The proposed course improvements at the.Country Club show the removal of an existing culvert and the construction of a.wale in its place.The Town Engineer has stated that the culvert should stay..(See memo from John Borgesi dated June 12,2017). On June 13,2017,the Applicant requested an Insubstantial Change as to leave the existing culvert. I� �i The Conservation Administrator;Jennifer Hughes,has indicated that this is a minor change to the Order h of Conditions and that no formal modification request is required for this change.The Applicant should submit a request as part of the Certificate of Compliance request and note the change as a deviation. y FINDINGS i The proposed changes are deemed to be Insubstantial and do not alter either the intent or the conditions of the original Site Plan Review Special Permit. All plan revisions will be reflected on the final as-built drawings. A�11 1 .�. an Enright,PIaAhg Director i i Attachment: J.Borgesi,P.E.,Town Engineer,memo dated June 12,2017 I I INTEROFFICE MEMORANDUM i DATE: June 12, 2017 TO: Conservation Commission FROM: John Borgesi, P.E.,Town Engineer r'i RE: North Andover Country Club Existing Drainage Pipe Removal On May 25,2017,during a rain storm event,I performed a site visit to the North Andover Country Club (NACC)to observe an existing drainage pipe located within the right-of-way along the southeastern side of Great Pond Road. Based on my discussions with two representatives from the NACC, apparently the Town installed this drain pipe some 15-20 years ago to alleviate a runoff problem where runoff was crossing the roadway creating a safety hazard especially during the wintertime with potential freezing. Based on my observations there was flow within this drainage pipe during the rain storm event and therefore,it is my recommendation that this pipe remain in place within the right-of-way and not be removed as indicated on the proposed "Site Plan" Sheet 2 of 4 of the Practice Facility&Parking Lot Expansion project plan set. Upon review of the matter with the Conservation Agent, Jennifer Hughes, it appears that the Conservation Commission has approved this modification to allow for the addition of a retaining wall. (MCG) would like to formally request an administrative modification to the approved "Practice Facility & Parking Lot Expansion" site plans. The modification entails the addition of a retaining wall located within the 100' Buffer Zone. The stormwater runoff from the lower parking area is intended to sheet flow off the edge of pavement and into the drainage swale along Great Pond Road. We have observed the system working in a few storm events since the site was paved. However, the slope is eroding while we are in the process of stabilizing it with sod. During the project permitting we had talked internally about a wall in this location but it was not within the project budget. However, NACC is would now like to install a retaining wall on each side of the golf cart path as a more permanent and "erosion resistant" measure. This wall will stabilize the 2-3 foot high slope between the parking area, cart path and drainage swale and will include wall drains(See Typical Stone And Mortar Wall- Sheet 2 of 2) to manage groundwater if present. The wall will be approximately 38' long along the cart path and 7' long along the ROW and will be completely out of the 50' No build zone, with the closest point being approximately 67' away from the wetland.(See Sketch Site Plan- Sheet 1 of 2). The wall does not change any of the hydrologic design parameters, does not impede wildlife, does not appear to have any other adverse impacts to the interest of the wetlands and will provide a softer grade which can be landscaped. It is also non-structural in that it will be less than 4' and not subject to Mass Building Code.
