First, it will be quite expensive to either buy or contract the type of equipment required to maintain the storm septers. Believe me | would welcome avactor truck in the fleet, which is what is required to clean out these. However, I can not justify the $320 to $380,000 that these cost with all the other priorities vve have for capital needs. | have even teamed with Andover for an innovative grant to buy one together tonoavai|. Further,we have,through the Water Treatment Plant for cleaning wetwells,to contract these services and the latest bid was$435/hr. VVe are looking into alternatives. That is the basis for our concern over costs. Second, | feel it will set a dangerous precedent since we have not agreed to maintain these in the past. | realize vve want to promote LID measures so maybe an alternative is to look into a program similar tothe sidewalk fund or sewer mitigation and direct into escarole accounts money to maintain these. | think the worst thing would be to require these and then they are not maintained properly. He still wants usto maintain the stormceptor. My comment was: "me don't have personnel or equipment to maintain them and have required private developers in the past own & maintain them." | think Judy's position is that vve should maintain them. The board's decision will affect our work load/responsibilities/costs. Do you want to weigh inonthis? Obviously our client's position is that the Town should maintain the Stormceptor and not the homeowners association. This is an issue for the Board to resolve in the decision.
