Stormwater Management Review
Dear Ms. Tymon, Ms. Hughes and Board Members:
In follow up to my previous letters of April 10th, July 15th and August 14th, I have
reviewed the August 29, 2013 Response to Comments and revised plans and calculations
submitted by Lynnfield Engineering for the proposed Pentucket Bank at the Butcher Boy
Marketplace (1077 Osgood Street), with respect to stormwater management. The revised
submittal addresses most of my previous comments and provides the requested
documentation regarding the proposed use of the Contech StormFilter. My comments on
the revised submittal are summarized below:
1. At our July 23rd meeting with the Applicants the question came up as to where
specifically the drainage from the Butcher Boy property is discharged, who owns
the outfall, and whether it is covered under the Town’s Phase II NPDES
Stormwater Permit. I don’t believe that information has ever been provided.
2. The O&M plan should call for annual cleaning to be conducted at all catchbasins
on the site, not just the new deep sump basins.
3. The StormFilter cartridges should be changed a minimum of once every three
years, and more frequently if any of the specified thresholds are reached. At least
one inspection per year should be conducted during wet weather to observe
whether flow is getting through the StormFilter. It should also be noted in the
O&M Plan that personnel trained in confined space entry will be required to
conduct the maintenance.
4. Given the relatively high cost of maintaining the StormFilter ($17,500/yr) the
Planning Board and/or Conservation Commission may want to take steps to
ensure that the maintenance is funded on an ongoing basis, e.g. through bonding.

5. The proposed design calls for a good deal of accuracy in construction to ensure
that the drainage system functions as designed, (e.g. the 1.92-inch weirs intended
to distribute flow between the StormFilter treatment train and the overflow line).
Submittal of as-built plans for the project should include verification of all
subsurface structures and inverts and a certification by a qualified engineer that
the system has been built according to plan and is functioning as designed.
