Based upon a comparison of the approved design plan titled"Watershed Special Permit Site Plan"dated March 5,2018,revised March 26,2018 prepared for Rolling Ridge Retreat and Conference Center and the"As-Built Plan"dated July 30,2018 and the field inspection conducted by this office,it is our opinion that the project was competed in substantial compliance with the approved plan. It should be noted that the approved paved driveway was to be approximately 15 to 18 feet in width and result in approximately 12,890 square feet of pavement. The driveway as-built was 12 feet in width and resulted in 10,512 square feet of pavement, a reduction of 2,378 square feet. The grassed swales were built on the westerly edge of both newly paved drives with the driveways pitching towards the swales as designed. A t the time of our site inspection both swales were fully stabilized with grass. Portions of the silt sock erosion control barriers remained at the time of the final inspection,though some had been removed as the site was fully stabilized. On behalf of Rolling Ridge Retreat and Conference Center,we respectfully request that the Board release the performance bond being held for this project. The paving was completed on May 9th by Cooper Brothers Paving. The swales were dug with grass planted by the end of May by Adam's Landscaping. James Fairweather served as the independent monitor and submitted regular reports on progress of this project to Monica Gregoire, Staff Planner for the Planning Department of North Andover. Nearly three months later,the swales are now well stabilized with grass. Andover Consultants has submitted the as-built plan and in their letter dated August 2, 2018, request that the Board release the performance bond being held for this project. With our project completed in "substantial compliance with the approved plan," we too request that the Board release the performance bond to Rolling Ridge Retreat and Conference Center at 660 Great Pond Road, North Andover, MA 01845.
