i c); 1. Encouragi ng the most appropri ate use of I and Thi s si to i s zoned resi denti al and the proposed si to devel opment i tems I i sted above are appropr i ate for this parcel. The garage extension is located over a previously disturbed area. There i s onl y a slight i ncrease i n the driveway area to access the additional garage bay. 2. Preventing overcrowding of land The proposed garage extension is 14' x 24.33' which is mi ni mat. The proposed garage extension conforms to zoni ng requi rements and i s I ocated at the furthest poi nt possi bl a on thi s property from the Lake 3. Conservi ng the val ue of I and and bui I di ngs. The proposed si to devel opment wi I I enhance surroundi ng bui I di ng and I and val ues, whi I e bei ng aestheti cal I y pl easi ng (see architectural plans for elevation renderi ngs). 4. Lessening congestion of traffic Thi s proj ect wi I I not i ncrease traffi c congesti on si nce thi s i s a si ngl a fami I y dwel I i ng wi th I i mi ted trips per day. The number of residents within the household has not changed, therefore the number of vehicle tr i ps wi th the garage extension wi I I not change with this project. 5. Providing adequate light and air There wi I I be no adverse i mpact to current background ai r and I i ght I evel s. 7. Reduci ng the hazards f rom f i re and other danger. The proposed structure wi I I be easi I y accessi bl e to fi re fi ghti ng equi pment and wi I I meet Bui I di ng Code requi rements i n provi di ng smoke detectors. 8. Assi sti ng i n the economi cad provi si ons of transportati on, water, sewerage, school s, parks, and other publ i c faci I i ti es. This project will not impact the above noted public facilities and/or utilities. There will not be a negati ve i mpact to the economi cs of any pubd i c uti I i ty. 9. Control I i ng the use of bodi es of water, i ncl udi ng watercourses: Thi s proj ect does not di rectl y abut the Lake and wi I I not have a negati ve i mpact on present uses of the Lake or tri butari es thereto. 10. Reduci ng the probabi I i ty of I osses resul ti ng f rom f I oods. Thi s property i s not I ocated wi thi n a desi gnated F I ood PI ai n as shown as the I atest F I RM maps. The proposed construction will utilize drainage mitigation to col I ect & recharge stormwater runoff back to the groundwater tabl e. There wi I I be no i ncrease of stormwater runoff from thi s site. There wi I I be no i ncrease i n fl oodi ng probabi I i ty due to the devel opment of the property. 11. Reserving and increasing the ameni ti es of the Town This project will increase the amenities of the Town through an improvement to the property and additional tax revenue due to the new construction assessment. The PI anni ng Board, i n revi ewi ng thi s appl i cati on, wi I I note that al I threshol d requi rements for granti ng the Special Permit are met and/or exceeded. Further written documentati on i s provi ded bed ow (responses to requi red i tems are i n i tad i cs) 1. Written certification by a Registered Professional Engineer, or other scientist educated in and possessing extensive experience in the science of hydrology and hydrogeodogy, stating that there will not be any significant degradation of the quad i ty or quantity or water in or enteri ng Lake Cochi chewi ck. 1) No pesticides, fungicides, chemicals, or non-organi c ferti d i zers wi I I be used in lawn care or maintenance. Presently, there are no I imitations on the type or quantity of ferti I i zers. 2) Siltation controls are proposed at the limit of work during construction and until the site i s fi nal stabilized by landscaped means to protect the lake and surrounding properties from any potential runoff impacts. 3) Stormwater mitigation has been provided to account for all impervious areas. Runoff associated with the i ncreased i mpervi ous surface wi I I be conveyed to a drywel I system to promote groundwater recharge. 4) The exi sti ng dwel I i ng i s connected to the muni ci pal sewer system; therefore there wi I I be no potenti al increase in nitrogen I evel s over the existing background I evel s at the property. 5) Thi s si to does not di rectl y abut the I ake. Additi oval I y, natural wooded buffers wi I I be retai ned wi thi n 25 feet of al I wed and resource areas. 6) Careful I y pl anni ng went i nto the garage extensi on to I i mi t si to gradi ng changes and to match the existing topography. Proof that there i s no reasonabl a a1 ternati ve I ocati on outsi de the N on-D i sturbance and/or N on-D i scharge Buffer Zones, whichever is applicable, for any discharge, structure, or activity, associated with the proposed use to occur. Sl nce the exi sti ng 2 car garage i s I ocated al most enti rel y wi thi n the Non-D i sturbance zone and the addi ti oval garage bay bei ng added i s attached there i s very I i ttl e fl exi bi I i ty i n I ocati ng the thi rd bay outside the Non-Disturbance Zone. It should be noted that a majority of the garage expansion is outsi de the Non-D i sturbance Zone 3. Evi deuce of approval by M ass DEP of any i ndustri a1 waste water treatment or disposal system or any waste water treatment of system 15,000 GPD capacity. Thi s i tem does not appl y to thi s si te. 4. Evi deuce that a1 I on-si to operati ons i ncl udi ng, but not I i m i ted to, constructi on, water water di sposal, ferti I i zer appl i cati ons, and septi c systems wi I I not create concentrati ons of N i trogen i n groundwater, greater than the federal I i mit at the downgradi ent property boundary.
