The meeting called to order at 7:01 pm.

Meeting minutes from April 26,2018. presented for signature.
Motion was made by Michelle Davis to approve the minutes,the motion was seconded by'Phomas
Trowbridge,all were in favor and the minutes were approved.

MOTION made by Frank MacMillan Jr.,to approve the Brooks School Busing Camp Variance.
Motion seconded by Joseph McCarthy. All were in favor and the motion was approved. (5-0-0)
Vll. COMMUNICATIONS,ANNOUNCEMENTS,AND DISCUSSION
A. Dr. Frank MacMillan Jr. M.D. presented"Facing Addiction: Surgeon General's Report on Reducing
Misuse and Addiction by Dr.A. Thomas McLellan,Phd., Senior Editor".Note:The slides are from Dr.
McLellan's editorial of the 2016 Surgeon General's Report.—See Appendix A
Dr. MacMillan explains that all people are different,however:misuse of pain medicine can put people
at great risk. Libby Strauss, future President of the Merrimack Valley Prevention of Substance Abuse
Project comments abort the loss of her daughter and the effects of substance abuse on young people.
She would like to educate parents of the vulnerability of students and various pain medicine.
13. Ronald Beauregard from the Tobacco Control Unit presented"Educating Adults on Proliferation of
Vaping". Ron has worked under the North Andover Board of Health since 2001. Vaping is inhaling a
heated liquid usually nicotine and flavoring through ail e-cigarette, vape pens, or advanced personal
vaporizers also known as MODS. Some vapes can be filled with marijuana. Vapes are very small,
easily hidden,and inexpensive. They can look very similar to a flash drive. The pod holds the liquid, J

which fits, into the"pen". One pod is equivalent to one pack of cigarettes. Vaping is causing concerns
with nicotine overdose, addiction, and illness. Vaping is dwarfing the amount of traditional smoking
in high schools. Within the last 30 days,the vaping rate among high school students is 24%compared
to regular cigarette use at 8%. To date,45%of high school students have tried vaping at least once as
opposed to only 4%adults. Currently,in the Town of North Andover, vaping is prohibited to the
sales of minors. Inhaling vapes are prohibited anywhere smoking is prohibited. Diane Knight,director
of the North East Tobacco Free Community Partnership,has given presentations about the dangers of
vaping to the Regional North Andover School Nurses,North Andover High School,North Andover
Middle School and Brooks School. The presentation works with students about not being manipulated
by the companies that market vapes. Cheryl Barczak,director of health services for the town of North
Andover, has been working with students about making good choices,marketing manipulation,and
motivational interviewing. The School Committee will add vaping policies to the North Andover
Handbook for the 2018-2019 school year,
