6 E. Goldberg, Chairman: The Planning Board meeting for Tuesday,June 19,2018 was called to order at 7 p.m.

8 BOND RELEASE:
9 254 Great Pond Road. Thomas&Nicole Friel: Request for release of remaining bond funds($4K plus interest)
10 associated with construction of a single story addition and deck.
11 M. Gregoire: All required documents have been submitted, including a certified as-built plan.
12 MOTION: J. Simons motioned to approve the bond release in the amount of$4K plus interest,for 254 Dale
13 Street,North Andover, MA, J. Luz seconded. The vote was 5-0,unanimous in favor.

15 PUBLIC HEARINGS
16 CONTINUED PUBLIC HEARING: 1429 Osgood Street,Oliver Enterprise:_ Application for a Site Plan
17 Review Special Permit under sections 8.3, 10.3, 1.0.31 and 1.6 of the North Andover Zoning Bylaw. The Applicant
18 proposes exterior and interior renovations to an existing building and seeks a special permit to allow a contractor's
19 yard and outside storage of landscape products located within the Corridor Development District 3 (CDD3)
20 Zoning District.
21 Bridizet Souza Allen&Major Associates Inc. &Jeff Oliver Owner: The Board of Health has denied the concept
22 of a tight tank on site; it is not allowed in the Title 5 regulations. The existing septic is failing;new test pits are
23 scheduled for June 27, 2018; once completed, final septic plans will be submitted to the 13011 A new fagade will
24 alter the exterior; the permit has been pulled.A new roof, sitework and landscaping will be provided. Building will
25 have a new facade similar to the DPW facility. The nearest residential structure is approx. 500 feet away; lighting
26 will be addressed. There is a 5 ft. concrete wall and berm that runs around portions of the property which will help
27 mitigate noise.The closest house is 'r'4 mile with heavy wooded area behind our building; no trees will be removed.
28 Dept. reviews and stormwater response will be presented at the next meeting.A meeting will be held with
29 Conservation next week.

32 CONTINUED PUBLIC HEARING: 35 Dale Street Jay Henshall, Gibralter Pools. Application for a
33 Watershed Special Permit under Sections 4.136, 10.3 and 10.31 of the North.Andover Zoning Bylaw. The
34 Applicant proposes the installation of an above ground pool with soil cutting and tree removal within the Non.
35 Disturbance and Non-Discharge Zones. The project is located within the Residential 1 (R-1)Zoning District.
36 Jay Henshall Gibraltar Pools Inc.: Questioned the need for an Independent Construction Monitor.
37 M. Gregoire: Monitoring is important in the watershed and staff can perform it for this small project.

39 MOTION: A.Preston motioned to close the public hearing for the Watershed Special Permit at 35 Dale Street,
40 Gibraltar Pools. P. Boynton seconded. The vote was 5-0,unanimous in favor. t
41 Board discussed bond amount, erosion control measures, proximity of the project to the lake's tributary,pre- t
42 construction meeting prior to construction and the as-built requirement as being stamped by a professional

44 hold a pre-construction meeting with the staff planner in lieu of requiring an independent construction monitor.

46 as amended. J. Luz seconded. The vote was 5-0, unanimous in favor.

48 NEW PUBLIC HEARING: North Andover Draft Master Plan: The Planning Board will discuss and
49 comment on the Town of North Andover Draft Master Plan. Resident comment is encouraged.
50 Liz Armstrong, Region Coordinator Bay Circuit Trail: Expressed concern over the safety of a pedestrian &bicycle
51 crossing over Route 114;the intersection of Berry Street and Harold Parker Road. We have worked with the BOS,
52 our State Representative & Senator,MA DOT and Planning;they know what we are trying to do,yet we have
53 made zero progress.
54 Stan Limpert, 43 Stonecleave Road: The revitalization of downtown does not address removal of utility poles as
55 other towns have addressed,recent traffic counts are not reflected in the data, Stevens Memorial Library is not
56 highlighted as one of our cultural institutions,volunteer organizations should be reflected, i.e, FONAT, Friends of
57 the Stevens Memorial Library, outstanding resources such as Brooks School,Merrimack College,the Stevens
58 Estate and community spaces available at our high school warrant mention,the historical section could be
59 compressed and suggested"Local Government Partners"be expanded to say, "Community Partners"which could
60 include organizations such as Boosters, etc.Expressed the committee has done a wonderful job and they have met
61 the challenge.
62 Judy Ferres, 31 Oxbow Circle: Reiterated concern for a pedestrian crossing on Route 114 at Colonial Drive,
63 questioned 40B v. 40R housing and whether designated areas were preserved for that.Noted the loss of the Print
64 Museum as a cultural institution,.
65 Eric_KUour Community& Economic Development Director: The original.Housing Production Plan expired in
66 2012 noting the community's goal is to reach the 10%;they are addressing these issues in the new Housing
67 Production Plan.E. Goldberg noted inclusionary zoning and unique ways to address Affordable Housing less
68 controlled by the state.
69 Lisa Roberts 31 Bridges Lane: Agreed with library comments; requested cell towers be addressed in the Master
70 Plan by planning designated areas for them.
71 Christina Minicucci 12 Lavender Circle: Requested an explanation of the difference between the Master Plan and
72 implementation process.
73 E. Goldberg: Added housing goal which is to review and evaluate the impacts of the Master Plan or diversification
74 for housing on existing town services and infrastructure;the data is there.
75 E. Halvorsen: Explained the content and background of the Plan lays the foundation; the implementation matrix is
76 intended as a summary checklist or abbreviated version of the text document. Board addressed land use goals,
77 commented on graphics re: site maps emphasizing clarity and the watershed. P. Boynton noted the Lake as a
78 resource and financial asset to the Town; it should be addressed as well as its measurable current quality.

81 NEW PUBLIC HEARING: Merrimack College,315 Turnpike Street,Felipe Schwarz: Application for
82 Special Permit—Site Plan Review under sections 8.3 and 10.3 of the North.Andover Zoning Bylaw. The
83 Applicant proposes rehabilitation of the existing parking lot along Ahern Road between Turnpike Street and
84 Sullivan Hall/Mendel Science Center, consisting of the repair of existing pavement, revised lot and drive layout
