HomeMy WebLinkAbout2017-05-25 North Andover Housing Authority Minutes North Andover Housing Authority Cathy Hoog, Executive Director One Morkeski Meadows (978) 682-3932 North Andover, MA 01845 (978) 794-1142 FAX (800) 545-1833 Ext. 100 TDD Minutes of the Meeting May 25, 2017 The regular meeting of the North Andover Housing Authority was held on Thursday, May 25, 2017 in the community room at Foulds Terrace, North Andover, MA at 4:00 P.M. Proper 48-hour notice was filed with the Town Clerk. Mary Beth Soucy-Larkin called the meeting to order at 4:00 P.M. and upon roll call the following answered present: absent: Mary Beth Soucy Larkin Steve Long Madeleine Sutcliffe Edward Capodilupo Francis McCarty Present in addition to board members was Cathy Hoog, Executive Director. Minutes The first agenda item was the reading of the minutes of the last Board Meeting on 4/27/2017. A motion was made by Edward Capodilupo and seconded by Stephen Long to approve the minutes as is. All members voted affirmative to accept minutes from April 27, 2017 Board Meeting. Tenant Participation Two residents from McCabe Court presented questions to the Board. One question was wanted to know why it was taking so long for her to get the countertop. The ED explained that the housing authority has a deferred maintenance item list that consists of work items that are not urgent. The non- urgent work items are placed on that list and the housing authority begins to work on those items when the work load of vacancies is less intense. ED explained that with limited man hours, the housing authority has to prioritize work. Upon move in, if work items are needed but not urgent, the housing authority may elect to place those items on the deferred maintenance list. ED assured the resident that this item would be done but due to the non-urgent nature of this need it may not be right away. The second McCabe Court resident inquired about the walkway getting installed at McCabe Court. ED explained the walkway was still going to happen but the housing authority had not yet gotten to that work item yet due to a back log of work in the state programs. The Board reassured the resident that the walkway would happen as the Board had voted to approve it at a meeting last year. The resident expressed concerns about elderly residents walking down the wet grassy hill and falling down. The ED replied that the housing authority e to walk down wet grassy areas with a slope and that the walkways (parking lot and walkway from Belmont Street) in place are available for resident use. NAHA does not encourage residents to walk in areas that are not paved with a walkway. Old Business None New Business a. Distribution of NAHA Financial Statements, Move/In Out Report, Resident Balance Reports, work order reports-ED distributed reports to the Board b. Board Vote-NAHA Internal Controls Policy-Stephen Long motioned to approve the NAHA Internal Controls Policy which was seconded by Francis McCarty. All members voted affirmative to approve NAHA Internal Controls Policy. Update-Modernization Projects The Executive Director reminded the Board about the upcoming Service Project/Ribbon rd Cutting Ceremony on Saturday June 3. ED updated the board on the status of the Underground Conduit Wiring project for Fountain Drive and Foulds Terrace and the upcoming project Terrace. ED will separately procure the additional walkway at McCabe Court from the drainage project. ED to get to work on a designer RFP for windows and doors at McCabe Court. ED reported that the North Andover Affordable Housing Task Force voted to pay for a feasibility study in partnership with NAHA to review the possibilities for the land at Fountain Drive. Edward Capodilupo motioned to adjourn the meeting which was seconded by Madeleine Sutcliffe. All members voted affirmative to adjourn the meeting.
