T0652.11 Re: Peer Review #1 Watershed Special Permit Application 500 Great Pond Road, North Andover, MA Dear Ms. Oldham: On behalf of the Town of North Andover, TEC, Inc. conducted a technical review of the July 12, 2017 Special Permit Application for the proposed patio located at 500 Great Pond Road. North Andover Country Club ("Applicant's submitted the following documents, which TEC reviewed for conformance with Section 4.136"Watershed Protection Division"of the Town of North Andover Zoning Bylaws: • Site Plan of Land, 500 Great Pond Road, North Andover, MA, prepared by The Moran- Cameron Group, Inc., dated July 11, 2017; • Rob Bramhall Architects Plan, prepared by RBA, dated May 1, 2017; • Special Permit—Watershed Permit Application, 500 Great Pond Road, North Andover, MA, prepared by The Moran-Cameron Group, Inc., dated July 12, 2017; Upon review of the documents and plans, TEC has compiled the following comments for the Board's consideration: � 1. TEC has reviewed the Site Plan of Land as noted above and agrees with the delineations shown for the Watershed Protection buffer zones including the 250-foot Non-Disturbance Zone from Lake Cochichewick, and the buffer zones associated with the Bordering Vegetated Wetlands (lot created prior to October 24, 1994). Applicant should verify with the North Andover Conservation Commission if the Riverfront Area Buffer Zones applies to the project. ,/'2. The proposed patio with associated landscaped areas and retaining wall is located within the 250-foot Non-Disturbance Zone. The proposed patio is a use allowable by Special Permit in accordance with Section 4.136.3.c.ii(3) of the Town of North Andover Zoning Bylaws only after a variance has been granted by the Zoning Board of Appeals (ZBA). The Applicant has indicated that a variance is being requested from the ZBA. 3. The Applicant also seeks a Special Permit for proposed grading and sub-surface infiltration system (Section 4.136.3.c.ii(1) and (5)) within the Non-Disturbance Zone. 4. Applicant should confirm if a permit is required with the North Andover Conservation Commission for work proposed within the MassDEP Zone A (MassDEP 310 CMR 22.00). The Applicant has indicated that the project is not within the jurisdiction of the Conservation Plan I Permit I Design I Construct Ms. Rebecca Oldham 500 Great Pond Road — Peer Review July 31, 2017 Page 2 of 2 Commission and therefore no application has been filed with the North Andover Conservation Commission. 5. Section 4.136.4.c.ii(2) of the Town of North Andover Zoning Bylaws states that the edge of all wetland resource areas are to be confirmed by the Conservation Commission if the edge of wetland resource area is within four hundred (400) feet of any proposed activity. It should be confirmed that the wetland boundary shown on the plan has been confirmed by the Conservation Commission. 6. The proposed 850 square foot patio is proposed to be made of permeable pavers. Runoff will ✓ infiltrate through the pavers into a 850 square foot stone infiltration bed below the patio. The bottom of the infiltration bed should be constructed flat (or sloped at 2% max) to promote infiltration and increase recharge volume. If constructed in this manner, the infiltration bed will be sized to handle a 1" rainfall (70 cubic feet) meeting industry standards. 7. TEC recommends that an Operation and Maintenance Plan be submitted to maintain the permeable paver patio and walkway. 8. TEC recommends that the use of lawn care products on the site be limited to organic or slow- release low nitrogen and low phosphorus fertilizers and the use of coal tar-based pavement sealants is prohibited. At first glance I did not realize it would have these utility connections. The utility connections should be called out on the plan so we can understand the full limits of work. It appears TEC's major comments revolve around input from the Conservation Commission and if there is a need for Conservation review/approval. The project is located outside the Commissions review and I believe the Conservation office has already inspected the site and wetland delineation. Have you received anything from the Conservation office regarding their review/approval of the wetland line or their verification that a filing with the Conservation Commission is not required? TEC also had a comment regarding maintenance of the paver patio and walkway. This type of structure is unique with regards to maintenance versus your more typical drainage structures. Could you please forward the attached O & M plan to TEC for their review. If this O & M Plan is acceptable can you include the O & M Plan as part of the application or do you need a formal response to TEC's letter? If you have any questions please give me a call.
