No response required. 4. It is our understanding that Jennifer Hughes, North Andover Conservation Agent, has reviewed and approved the wetland delineation shown on the plan. 5. The site plan has been revised to show the proposed limit of work (see enclosed plan). 6. Per Section 4.136.4.c.iii of the North Andover Zoning Bylaw I certify that there will not be any significant degradation of the quality or quantity of water in or entering Lake Cochichewick. 7. T0652.06 Re: Peer Review #1 Watershed Special Permit Application 102 South Bradford Street, North Andover, MA Dear Ms. Oldham: On behalf of the Town of North Andover, TEC, Inc. conducted a technical review of the March, 2017 Special Permit Application for the proposed project to be located at 102 South Bradford Street. Greg Penney ("Applicant's submitted the following documents, which TEC reviewed for conformance with Section 4.136"Watershed Protection Division"of the Town of North Andover Zoning Bylaws: • Site Plan of Land, 102 South Bradford Street, North Andover, MA, prepared by The Morin- Cameron Group, Inc., dated March 20, 2017, revised March 24, 2017; • Special Permit—Watershed Permit Application, 102 South Bradford Street, North Andover, MA, prepared by Greg Penney, not dated; • Plan of Land, 102 South Bradford Street, North Andover, MA, prepared by Scott L. Giles Frank S. Giles Surveying, dated June 2, 2003. Upon review of the documents and plans, TEC has compiled the following comments for the Board's consideration: 1. TEC has reviewed the Site Plan of Land as noted above and is in agreement with the delineations shown for the Watershed Protection buffer zones including the 75-foot Conservation Zone, 150-foot Non-disturbance zone, and 400-foot Non-discharge zone. 2. A corner of the proposed addition is located within the 150-foot Non-Disturbance Zone. The proposed addition is a use allowable by Special Permit in accordance with Section 4.136.3.c.ii(6) of the Town of North Andover Zoning Bylaws because the addition will expand the gross floor area of the structure by less than 25%. The project includes appropriate measures to recharge the runoff from the additional impervious area. 3. The building addition and stormwater infiltration system is proposed within the 400-foot Non- Discharge zone. The sub-surface discharge is a use allowable by Special Permit in accordance with Section 4.136.b.ii(1). The Applicant has performed a test pit onsite and confirmed that the soils on the site are a loamy sand, which is well suited for infiltration. 4. Section 4.136.4.c.ii(2) of the Town of North Andover Zoning Bylaws states that the edge of all wetland resource areas are to be confirmed by the Conservation Commission if the edge of Plan I Permit I Design I Construct Ms. Rebecca Oldham 102 S. It should be confirmed that the wetland boundary shown on the plan has been confirmed by the Conservation Commission. 5. The Applicant should revise the plans to delineate the proposed limits of work in accordance with Section 4.136.4.c.ii(6) of the Town of North Andover Zoning Bylaws. 6. The Application requires a written certification by a Registered Professional Engineer, or other scientist educated in and possessing extensive experience in the science of hydrology and hydrogeology, stating that there will not be any significant degradation of the quality of the or quantity of water in or entering Lake Cochichewick in accordance with Section 4.136.4.c.iii. of the Town of North Andover Zoning Bylaws. 7. The Site Plan calls for roof downspouts with a screened pipe cap to prevent leaves and other debris from entering the system and causing a blockage. An overflow scupper has been provided as part of the downspout which will direct overflow onto the pervious lawn area to promote further infiltration and reduction in runoff. 8. At the rear of the proposed additions, it appears that there is a potential for stormwater runoff to flow to the northeast of the existing pool. TEC recommends that the Applicant install silt sock erosion controls in this area similar to what has been proposed at the front of the property. 9. TEC recommends that the use of lawn care products on the site be limited to organic or slow- release low nitrogen and low phosphorus fertilizers and the use of coal tar-based pavement sealants is prohibited. 10. Overall, TEC believes that the proposed subsurface infiltration system has been adequately designed to mitigate the stormwater runoff from the additional impervious area of the proposed building addition.
