Dear Ms. Oldham and Board Members:
Per your request, I have conducted a technical review of the February, 2017 Watershed
Special Permit Application packet for the above-referenced project, prepared by Hudson
Design Group, LLC on behalf of Courtney& Carl Aquilina. The nrop�se pyo pct calls for a
656 sf a dition an exs i in le-family.home and a Stormtech SC-310 infiltration chamber
to recharge roof drainage from the addition. The proposed work is located within the Non-
Disturbance Zone of the Watershed Protection District. My comments on the application are
outlined below:
1. The Special Permit Application references two plans that were not included in the
materials I received; a 2/6/17 Proposed Addition Plan by Donohoe Survey, and
2/14/17 Construction Drawings by Hudson Design Group, and it does not reference
the 3/1/17 Watershed Special Permit Plan that I did receive.
2. The Application indicates that the lot was created in 1960, therefore the
Conservation Zone shown on the plan is not applicable, and the Non-Disturbance
Zone should be shown as being from 100 to 325 feet from the wetland and 250 to
325 feet from the high water mark of Lake Cochichewick (for lots created prior to
October 24, 1994). It appears that the DroDosed.work would still_be entirely within
the Non-Disturbance Zone.
3. The boundaries of the Watershed Zones are based on the horizontal setback from the
edge of wetland resource areas, as defined by the Wetlands Protection Act and the
North Andover Wetland Bylaw. It should be confirmed that the wetland boundary
shown on the plan has been confirmed by the Conservation Commission, e.g.
through an ANRAD or NOL
4. The proposed project is a use allowed within the Non-Disturbance Zone by Special
Permit under Section 4.136 (3)(c) of the Zoning Bylaw, and includes appropriate
measures to recharge the runoff from the additional impervious area. The NRCS soil
map indicates that the soils on the site are Charlton fine sandy loams, (Hydrologic
Soil Group B), which should be well suited to infiltration. I do recommend
confirmatory soil testin at the time of s stem installation to veri soil suitability m
thatarticular location.
