9 315 Turnpike, Merrimack College, Felipe Schwarz: Request for Site Plan Review Waiver for Campus Parking

12 for the expansion of Parking Lot C which runs along the Route 114 portion of campus and currently has approx. 123 parking
13 spaces, The goal is to improve the parking configurations and access to handicapped parking, Grassed areas serving as
14 overflow parking will be paved, safe pedestrian sidewalks will be provided as well as safer two way travel lane. Enhanced
15 lighting and landscaping will be addressed. This is an internal faculty, staff and student parking lot, 80% of file time; there are
16 no public impacts, or curb cuts impacting Route 114. There will be no impact to public services and this will improve safe
17 travel for first response vehicles. We will file with the Andover Conservation Commission for the stormwater review.
18 Increase in impervious area is under all acre. There are no wetland or historic resources associated with this project. The
19 campus needs improved parking, particularly adjacent to academic buildings. The College would like to start soon and
20 complete the 6-10 week construction schedule by the time the students return to Campus in September.
21 Board: Discussed general bylaw criteria for waiver. Agreed the project does not meet the waiver requirements and will have
22 significant positive impact to the campus. Respectful of the deadline, important pieces of information should be provided to
23 the Board at the next meeting i.e. Fire Dept. review, Police review, stormwater review information, proposed snow storage
24 locations, traffic patterns, signage and a comprehensive landscaping plan with lighting noted.

27 BOND RELEASE:
28 The Glade - Great Lake Lane, Tom Zahoruiko: Requests release of remaining bond funds ($11K, plus interest) associated
29 with The Glade Definition Subdivision Plan.
30 J. Enright: Great Lake Lane was accepted at Town Meeting; all documents are recorded, layout plan, deed and vote. Tile
31 DPW has confirmed the remaining bond monies may be released.
32 MOTION: J. Simons motioned to approve the remaining bond release for $11K, (plus interest) for the The Glade
33 Subdivision, Great Lake Lane. A. Preston seconded. Roll call vote: J. Simons voted in favor. A. Preston voted it) favor. J. Luz

38 M. Gregoire: All required documentation including the as -built plan, certifications, etc, have been received.
39 J. Isbel, General ManaggLNACC : Reported over 200 golf balls were retrieved from the lake during the fall take cleanup.

in Parking Special Permit Modification issued January 23, 2018 and Notice of Decision Site Plan Review & Reduction in
Parking Special Permit Modification issued January 23, 2018, respectively.
J. Brown: (on behalf of Princeton & Forgetta Development) Described extensive roadway improvements which have grown
into a larger DOT project due to the MA Works grant. The DOT process has taken longer clue to the addition of sidewalks and
]arid takings so that sidewalks are in the right of way. The team is ready to start construction. There exists an inconsistency in
the permit requiring LIS to have our MA DOT permit. We proposed an Insubstantial Change allowing us 3 months of sitework
while we complete the MA DOT pertnit process (sitework only). We have erosion control and wetlands to address. We
propose a new Condition 68 allowing up to September 7, 2018 to complete sitework without a MA DOTilcrinit. If we do not
obtain that permit by that time, all sitework must cease and be returned to safe grade. Added protective Condition 69 notes
that Princeton and the Town are working together to complete this MA DOT project; should at some point the town decide
not to continue the corridor project; it won't relieve Princeton ft-orn its obligations for completing traffic signalization. We
agree with this added condition. Sitework will include all underground stormwater structures, retaining walls, grading and fill.
The retaining wall tbr the Community Building foundation will need to be excluded, initially. The building permit anticipated
to be issued by September 7, 2018 should dovetail that component.
MOTION: J. Simons motioned to approve the request for Insubstantial Change for Princeton Properties, Jeff Brown and
Forgetta Development, Robert Bohlen, 1210 Osgood Street North Andover, MA. and to make the condition changes to the
Site Plan Review, Multi -Family Housing and Parking Reduction Special Permit to modify the 2 Decision(s) with the
conditions as set forth in the memorandum dated by (5/31/18) Mr. KfOUry, Director of Community Development, P. Boynton
seconded. Roll call vote: J. Simons voted in favor. A. Preston voted in favor, J. Luz voted in favor. E. Goldberg voted in
favor. P. Boynton voted in favor. The vote was 5-0, unanimous in flavor.
NEW PUBLIC HEARINGS
1429 Osgood Street Application for a Site Plan Review Special Permit under sections 8.3, 10.3, 10.31 and 16 of the North
Andover Zoning Bylaw. The Applicant proposes exterior and interior renovations to an existing building and seeks a special
permit to allow a contractor's yard and outside storage of landscape products located within the Corridor Development
District 3 (CDD3) Zoning District.
M. Gregoire: Police and fire have no concerns, the applicant has continued with Conservation to 6/27/18. Health is currently
assessing their septic plan. The Applicant has received comments from the storinwater and civil peer reviewers, however,
they have not responded.
Bridget Souza, Allen & MajorAssociates, Inc.: Soil testing on site has revealed challenges, i.e. shallow groundwater. An
elevated septic could be positioned six feet above existing grade Surrounded by retaining walls limiting use as a contractor's
yard. We are requesting the installation of a tight tank on site v, a new septic system (existing system is not useable) which
cannot be approved with an increase of flow requiring pumping every 20-30 days. If approved, we would have to revise our
plans to reflect a shift from the proposed office space of 14K sf to what exists today, which is 1,900 sf. We are here to
maintain a dialogue as we continue to pursue approval. Applicant asked whether sewer is proposed to run further on Osgood
Street which currently ends at Hokkaido.

CONTINUED PUBLIC HEARING:
35 Dale Stireet Application for a Watershed Special Permit nuclei- Sections 4.136, 10.3 and 10.31 of the North Andover
Zoning Bylaw. The Applicant proposes the installation of an above ground pool with soil cutting and tree removal within tile
Non -Disturbance and Non -Discharge Zones. The project is located within the Residential I (R-1) Zoning District,
M. Gregoire: Reviewed recent peer review comments; this is still open with Conservation and has been through ZBA who
granted the watershed variance,
J. Henshall: We don't have all issue with relocating the pool providing we don't have to revise the plan. Revising the plan will
result in further cost to the homeowner. Addressed issue regarding trees and displayed photos of what he believes to be an
unhealthy wooded area. Conservation left their decision open based on Planning's review. M. Gregoire to provide Board with
draft decision for the next meeting incorporating conditions related to regrading and location of the filter system,

DISCUSSION
RKG Associates, Eric Halvorsen: Review draft Master Plan
Eric Halvorsen: Presented an update on the draft Master Plan defining its intent, elements of the 15 year plan, reviewed key
questions, project schedule, public engagement process, visions, goals, recommendations by theme and discussed upcoming
steps including 2 public hearings scheduled for June 19 and July 17, 2018 for ultimate adoption of the plan on August 7, 2018.
Board expressed concerns about implementation ofthe plan, how the vote would be handled by the Board, size of tile
document, suggested potential inclusion of issues related to public health (not required by state law) and how this document
differs from the 2000 version. Board will focus on first three sections of the Master Plan at the first scheduled public hearing.
Master Plan document will be available in the Planning Department and on the website.

CORRESPONDENCE: Dept. of Environmental Protection letter to North Andover Planning Board which has to do with
Structures in water and licensing of docks. The role of the Planning Board is to comment. Board questioned whether Town
Counsel can research this as to ]low other towns handle this.
