^ EXECUTIVE SESSION: The Executive Session convened at 9:30 p.m.
ATTENDANCE: The following were present: Rosemary Smedile, Chairman; James Xenakis;
Wendy Wakeman; Donald Stewart; Mark J.T. Caggiano; Mark Rees, Town Manager; Ray Santilli,Assistant
Town Manager; Thomas Urbelis,Town Counsel; Kenneth Kimmell, Special Counsel; and Robert Nicene,
Building Commissioner.
Wendy Wakeman made a MOTION, seconded by Mark Caggiano, to take Rocket Entertainment and TBI, Inc.
out of order. Vote approved 5-0.
Pending Litioatiom Rocket Entertainment and TBI Inc.
Special Counsel Kenneth Kimmell and Town Counsel Thomas Urbelis reviewed a proposed host community
agreement presented by the Thomson family. This would be a preliminary agreement should the Thomsons
receive necessary approvals from the Board of Health and the state for the operation of a transfertrecycling
facility.
The Selectmen asked many questions concerning the agreement and proceeding forward with negotiations.
The Town Manager made recommendations and suggested that the Board discuss the options in the
agreement and add or make additional changes. This is preliminary and contingent on approval of the Board
of Health and State Department of Environmental Protection.
Wendy Wakeman made a MOTION, seconded by Mark Caggiano, to further consider entering into such an
agreement authorizing Attorney Urbelis and Attorney Kimmell to continue to negotiate with the Thomson
family and TBI, Inc. Vote approved 5-0.
Wendy Wakeman made a MOTION, seconded by James Xenakis, to appoint a subcommittee of Selectmen
^ Caggiano and Smedile to work with Attorney Kimmell and Attorney Urbelis to draft the preliminary agreement
with Thomson family and TBI, Inc. Vote approved 5-0.
Pending Litigation: Campion Hall
Town Counsel Thomas Urbelis gave an update on the continuing work being done at Campion Hall. The
Technical Training Foundation has engaged a new attorney Arthur J. McCabe.
Fire Chief William Dolan did another inspection of the property and that all of the issues related to the fire
department in both the main house and carriage house have been addressed at this time.
Building Commissioner Bob Nicetta said the brick retaining wall running from the mansion to the garage still
present a danger and the required temporary 6'fence has not been installed. The demolition of the
chimneys has been delayed because of surface water and wet ground conditions. This matter will be
addressed if weather conditions improve within the next three weeks.
Selectman Caggiano suggested that Town Counsel send Technical Training Foundation's attorney a letter
stating the final demands for completion.
Town Counsel suggested giving them two weeks and to revisit the progress at the Boards' next meeting on
June 16,2003.

Wendy Wakeman made a MOTION, seconded by Mark Caggiano to ADJOURN Executive Session at 10:30
PM. Vote approved 5-0.
