REASONS TO SUPPORT SELECTMEN’S AMMENDMENT TO CDD1 ZONE
1. Consistent with Town’s public policy of enhancing Commercial Revenue
a.Projected $35,000 plus in new commercial revenue to Town to support
police dept., fire dept., schools, and other town services.
b.Residual advantages of jobs and having people spend locally.
c.Located in an area surrounded by commercial development with
existing water and sewer infrastructure.
d.Town takes advantage of extra meal tax revenue.
2.Consistent Zoning with other adjacent commercial uses and uses in Town.
a.Properties adjacent to us can be used as drive-thru banks, car washes,
and restaurants. We should be afforded same rights.
b.Eleven (11) drive thru uses on Rt. 114 from Boston Market to
Stop&Shop.
c.Represents the highest and best use of property and the use that
developers inquire about when examining our properties.
3.Our proposal compares favorably to other drive-thru uses in town.
a.Larger buildable lot.
b.More street frontage
c.More parking
When compared to other drive-thru uses in town and to the proposed drive-
thru Dunkin’ Donuts and 3 stall drive-thru bank on Rt. 125 at this year’s town
meeting, our site is suited well for a similar use.
Our proposed use would be both a benign use on an already heavily traveled
and commercially developed highway, and consistent with other adjacent
permitted uses that surround our properties.
4. Jump Starts Commercial Development within CDD1 Zone.
a.When created in 2006 it was estimated the CDD1 zone would create
$800,000 - $1.2 million in additional commercial revenue to North
Andover. To date no commercial development within the zone exists.
To date, based upon those projections, the Town is short $4.8 million to
$7 million in much needed revenue.
5. Additional Considerations
a.Not a destination spot, rather a pass by location.
b.Natural Screening Buffer
c.We can control design of building and set standard for architectural
design along the Route 114 CDD1 corridor with no drain on Town
services.
d.Still needs to go through the permitting process.
e.Encourages smaller lots to combine their lots with others, which reduces
the number of cub cuts off of Rt. 114 in order to lessen traffic
congestion.
