North Andover, MA regarding the Pentucket Bank at Butcher Boy Marketplace 1077 Osgood Street North Andover. Comment 4. Driveways and circulating roadways within the Project site should be a minimum of 16-feet in width for one-way travel and 24-feet in width for two- way travel. Response: The Project site driveways and circulating aisles have been revised accordingly. A review of the revised Site Plan (Drawing C-5) indicates that the distance between the outside lane of the drive-through teller facility and the far edge of the adjacent drive aisle is 24 `feet, which will provide sufficient maneuvering area for motorists to bypass vehicles queued at the drive-through facility. That said, it is recommended that the three parking spaces at the end of the row of parking opposite the drive-through teller facility be designated by signs as employee parking. The drive aisle entering the bank should be increased in width from 20-feet to 24-feet in order to accommodate parking along both sides of the aisle. The minimum aisle width for 90 degree (perpendicular), double-loaded parking is 23-feet assuming an 18-foot long parking space, or an overall parking module width of 59-feet (two 18-foot long rows of parking separated by a 23-foot wide drive aisle). Provision of the additional drive width will also accommodate short- term deliveries as noted above. In addition, “One-Way” (R6-1) and “Do Not Enter” (R5-1) signs should be added on both sides of the entrance to the bank site facing the bank parking lot in order to reinforce the one-way circulation pattern within the site. (VAI) has completed a review of the supplemental materials submitted by Lynnfield Engineering, Inc. on behalf of Angus Realty Corporation (the "Applicant") in support of the proposed addition of Pentucket Bank to the existing Butcher Boy Marketplace located at 1077 Osgood Street (Route 125) in North Andover, Massachusetts (hereafter referred to as the "Project"). The supplemental materials were prepared in response to the comments that were raised in VAI's March 29, 2013 review letter concerning the March 15, 2013 Site Layout Plan and consisted of the following materials: ➢ Response to Comments, Proposed Pentucket Bank at the Butcher Boy Marketplace, 1077 Osgood Street, LEI Job No. 480-60; Lynnfield Engineering, Inc.; August 2, 2013; and ➢ Site Plan, Pentucket Bank at Butcher Boy Marketplace, 1077 Osgood Street, North Andover, Massachusetts; Lynnfield Engineering, Inc.; March 15, 2013, last revised August 1, 2013 Responses to our comments concerning the November 27, 2012 Traffic Impact and Access Study were provided by Bayside Engineering and summarized in our review letter of July 15, 2013. Based on our review of the supplemental information submitted by Lynnfield Engineering, Inc. in support of the Project, the Applicant has generally addressed the comments that were raised in our March 29, 2013 review letter concerning the March 15, 2013 Site Layout Plan. We have provided specific recommendations to increase the width of the drive aisle entering the Project site where parking is provided along both sides of the aisle, and to incorporate additional signs to reinforce the one-way circulation within the Project site. For reference, listed below are the comments that were raised in our March 29, 2013 review letter concerning the March 15, 2013 Site Layout Plan followed by a summary of Applicant's response. August 5, 2013 Page 2 of 4 MARCH 15, 2013 SITE LAYOUT PLAN Comment 1: A truck turning analysis should be completed for the Project site using the AutoTurn® or similar analysis software. The turning analysis should be completed for the following design vehicles: SU -30140 (small delivery/moving vehicle and trash/recycling vehicle) and the Town of North Andover Fire Department design vehicle. Response: A vehicle turning analysis was provided for an SU -40 design vehicle (Sheet No. VA -1) which demonstrated that the subject vehicle can access and circulate within the Project site in an unimpeded manner. It could be inferred that an SU -40 design vehicle is also representative of the Town of North Andover Fire Department design vehicle; however, this should be confirmed by the Fire Department. No further response required. Comment 2: The location of the loading/delivery area should be indicated on the site plan. A formal loading area is not necessary; however, the Applicant's engineer should indicate where UPS/FedEx, armored car, and other such deliveries will be made given the internal circulation constraints within the Project site as currently designed. Response: The Applicant's engineer has stated that all deliveries to the proposed bank are made at an off-site location and transferred to the site via passenger vehicle. The above being said, the bank will receive deliveries via US MaiVUPS/FedEx and armored car. Typically these deliveries are short-term in duration and are accommodated at the entrance to the bank. Provision of a 24 -foot wide drive aisle entering the bank site (discussion follows) will provide sufficient area for such vehicles to park temporarily and maintaining the ability of customer vehicles to enter the site. No further response required. Comment 3: As stated previously, it is recommended that right -turn entrance to the bank site and the associated internal intersection be eliminated, and that the drive-through window facility be relocated to the north side of the bank building so that all traffic entering and exiting the bank is directed to the east end of the Project site (location of current exit from the bank). Response: The Site Plan has been reconfigured to eliminate the subject intersection. No further response required. If this is not possible and if it is determined by the Building Inspector that the handicapped space does not need to be located immediately adjacent to the bank building, appropriate accommodations need to be provided to permit the safe crossing of the driveway and circulating aisle between the handicapped space and the entrance to the bank. Response: The subject spaces have been relocated adjacent to the bank building. No further response required.
