Dear Board Members:
On July 15, 2014, your Board issued a Watershed Special Permit and a Site Plan Review Decision
for proposed improvements to the golf course facility. The project has been completed and the
applicant is requesting to have the performance bond released.
In accordance with Condition 8 (a)of the Watershed Special Permit and Condition 9 (b) of the Site
Plan Review Decision, please find enclosed 2 full-size copies &2 11x17 copies of the as-built plan
(we will also email you a .pdf file of the plan). All work has been satisfactorily completed in
accordance with the approved plans and the Watershed Special Permit and a Site Plan Review
Decision with the following exception:
• The existing culvert running parallel to Great Pond Road was originally proposed and
approved to be removed and replaced with a swate. The Town Engineer stated that he
wanted the culvert to remain. An "Insubstantial Change", dated June 13, 2017, was issued
by the Planning Department for this change.
• The existing gravel cart path located south east of the paddle courts was relocated so a
portion of the cart path is now located within the 100 foot wetland buffer zone to the
wetlands located to the south. There are remnants of gravel/crushed stone on the cart
path; we would recommend that additional crushed stone be added to the cart path in
order to stabilize the path. The closest setback from the cart path to the wetlands to the
south is approximately 90 feet.
• A small retaining watt and drainage culvert were also built in the buffer zone to the
wetlands to the south. The closest distance from the retaining wall to the wetlands is 84
feet.

• Some invasive species (phragmites) have grown up in the drainage pond located up slope
of the C Series wetland; it appears to be only 2 or 3 plants. We are currently coordinating
with DeRosa Environmental to remove the invasive plants.
The minor changes in the project discussed above should not have any impact to the wetland
buffer zone or the Lake Cochichewick watershed.
We respectfully request that the performance bond be released to the North Andover Country
Club.
If the Board is inclined to vote to release the performance bond and the work associated with
placing stone on the cart path and the removal of the invasive species is not complete at the time
the Board votes we would recommend that the Planning office hold the bond until gravel/crushed
stone is added to the cart path and the invasive species have been removed from the drainage
pond.
