Minutes of the Meeting
May 30, 2018
The regular meeting of the North Andover Housing Authority was held on Thursday,
May 30, 2018 in the community room at Foulds Terrace, North Andover, MA at 4:00 P.M.
Proper 48-hour notice was filed with the Town Clerk.
Mary Beth Soucy-Larkin called the meeting to order at 4:00 P.M. and upon roll call the
following answered present: absent:

Madeleine Sutcliffe
Present in addition to board members was Cathy Hoog, Executive Director
Minutes
The first agenda item was the reading of the minutes of the last Board Meeting on 4/26/2018. A
motion was made by Madeleine Sutcliffe which was seconded by Edward Capodilupo to approve
the minutes as is. All members voted affirmative.
Tenant Participation
Ellen Walker of Foulds Terrace discussed her recent interactions with Officer Pominco of the
North Andover PD about trying to get a cross walk painted and implemented on Foulds Terrace.
Ellen explain how she worries about the speeding cars and the elderly crossing that road using
cross walk. ED expressed willingness to speak with the officer if needed.
Madeleine Sutcliffe expressed concern regarding a day she had entered the authority office and
office talking with Melanie and admiring her new baby granddaughter that had come to the
office for a visit t
someone greet walk-ins as they enter. Madeleine also expressed concern about the Office
Manager being part-time. The ED reviewed how the Board had discussed the staffing
revision/budget revision in a prior meeting and reviewed the reasoning and the budget savings
with regard to the staffing revision and the part-time Office Manager.

New Business
a. Distribution of NAHA Financial Statements, Move/In Out Report, Resident Balance
Reports, work order reports-ED distributed reports to the Board.
b. Board Vote-Lowest eligible bidder, Alpha Contracting Associates, Inc. in the amount
of $231,700 for Family Housing Doors and Light Poles Project FISH 196052. A
motion was made by Edward Capodilupo which was seconded by Madeleine
Sutcliffe. All members voted affirmative to award the contract to Alpha Contracting
Associates, Inc.
c. Board Vote-
Door/Window Project FISH 196039 for the amount of $74,000.00.-A motion was
made by Steve Long which was seconded by Edward McCarthy. All members voted
affirmative on accepting alternates 1 and 2.
d. Board Vote-DHCD Updated Contract for Financial Assistance (CFA) in the amount
of $369,338.06. A motion was made by Edward Capodilupo which was seconded by
Madeleine Sutcliffe. All members voted affirmative to approve the CFA.
Update-Modernization Projects
ED updated the board on the status of the Bingham Way parking window/door projects,
Bingham Way Sidewalks Project, McCabe Court Windows and Doors and the project at
Family Housing for doors and lighting.
Edward Capodilupo motioned to adjourn the meeting which was seconded by Madeleine
Sutcliffe. All members voted affirmative to adjourn the meeting.
Mary Beth Soucy-Larkin declared the meeting adjourned at 4:54 P.M.
