Dear Ms. Oldham:
On behalf of the Town of North Andover, TEC, Inc. conducted a technical review of the May 2017
Special Permit Application for the proposed project to be located at 175 Salem Street. Peter and Arlene
Devlin `Applicant') submitted the following documents, which TEC reviewed for conformance with
Section 4.136"Watershed Protection Division"of the Town of North Andover Zoning Bylaws:

Upon review of the documents and plans, TEC has compiled the following comments for the Board's
consideration:
1. TEC has reviewed the Plot Plan of Land as noted above and agrees with the delineations shown
for the Watershed Protection buffer zones including the 100-foot Non-Disturbance Zone, and
the note stating that the entire lot is located within the 325-foot Non-Discharge Zone(lot-

Section 4.136.4.c.ii(6) of the Town of North Andover Zoning Bylaws.

prior to any site work
6. The Applicant proposes to construct a garage addition with a footprint of 576 square feet and to
expand the driveway pavement area (untreated) by 250 square feet. To mitigate the additional

8. TEC recommends that the use of lawn care products on the site be limited to organic or slow-
release low nitrogen and low phosphorus fertilizers and the use of coal tar-based pavement
sealants is prohibited, as noted on the plan.

At the Planning Board meeting, one member asked about snow storage area next to the proposed garage
and providing some landscaping (i.e mulch berm). The area next to the garage will be either grassed or a
porous surface such as crushed stone to allow snow melt to infiltrate into the ground. All the work is
outside the 100 foot wetland buffer zone. The applicant
