EXECUTIVE SESSION: The Executive Session convened at 7:00 p.m.
ATTENDANCE: The following were present:Wendy D. Wakeman, Chairman; Rosemary Smedile;
James Xenakis; Donald Stewart; Mark J.T. Caggiano; Mark Rees, Town Manager; Ray Santilli,Assistant
Town Manager.
The Board of Selectmen was individually polled and each voted unanimously to move into Executive
Session. Vote approved 5-0.
Review Police Officer Candidates.
The Police Department completed the background investigation of the candidates for the three vacant
police officer positions. Ray Santilli gave a briefing of the background process and the changes in the
Civil Service procedure for extending conditional offers of employment. A different process was
implemented than in previous years. Civil Service requires that the Board must take the candidates in the
order as they appear on the list. The Board could not bypass a number one candidate without giving
legitimate reasons. There are eight eligible candidates on the list.
Chief Stanley said that this was the best process for background checks. It gave him the opportunity to
get to know the candidates very well. He commended Ray Santilli, Lieutenant Gallagher and Detective
Cronin for their work.
Donald Stewart said that he did not know any of the candidates. In the past he would play softball with
possible candidates and get to know them on a social level,which would reflect their personality.
^ Donald Stewart and James Xenakis said the elected officials of the Town should be able to choose the
candidates. They would like to meet and interview each of the candidates before making a decision.
They requested a detailed package of each candidate before their next meeting and to setup a special
meeting to interview the candidates.
Rosemary Smedile made a MOTION, seconded by Donald Stewart, to interview the three top candidates
at a meeting determined by the Town Manager. Vote approved 5-0.
ADJOURNMENT:
Rosemary Smedile made a MOTION, seconded by Donald Stewart, to move out of Executive Session.
Vote approved 5-0.
