PUBLIC HEARING

NEW PUBLIC HEARING, 171 Brentwood Circle: Application for a Watershed Special Permit
9
for installation of an inground swimming pool, concrete deck/patio, chain link fence, associated
10
grading and utilities within 100 feet of a Bordering Vegetated Wetland.

J. Tymon: Part of the project is within the Non-Disturb Zone and part of it is within the Non-
12
Discharge Zone. Currently the backyard is basically lawn. There are wetlands south of the
13
property and mostly on the east of the property. The Conservation Commission has asked the
14
applicant to move the project a few more feet from the wetlands. L. Eggleston’s review was
15
received today and there are a few comments that need to be addressed. The lot was created prior
16
to 1994. With a Special Permit in the Non-Disturb Zone you can build a permanent structure,
17
build an addition of a certain size, re-grade, and perform vegetation cutting. The Non-Discharge
18
Zone is less restrictive.

Jack McQuilkin, Registered Engineer JM Associates: Described the existing conditions,
20
topography, and project scope. The proposed pool is 20’ at its widest x 38’ with a concrete pool
21
deck approximately 60’ x 25’. Five isolated trees would have to be removed. A four foot chain
22
link fence is proposed along the tree line. A 1.5’ x 1’ infiltration trench is proposed to collect
23
water that previously infiltrated into the ground. This trench meets the stormwater management
24
requirements for infiltration.

R. Rowen: Will fill be required to level the land given the 10 degree slope in the backyard?

J. McQuilkin: Yes, the highest point for fill is approximately 3.5’. The stock pile area is
27
located outside of the Non-Disturb Zone.

M. Colantoni: What are best management practices to protect the watershed from
29
swimming pool water and chemicals?

J. McQuilkin: There is a cartridge filter. There is no backwash, it is a closed system.

J. Tymon: Will contact L. Eggleston to discuss best practices for draining the pool to either
32
winterize it and, if ever needed, to empty it for maintenance.

L. Rudnicki: Requested the applicant confirm with the Building Department that a four foot
34
fence meets code.

J. Simons: Resolve the concerns with L. Eggleston’s comments and answer the best practice
36
questions related to draining the pool. This should be voted at the next meeting.

motion was seconded by L. Rudnicki. The vote was unanimous.
