EXECUTIVE SESSION: The Executive Session convened at 7 :00 p.m.
ATTENDANCE: The following were present: Rosemary Smedile, Chairman; James Xenakis;
Wendy Wakeman; Donald Stewart; Mark J.T. Caggiano; Mark Rees, Town Manager; Ray Santilli,
Assistant Town Manager; Thomas Urbelis, Town Counsel; Robert Nicetta, Building Inspector; and William
Dolan, Fire Chief.
The Board of Selectmen was individually polled and each voted to move into Executive Session. Vote:
Wendy Wakeman yes; Donald Stewart yes; Mark Caggiano yes; James Xenakis yes; Rosemary Smedile
yes. Vote approved 5-0.
Pending Litigation: Campion Hall
Thomas Urbelis gave an update on the recent developments on Campion Hall. Attorney Robert E.
Bartlett, Jr. has asked on behalf of the owner,for a six-month extension to finish the required work
ordered by the court judgment, because of harsh winter conditions. His letter also states that the
Technical Training Foundation is working with Hearthstone Realty Corporation, for development plans for
a project under the Mass General Laws, Chapter 40B.
Bob Nicetta, Building Inspector, did an inspection of the property on April 27, 2003, His conclusion was
that some of the exterior work might have been held up because of the harsh winter conditions; however,
interior work could have been completed. Overall less than 5%of the work required by the judgment to
be completed by now has not been completed. Clearly they have not complied with the judgment.
Mark Rees, Town Manager said that the Town could go back to court to pursue completion of work. A
^ major concern was a public safety issue.
Thomas Urbelis recommended that Chief Dolan do an inspection of the property for safety issues and
report back to the Board at their next meeting.
Mark Caggiano made a MOTION, seconded by Donald Stewart, asking Fire Chief Dolan to inspect
Campion Hall property for safety issues and report back to the Board next week.
Vote approved 5-0.
ADJOURNMENT:
Wendy Wakeman made a MOTION, seconded by Donald Stewart, to move out of Executive Session.
Vote approved 5-0.
