HomeMy WebLinkAbout2018-01-25 North Andover Housing Authority Minutes North Andover Housing Authority Cathy Hoog, Executive Director One Morkeski Meadows (978) 682-3932 North Andover, MA 01845 (978) 794-1142 FAX (800) 545-1833 Ext. 100 TDD Minutes of the Meeting January 25, 2018 The regular meeting of the North Andover Housing Authority was held on Thursday, January 25, 2018 in the community room at Morkeski Meadows, North Andover, MA at 4:00 P.M. Proper 48-hour notice was filed with the Town Clerk. Mary Beth Soucy-Larkin called the meeting to order at 4:00 P.M. and upon roll call the following answered present: absent: Mary Beth Soucy Larkin Madeleine Sutcliffe Steve Long Francis McCarty Edward Capodilupo Present in addition to board members was Cathy Hoog, Executive Director and Jenna Milne, NAHA Fee Accountant. Minutes The first agenda item was the reading of the minutes of the last Board Meeting on 12/28/2017. A motion was made by Steve Long and seconded by Edward Capodilupo to approve the minutes as is. All members voted affirmative. Tenant Participation Two tenants from Family Housing came to the Board meeting. One tenant inquired about the doors at Family Housing that were not replaced at the last project. ED updated the Tenant on the CPC funded project that would be put out to bid this spring to replace the remaining doors and storm doors that were not able to be replaced in the first project. This tenant also inquired about the water seepage in the basement. ED explained that a smaller project to purchase larger sump pumps was planned. ED also explained that the Construction Manager for DHCD has come out to evaluate the basements and concluded that the water table in the area is the main cause and that he does not recommend any storage in the basement. ED also explained that a solution that was proposed was to fill in the basements only leaving a crawl space.The tenant reported that since the upgraded drainage and the new drain pipe installed by Maintenance, the issue is drastically improved. The second tenant from Family Housing presented some concerns about his railings that were installed improperly and the need for additional stair support going into the bulkhead. ED encouraged the tenant to please not wait for a Board meeting to report concerns in his unit and that Maintenance would address the installation questions he had about his railings. ED discouraged the tenant from using the Bulkhead explaining that the bulkhead is not meant for regular use and that storage in the basement is not supported by the Housing Authority. Old Business None New Business a. Distribution of NAHA Financial Statements, Move/In Out Report, Resident Balance Reports, work order reports-ED distributed reports to the Board b. Board Signatures Needed-Annual Campaign Finance Report Municipal Form for Town . Board members signed the form. c. Board Vote-NAHA Budget Submission for Fiscal Year 2017-2018 (year end 9/30/18) and Executive Director Salary Calculation Worksheet. Edward Capodilupo motioned to approve the Budget and the ED Salary Calculation Worksheet which was seconded by Steven Long. All members voted affirmative. Update-Modernization Projects ED updated the board on the status of the Bingham Way parking window/door projects, Bingham Way Sidewalks Project, McCabe Court Windows and Doors and the project at Family Housing for doors and lighting. Ed Capodilupo motioned to adjourn the meeting which was seconded by Steve Long. All members voted affirmative to adjourn the meeting.
