HomeMy WebLinkAbout2012-06-05 Planning Board Supplemental Materials (108) Summary of Community Preservation Projects 2012 Town Meeting Stevens Estate: Restoration of Exterior Walls - $206.2K  Refurbishment and refacing of brick exterior caused by water damage  Among top priorities from recent Stevens Estate facilities review Stevens Estate: Window Replacement (Phase III) – $101.3K  Replacement of very old and inefficient building windows  Will provide significant reduction in heating costs and prevent further damage to facility  Among top priorities from recent Stevens Estate facilities review Restoration of Historical Town Records (Phase V) - $40K  Part of ongoing initiative to restore and preserve historical town records and to make them available on-line Stevens Library: Refurbishment of Main Door - $22K  Restoration of main door to library  Part of ongoing restoration program for library (roof, stairway, walkway and window work funded in prior years Old Burying Ground: Restoration of Grave Stones (Phase II) - $20K  Refurbishment of remaining grave stones at the original town cemetery Ridgewood Cemetery: Restoration of Main Gate - $15K  Restoration of historically significant main gate  Ridgewood provides a quasi-municipal service as it is the only non-sectarian cemetery in North Andover Assessment and Restoration of Historical Monuments - $15K  Evaluation of status of all historical monuments within North Andover and restoration as required Veteran’s Housing Restoration - $475K  Replacement of siding, steps, doors and bulkheads of housing project for veterans  Part of ongoing initiative to upgrade and restore affordable housing projects in North Andover Foulds Terrace Renovation - $375K  Replacement of windows, doors and siding for senior housing project  Part of ongoing initiative to upgrade and restore affordable housing projects in North Andover 623 Osgood Street: Purchase of Conservation Land - $1,400K  The Ousler property, located at 623 Osgood Street, is composed of about 16.3 acres of open meadows and woodlands directly adjacent to the Town owned properties of Osgood Hill/Stevens Estate and Half Mile Hill.  The Community Preservation Committee is considering purchasing 15.0 – 15.2 acres of the parcel (excluding the existing house and associated lot).  The Committee believes that this is an important and valuable open space purchase for the Town for the following reasons: This property is an integral part of the open space corridor from Osgood Hill to o Half Mile Hill The parcel provides excellent trail access through over 300 acres of existing open o space along a path close to Osgood Street. This purchase would preserve beautiful meadows and paths through the property o (particularly the view from Osgood Street). This land provides an excellent location for a parking area directly off Osgood o Street – thus making access to Osgood Hill and the entire open space corridor more accessible to town residents.  The appropriation includes funds for legal and closing costs as well as the construction of a parking lot.  The final purchase price must be supported by an independent appraisal.
