Community Preservation Committee
Minutes of February 22, 2018
Present: Chairman John Simons, Terrance Holland, Marybeth Soucy-Larkin, and C.J.
Gangi
Absent: Tracy Watson, Deborah Feltonovic, Albert Fowler, and William Callahan
Chairman Simons called the meeting to order at 7:10PM in the second floor conference room at Town
Hall.
Review FY 19 submittals (taken out of order)
Middle School Fields Project
Town Manager, Andrew Maylor, provided a history and summary of the process for the Middle School
Fields project. Town Meeting approved Community Preservation funds last year for the design. Mr.
Maylor presented the conceptual layout prepared by Waterfield Design Group. Rick Green of the Fields
committee explained that it will take several months for the plans to be done as there are multiple projects
being done (kindergarten and MassDOT). Mr. Maylor indicated they are still working on the budget. The
project will be done in two phases. Mr. Simons indicated that CPA cannot fund turf fields. In response to
a question from Chairman Simons, Mr. Maylor indicated this type of project would typically be a 20 year
bond project.
Playgrounds
Andrew Maylor explained the next phase of the Playground Master Plan. The request includes
accelerating the Atkinson Playground due to the construction of the new kindergarten. Mr. Maylor
explained that they will be accelerating the entire plan by completing two playgrounds per year from this
point forward.
Kimberly Whitworth explained the request for funding of $175,000 for restoration of the exterior portions
of the campus. Peter Kalafarski explained what has been done to the interior and exterior and what
renovations are left to be done. For the windows they will use the existing glass and rebuild the frames.
Mr. Simons indicated that the committee would request a preservation restriction on the property.

Soucy Larkin. Vote approved 5-0.
