Meeting Minutes
September 18,2018
Town Hall Conference Room 2
Present: Laurie Burzlaff,George Keohler, Roger Lawson, Robert Bernardin,Joan Fitzgibbons,Christopher Jee and Jean Enright
Absent: Richard Vaillancourt
Meeting was called to order at 6:12 p.m.
Christopher Jee was introduced. He was appointed as a Trustee to replace Stephen Bernard.
Approval of Minutes from Mav 8,2018 Motion made by George Koehler,seconded by Robert Bernardin,to approve the meeting
minutes of May 8, 2018. Motion approved 5-0-1. Mr.Jee abstained.
Treasurer's Report
Robert Bernardin provided the Trustees with the financial summary.
Update on 13 Annis Street
Laurie Burzlaff stated that a qualified buyer for the property at 13 Annis Street has still not been found. . Since the house is in the
impacted area,another application seminar will not be scheduled until the crisis is over.Yesenia Gil of Bread &Roses Housing has
indicated that there is a need for a financial literacy course for our residents and she is working with Merrimack College to provide a
training. Ms. Burzlaff asked if the trustees would be interested in providing funding for a financial literacy course, if needed. Robert
Bernardin made a motion,seconded by Roger Lawson,to provide$1,000 for a financial literacy course, if funds are needed. Motiona
approved 6-0.
Discussion regarding AHT Action Plan,Housing Production Plan and Master Plan
Jean Enright provided an overview of the Master Plan and the Housing Production Plan. The Trustees reviewed the action items in
the Housing Production Plan that were assigned to the Affordable Housing Trust.The Trustees will discuss at the next meeting which
items they agree they should do and what priorities are.The Trustees will also discuss whether the Housing Production Plan will be
their Action Plan or if they want to create a separate action plan.
MassSave Program for Seniors
Laurie Burzlaff gave an update on the MassSave Program and how we can help seniors make repairs to their homes to make them
more energy efficient. A notice was sent in the quarterly newsletter that goes out with the tax bills.
HOME funds update
Laurie Burzlaff explained that the Town was able to get the HOME funds from last year and this year to be used for a rental based
assistance program that will be administered by Greater Lawrence Community Action Council.The amount of the funding from
HOME was$72,578.00.
