HomeMy WebLinkAbout2013-06-04 Planning Board Supplemental Materials (28) CONSERVATION DEPARTMENT Community Development Division June 3, 2013 Bill Karras 316 Great Pond Road North Andover, MA 01845 RE: Selective removal of ten (10) trees within the buffer zone of a wetland resource area. This is a follow up letter pertaining to your request to remove ten (10) trees at 316 Great Pond Road. The trees were identified during a site visit by the Conservation Department on May 14, 2013. Six (6) trees (varying species) are within the 25’ No-Disturbance Zone pursuant to the North Andover Wetlands Protection Bylaw (C. 178 of the Code of North Andover). Removal of vegetation, including pruning and cutting, is prohibited within the No-Disturbance Zone except in rare circumstances, such as for safety. Four (4) out of the six are multi-trunk trees and only the trunks which lean heavily over the yard are permitted to be removed (see conditions requiring the marking of trees prior to cutting below). The remaining four (4) trees which are permitted to be removed are more than 25’ from the wetlands (see attached photos). Due to the potential danger imposed by the trees, the Conservation Department will permit the removal to prevent possible injury or property damage. Six of the trees are leaning heavily over the yard and pose a safety hazard. The other four trees are dead and pose a hazard to the house. These cutting activities shall be limited to the trees identified and shown in the attached photographs. *The wetlands on the property have not been delineated, as such the wetland distances are approximate. The approved cutting will be subject to the following conditions: Prior to the start of the tree work, the trees are to be marked by brightly colored tape and the Conservation Department is to be contacted to conduct a pre-cutting inspection of the marked trees to ensure that only the approved trees are removed. The work approved in this letter shall be completed by November 1st, 2013. Machinery shall not enter the 25’ No-Disturbance Zone. No work shall occur in resource areas. All tree limbs, brush, and other debris materials shall be taken off site and disposed of properly. The stumps of all trees shall not be removed and shall be left in place. Stumps may be ground down or cut flush with the landscape. Care shall be taken to prevent damage to surrounding trees during removal of the approved trees. Upon completion of the tree removal, all disturbed areas shall be properly stabilized. The applicant shall notify this department immediately following completion of work for a final site inspection. Areas within 100-feet of wetland resource areas shall remain in a natural state and no further vegetation shall be removed without the prior approval of the Conservation Department/Commission.
