5 Meeting began at 7:05 pm.

7 PUBLIC HEARINGS
8 McEvoy Field, 100 Chadwick Street: Application for Special Permit - Site Plan Review.
9 Applicant proposes renovation of an existing recreational facility that replaces three (3) youth
10 softball fields and two (2) youth soccer fields, adds a field underdrain and irrigation system, an
11 off-street gravel parking area, a stonedust loop walkway, and a restroom/concession/storage
12 building,replaces the play equipment with a larger playground and replaces a full basketball
13 court with a half court.
14 J. Tymon: The applicant's engineer has responded to each of L. Eggleston's comments and has
15 submitted revised plans. L. Eggleston has reviewed the response. A draft Decision has been
16 prepared.
17 MOTION
18 A motion was made by M. Colantoni to close the public hearing for McEvoy Field, 100
19 Chadwick Street. The motion was seconded by D. Kellogg. The vote was unanimous, 6-0 in
20 favor.
21 Draft Decision reviewed.
22 Gene Willis, Town Engineer: The DPW plans to use in-house personnel to monitor the project.
23 MOTION
24 A motion was made by D. Kellogg to approve the Special Permit-Site Plan Review for McEvoy
25 Field, 100 Chadwick Street, as amended. The motion was seconded by R. Rowen. The vote was
26 unanimous, 5-0 in favor. J. Simons abstained.

28 1630 Osgood Street, Act Theater Company: Application for Special Permit—Osgood Smart
29 Growth Overlay District. Applicant proposes conversion of existing warehouse space to
30 performing arts center in the Industrial 2 Zone (I-2) and in the Osgood Smart Growth Overlay
31 District.
32 J. Tymon: The applicant requested to withdraw the application today. They have decided not to
33 pursue this particular site.
34 MOTION
35 A motion was made by R. Rowen to allow the applicant for 1630 Osgood Street, Act Theater
36 Company,to withdraw their application without prejudice. The motion was seconded by D.
37 Kellogg. The vote was unanimous, 6-0 in favor.

42 A motion was made by L. Rudnicki to approve the January 7, 2014 meeting minutes. The
43 motion was seconded by M. Colantoni. The vote was unanimous, 6-0 in favor.

45 MISCELLANEOUS
46 J. Tymon: Zoning bylaws for Wind Turbines and Medical Marijuana are being drafted. These
47 can be reviewed and discussed at the next meeting. After the Planning Board has their
48 discussion it may be a good idea to review them with the Board of Selectmen. The Planning
49 Board public hearing is usually in March.

53 A motion to adjourn the meeting was made by R. Rowen. The motion was seconded by M.
54 Colantoni. The vote was unanimous, 6-0 in favor.
