EXECUTIVE SESSION: The Executive Session convened at 7:00 p.m.
ATTENDANCE: The following were present: Chairman Tracy M.Watson; Clerk Rosemary Connelly
Smedile;William F. Gordon; Richard Nardella; Daniel Laren, Town Manager Mark Rees; Assistant Town
Manager Ray Santilli.
The Board of Selectmen was individually polled and each voted to move into Executive Session. Vote
approved 5-0.
Note: Town Counsel Thomas Urbelis and Chairman of Conservation Commission Jack Maxon were
present.
Real Estate Matter Windrush Farms
Town Counsel Thomas Urbelis provided all the documents and proposed votes for the Board's
consideration in connection with the purchase of the Windrush Farm land and Conservation Restriction.
The Board was asked to approve and sign the following documents:
1. Purchase&Sales Agreement between the Trust for Public Land as Seller and the Town of North
Andover as Buyer for the purchase of 160 acres in fee and a Conservation Restriction over
approximately 26 acres of land known as Windrush Farm.
2. To accept the deed from TPL or Marjorie M. Kittredge.
3. To accept the Conservation Restriction from Kittredge on the 26 acre parcel
4. To grant the donated Conservation Restriction on the 160 acre fee parcel to Essex County
Greenbelt Association, Inc.
5. To approve the Order to Taking for the 160 acre fee parcel.
^ 6. To grant to Windrush Farm Therapeutic Equitation, Inc., a License for Use of Trails on the fee
land,which shall be effective upon acquisition of the fee parcel by the Town and the acquisition of
the restricted parcel by WFTE
7. To authorize the Chairman of the Board of Selectmen to sign any documents required to
complete the transactions herein approved.
Richard Nardella made a MOTION, seconded by William Gordon, to instruct Town Counsel that after the
Board signs documents that no changes happen with the Board's approval. Vote approved 5-0.
The documents were signed by the Board of Selectmen and Jack Maxon, Conservation Commission
Chairman and Notarized.
Collective Bargaining
ADJOURMENT:
Richard Nardella made a MOTION, seconded by Daniel Lanen, to move out of Executive Session. Vote
approved 5-0.
