HomeMy WebLinkAbout2018-03-21 Community Preservation Committee Minutes Community Preservation Committee Minutes of March 21, 2018 Present: Chairman John Simons, Terrance Holland, Marybeth Soucy-Larkin, , Tracy Watson, Deborah Feltonovic, Albert Fowler, William Callahan and C.J. Gangi Chairman Simons called the meeting to order at 7:00PM in the second floor conference room at Town Hall. Review FY 19 submittals Housing Authority projects In addition to the quarterly reports that are part of the grant agreement, the committee wants the director to come to a meeting when the facilities assessment is complete to review the results of the assessment. The committee would like signs placed at each of the projects indicating funding provided by Community Preservation. Middle School Fields Project Chairman Simons provided the committee with his spreadsheet regarding funds available. His FY19 ending balance is $792.4 million. Chairman Simons raised the concern about funds not being available in the future to purchase open space such as Barker Farm. Ms. Soucy-Larkin suggested the committee can bond the purchase of future open space parcels. The committee agreed to fund the project with the following conditions: 1. The land will be turned over to the town from the school department. 2. There will be a restriction on the land to prevent other uses of the property. 3. Will only fund components allowed under the CPA. 4. If the project is under budget, the fundraising amount will be decreased if they cannot meet their goal and any excess funds after that will be returned to CPC. 5. If the project is over budget or fundraising cannot meet their goal, the town and/or CPC will fund the shortfall. 6. Quarterly reports will be required. made a motion to approve the request submitted by the Town Manager and Middle School Fields Redevelopment Committee to fund from Community Preservation the Middle School Fields project for a total of $6,000,000; $4,300,000 to be funded in FY19, $850,000 to be funded in FY20 and $850,000 to be funded in FY21, seconded by Deborah Feltonovic. Motion approved 9-0. Connell made a motion to adjourn at 7:50PM, seconded by Deborah Feltonovic. Motion approved 9-0.
