NOTICE OF DECISION(INSUBSTANTIAL CHANGE)

PROJECT
On March 21, 2017 the Planning Board approved a Watershed Special Permit for the construction of a
656 square foot addition to the single story ranch house in the Non-Discharge Zone. The project is located
within the Residential 1 (R-1)Zoning District.
On September 12,2017 the Applicant requested an Insubstantial Change to use a temporary construction
entrance that leads to Great Pond Road. This construction entrance would be located where the original
driveway for the house was constructed. The driveway was relocated in 2004 to Brentwood Circle due to
dangerous site lines.
On September 6,2017 the Division of Public Works issued a permit for the temporary driveway. Crushed
stone is being used on the driveway and hay bales are being used across the width of the driveway to
provide proper erosion control. When the construction entrance is being used there is signage to warn
drivers on Great Pond Road. Additionally, Wetlands and Land Management,Inc. confirmed that the
opening to the temporary construction access is over 165 feet aware from the wetlands across Great Pond
Road.
Once the project is completed the construction entrance will be removed and the area will be returned to
its natural state. Fertilizers are limited to those which are either organic or slow-release nitrogen and
phosphorous-free,non-organic pesticides and herbicides use are prohibited.
FINDINGS
The proposed changes are deemed to be Insubstantial and do not alter either the intent or the conditions of
the original Watershed Protection District Special Permit.

Dear Rebecca,
We request a change to the Watershed District Special Permit dated March 21, 2017 for a
temporary construction access using the property's original driveway. This driveway was off of
Great Pond Road until 2004 when it was relocated to off of Brentwood Circle.
On September 6, 2017 the Division of Public works issued a permit for the temporary construction
access, see attached. There is no change in grade from the original driveway and when in use
signage is being used to warn drivers on Great Pond Road of the temporary entrance. Crushed
stone has been spread and at the top hay bales have been placed across the width of the access.
Also on September 6, 2017 Wetlands and Land Management, Inc. confirmed that the opening to
the temporary construction access is roughly 165 feet from the wetlands across Great Pond Road
located at 0 Great Pond Road (property ID 063.0-0021-0000.0).
