HomeMy WebLinkAbout2006-12-18 Board of Selectmen Executive Minutes BOARD OF SELECTMEN EXECUTIVE MINUTES December 18, 2006 EXECUTIVE SESSION: The Executive Session convened at 7:05 p.m. ATTENDANCE: The following were present: Thomas Licciardello, Chairman; Daniel P. Lanen; Mark J.T. Caggiano; Rosemary Connelly Smedile, Mark Rees,Town Manager; Ray Santilli, Assistant Town Manager. The Board of Selectmen was individually polled and each voted to move into Executive Session. Vote approved 4-0. Pending Litioation: Plisinski vs North Andover Town Counsel Thomas Urbelis presented a Settlement Agreement and Release of the Plisinski suit for the Board to review. The Conservation Commission authorized the Chairman to sign the Agreement. The Board was asked to vote on this Agreement. Rosemary Smedile made a MOTION, seconded by Mark Caggiano, to approve the Agreement. Thomas Licciardello yes, Rosemary Smedile yes, Mark Caggiano yes, Daniel Lanen yes. Vote 4-0. Note: James Xenakis arrived at 7:15 p.m. Mass Health Care Reform Law—Eligibility Change Effective January 1, 2007, Mass Health Care Reform Law (Chapter 58 of the Acts of 2006) becomes effective. The new law provides for dependent coverage for full-time students up to the age of 26 and for non full-time students up to the age of 21. Previously, the limits were up to the age of 24 for full-time students and up to the age of 19 for non full-time students. BCBS, the town's health insurance carrier, has determined that self-funded accounts may choose to opt out of this requirement prior to its effective date. Since the town of North Andover is self-insured and pays strictly based on claims fled,the Board of Selectmen is requested to formally vote the town's decision to either participate or opt out of this dependent eligibility change provision. Daniel Lanen made a MOTION, seconded by Mark Caggiano, to opt out of age limits and cover full-time students up to age 24 and non full-time student up to age 19. Vote approved 5-0. The Greenery The Town Manger received a letter from John Mannix current owner of the property(where the former Greenery was located)at 5M1 Park Street, 75 Park Street and 290 Osgood Street, a total of 2.58 acres. The owner is preparing to hold an auction in early 2007 and wanted to know if the town of North Andover was interested in acquiring the property. The Board of Selectmen requested the Town Manager to send a letter to the North Andover Housing Authority,the Housing Partnership Committee, Community Preservation Committee and to Community Development to see if there was any interest in the property. Collective Bargaining ADJOURNMENT: Rosemary Smedile made a MOTION, seconded by Mark Caggiano, to move out of Executive Session. Vote approved 5-0. Respectfully submitted, /" Adele J.
