CALL TO ORDER: Chairman Richard Vaillancourt called the meeting to order at 7:00 PM at Town Hall
Meeting Room.
ATTENDANCE: The following were present: Chairman Richard Vaillancourt, Clerk William Gordon,
Rosemary Smedile, Donald Stewart, Town Manager Andrew Maylor, and Assistant Town Manager Ray
Santilli, Executive Assistant, Laurie Burzlaff.
PLEDGE OF ALLEGIANCE
APPROVAL OF MINUTES:
William Gordon made a MOTION, seconded by Rosemary Smedile, to approve the Open Session
Minutes of October 6, 2014. Vote approved 4-0.
COMMUNICATIONS AND ANNOUNCEMENTS:
Chairman Vaillancourt announced Tracy Watson was absent from the meeting due to illness.
New Business Recognition
Jen Zinzopoulos from Salon Jen Z was present to receive a Certificate of Appreciation.
Selectman Meeting Schedule for First Half of 2015
Chairman Vaillancourt presented the schedule for Selectmen's meetings for the first six months of
calendar year 2015. The Board was in agreement with the dates and acknowledged dates may be
added, deleted, and/or changed as the need arises or as circumstances dictate.
Town Manager, Andrew Maylor, announced that McEvoy Field will probably not be ready for public use
until next fall in order to allow the grass to fully develop, but they will evaluate it in the spring. Information
regarding the field will be posted on the Town's website.
CONSENT ITEMS:
Ted Tripp, Patriotic Observance Committee, requests permission to conduct Veteran's Day parade and
ceremony on November 11, 2014. Clerk, William Gordon, read a letter from Edward Mitchell, Director of
Veteran Services, requesting approval to conduct the Veterans' Day Parade and Ceremony on Tuesday,
November 11, 2014 starting at 10:00 a.m. All relevant Town Departments recommend approval.
William Gordon made a MOTION, seconded by Rosemary Smedile, that the Board of Selectmen
approve the request of the Patriotic Observance Committee to conduct Veterans'Day Parade and
Ceremony on November 11, 2014. Vote approved 4-0.
Judy Beresford of Merrimack Valley Presbyterian Church requests permission to use the Town Common
for"A Common Christmas" on Sunday, December 7, 2014 from 2:00 p.m. until 4:00 p.m.
Joyce Marceau of Merrimack Valley Presbyterian Church was present to request permission to use the
Town Common for"A Common Christmas" on Sunday, December 7, 2014 from 2:00 p.m. until 4:00 p.m.
All relevant Town Departments recommend approval. The town will work with the church to come up with
a plan for placement of their banners.
Rosemary Smedile made a MOTION, seconded by William Gordon, that the Board of Selectmen
approve the request of Merrimack Valley Presbyterian Church to use the Town Common for"A
Common Christmas"on Sunday, December 7, 2014 from 2:00 p.m, until 4:00 p.m.
Appointment to Affordable Housing Trust-Laurie Burzlaff
Town Manager, Andrew Maylor, announced he has resigned from the Affordable Housing Trust and that
the Board's Appointments Subcommittee is recommending the appointment of Laurie Burzlaff to serve
the remainder of his term.

William Gordon made a MOTION, seconded by Rosemary Smedile, that the Board of Selectmen
appoint Laurie Burzlaff to the Affordable Housing Trust for a term ending June 30, 2015. Vote
approved 4-0.
Affordable Unit Resale—4 Harvest Drive, Unit#108 (Oakridge Village)
The Citizens' Housing and Planning Association (CHAPA) has notified the Town that the affordable
housing unit at 4 Harvest Drive, Unit#108 (Oakridge Village) is up for sale. It is recommended the Board
not exercise its right of first refusal.
William Gordon made a MOTION, seconded by Rosemary Smedile, that the Board of Selectmen
decline the right of first refusal to purchase the affordable housing unit at 4 Harvest Drive, Unit
#108 (Oakridge Village). Vote approved 4-0.
Accept Donation ($540)from the North Andover Merchant's Association to the Fire Department for Fire
Prevention Week Education
The North Andover Merchant's Association has made a generous donation to the Fire Department for
Fire Prevention Week Education. Chair Vaillancourt noted that the Merchant's Association also donated
$7500.00 to the school department which was accepted by the School Committee last week.
Rosemary Smedile made a MOTION, seconded by William Gordon, that the Board of Selectmen
accept the donation from the North Andover Merchant's Association to the Fire Department in the
amount of$540.00 for Fire Prevention Week Education. Vote approved 4-0.
Request to Dispose of Surplus Equipment— Information Technology Department
Per the Town Policy regarding surplus equipment, IT Director, Matt Killen, submitted a list of assets for
disposal.
William Gordon made a MOTION, seconded by Rosemary Smedile, that the Board of Selectmen
approve the request of IT Director Matt Killen to dispose of surplus computer equipment per his
memo to the Town Manager dated October 16, 2014. Vote approved 4-0.
Accept and sign Easement for Rea's Pond Sewer Pump Station
Included in the packet is a memorandum from Timothy Willett, regarding the signing of the easement for
the Rea's Pond Sewer Pump Station. Town Manager, Andrew Maylor, explained that the easement
allows the town to construct, operate and repair the new sewer pump station and that the easement is
necessary because the parcel on which the station is to be built belongs to the North Andover
Conservation Commission. The state legislature voted to approve the easement on July 30, 2014.
William Gordon made a MOTION, seconded by Rosemary Smedile, that the Board of Selectmen
accept and sign the easement from the North Andover Conservation Commission for Rea's Pond
Sewer Pump Station as presented. Vote approved 4-0.
FY16 Budget Policy Statement
In accordance with the Town Charter, Chapter 9-2-3, "on or before the first day of November of each
year, the Board of Selectmen, after consulting with the Town Manager, shall issue a policy statement
relating to the budget for the ensuing fiscal year. The statement shall establish the outer limits of possible
budget growth for the town." Town Manager, Andrew Maylor, gave an overview of the budget process
and presented to the Board the FY16 Budget Policy Statement. Mr. Maylor read the action items/goals
from the Budget Policy Statement. The Board thanked Mr. Maylor for a great job.
Rosemary Smedile made a MOTION, seconded by William Gordon, that the Board of Selectmen
approve the FY16 Budget Policy Statement as presented. Vote approved 4-0.
LICENSING COMMISSIONERS:
William Gordon made a MOTION, seconded by Rosemary Smedile, to open a meeting of the North
Andover Licensing Commission. Vote approved 4-0.
Donald Stewart acted as Licensing Chairman in Tracy Watson's absence.
A. Mukta Shah of Merrimack College requests a One-Day Wine & Malt License for"Fall Fest" at
Monican Court on Saturday, October 25, 2014 from 3:00 p.m. to 7:00 p.m.

B. Mukta Shah of Merrimack College requests a One-Day Wine & Malt License for a
"Greve/Goldziher Banquet" at the Rogers Center on Wednesday, November 5, 2014 from 6:00
p.m. to 10:00 p.m.
William Gordon made a MOTION, seconded by Richard Vaillancourt, that the Board of Selectmen,
acting as Licensing Commissioners, approve both requests for One-Day Wine and Malt Licenses
for Merrimack College for events on October 25, 2014 and November 5, 2014. Vote approved 4-0.
Richard Vaillancourt made a MOTION, seconded by Rosemary Smedile, to close a meeting of the
North Andover Licensing Commission. Vote approved 4-0.
PUBLIC HEARING:
Removal of Public Shade Trees per MGL c87, §3-795 Chickering Road (new fire station site
Donald Stewart made a MOTION, seconded by William Gordon, to open a public hearing for the
removal of public shade trees per MGL c87, §3 at 795 Chickering Road. Vote approved 4-0.
Assistant Town Manager, Ray Santilli, explained that the Town is requesting to remove six (6) public
shade trees from the right-of-way in front of the Town's property located at 795 Chickering Road for the
construction of the new fire station, where work is set to begin on November 3, 2014.
William Gordon made a MOTION, seconded by Donald Stewart, to close the public hearing for the
removal of public shade trees per MGL c87, §3 at 795 Chickering Road. Vote approved 4-0.
William Gordon made a MOTION, seconded by Donald Stewart, that the Board of Selectmen
approve the request of the Town to remove six(6)public shade trees at 795 Chickering Road.
Vote approved 4-0.
National Grid Pole Petition - Regency Place and Blue Ridge Road
William Gordon made a MOTION, seconded by Donald Stewart, to open a Public Hearing on
National Grid Pole Petition #16683985-Regency Place and Blue Ridge Road. Vote approved 4-0.
Chairman Valliancourt recognized the representative from National Grid, Dave Aguar, who explained the
purpose of the petition is so National Grid can put in new underground utilities at Regency Place and Blue
Ridge Road.
Rosemary Smedile made a MOTION, seconded by William Gordon, to close the Public Hearing on
National Grid Pole Petition #16683985-Regency Place and Blue Ridge Road. Vote approved 4-0.
William Gordon made a MOTION, seconded by Rosemary Smedile, to approve National Grid pole
petition #16683985 Regency Place and Blue Ridge Road, to install primary pullbox,primary
electrical conduit and secondary electrical conduit as presented. Vote approved 4-0.

PUBLIC COMMENT:
Chairman Vaillancourt reminded the public of the upcoming election on November 4th and that the polls
would be open from 6 a.m. until 8 p.m.

TOWN MANAGER'S REPORT:
"Ask the Manager"
As a follow up to the question asked at the last meeting regarding National Grid's rate increase, Town
Manager, Andrew Maylor, indicated the rate increase will have no effect on the town and school budgets
since the rate increase is on the generation of electricity only. The town procures generation of electricity
from another company, not National Grid.
Mr. Maylor addressed the question of whether the town will be pursuing installation of solar panels on
public buildings. Mr. Maylor stated he is working with the school department to draft a Request for
Proposals to hire a consultant to evaluate the sites and buildings in town. The town will use that
evaluation to determine whether solar installations are worthwhile to pursue. Mr. Maylor also announced
that the town is exploring the possibility of installing a solar powered bench at McEvoy Field that allows
you to charge your cell phone.
FY16 Budget Calendar
A draft of the FY16 budget calendar was provided to the Board.
Police Department-September 2014 Crime Statistics
Included in the packet is a summary of the September 2014 crime statistics provided by Police Chief Paul
Gallagher.
Fire Department-September 2014 Activity Report
Included in the packet is the September 2014 Activity Report provided by the Fire Department.
NEXT MEETING DATE:
The Board agreed to cancel the meeting scheduled for November 3, 2014 and will evaluate the upcoming
agenda to determine if the Board needs to add another meeting or delay meeting until the next scheduled
meeting on November 17, 2014.

Donald Stewart made a MOTION, seconded by William Gordon, to adjourn the meeting at 8:01 p.m.
