HomeMy WebLinkAbout2018-02-22 North Andover Housing Authority Minutes North Andover Housing Authority Cathy Hoog, Executive Director One Morkeski Meadows (978) 682-3932 North Andover, MA 01845 (978) 794-1142 FAX (800) 545-1833 Ext. 100 TDD Minutes of the Meeting February 22, 2018 The regular meeting of the North Andover Housing Authority was held on Thursday, February 22, 2018 in the community room at Fountain Drive, North Andover, MA at 4:00 P.M. Proper 48-hour notice was filed with the Town Clerk. Mary Beth Soucy-Larkin called the meeting to order at 4:00 P.M. and upon roll call the following answered present: absent: Mary Beth Soucy Larkin Steve Long Edward Capodilupo Madeleine Sutcliffe Francis McCarty Present in addition to board members was Cathy Hoog, Executive Director Minutes The first agenda item was the reading of the minutes of the last Board Meeting on 1/25/2018. A motion was made by Edward Capodilupo which was seconded by Madeleine Sutcliffe to approve the minutes as is. All members voted affirmative. Tenant Participation Several tenants from the Bingham Way development attended the meeting and one tenant spoke on behalf of these tenants inquiring about the status of the Bingham Way Project Bids. The Executive Director informed the tenants of Bingham Way that the contract awards were being presented to the Board members today for vote to award the lowest eligible bidders. Another tenant from Bingham Way had reported an ongoing challenge of someone smoking in her building and how the smoke was really disturbing her. The Executive Director acknowledged the issue and reported that the Property Manager would be addressing the issue. A few tenants from the McCabe Court Development also attended the meeting and had inquired about the status of replacing the walkway from Belmont Street to the back side of the development. The Executive Director informed the tenants of McCabe Court that the contractor who quoted the job in the Fall would be replacing the walkway this Spring. Old Business None New Business a. Distribution of NAHA Financial Statements, Move/In Out Report, Resident Balance Reports, work order reports-ED distributed reports to the Board noting that Financials will be sent in the mail next week due to Fee Accountant, Jenna Milne out with the flu for over a week and behind schedule. b. Board Vote-Contract Award for McCabe Court Windows and Exterior Door Replacement to lowest eligible bidder in the amount of $239,000.00 to Homer Contracting Inc. of Arlington, MA. Edward Capodilupo motioned to accept the contract award which was seconded by Francis McCarty. All members voted affirmative. c. Board Vote-Contract Award for Bingham Way Walkway Reconstruction Project, DHCD FISH 196047, to lowest eligible bidder in the amount of $130,500.00 (including base bid of $124,000.00 and alternate no. 1 of $6,500.00) to Sunshine Paving Corporation of North Chelmsford, MA. A motion was made by Francis McCarty which was seconded by Stephen Long. All members voted affirmative to award the contract to Sunshine Paving Corporation. d. Board Vote-Contract Award for Bingham Way Windows and Non-Unit Entry Doors eligible bidder in the amount of $324,000.00 (base bid only) to Northeast Abatement Corporation. A motion was made by Steve Long which was seconded by Edward Capodilupo. All members voted affirmative to award the contract to Northeast Abatement Corporation. e. Board Vote-Updated Family Self-Sufficiency Action Plan. A motion was made by Madeleine Sutcliffe which was seconded by Edward Capodilupo. All members voted affirmative to accept the updated FSS Action Plan. Update-Modernization Projects ED updated the board on the status of the Bingham Way parking window/door projects, Bingham Way Sidewalks Project, McCabe Court Windows and Doors and the project at Family Housing for doors and lighting. Francis McCarty motioned to adjourn the meeting which was seconded by Steve Long. All members voted affirmative to adjourn the meeting.
