Proper 48-hour notice was filed with the Town Clerk. Mary Beth Soucy-Larkin called the meeting to order at 4:00 P.M. and upon roll call the following answered present: absent: Mary Beth Soucy Larkin Steve Long Francis McCarty Edward Capodilupo Madeleine Sutcliffe Present in addition to board members was Cathy Hoog, Executive Director Minutes The first agenda item was the reading of the minutes of the last Board Meeting on 5/30/2018. A motion was made by Edward Capodilupo which was seconded by Madeleine Sutcliffe to approve the minutes as is. All members voted affirmative. Tenant Participation - office when these cars are seen in the spots because NAHA staff can place warning stickers on the cars, record the tag for the record and if that particular vehicle has a second offense, tow the vehicle. ED spoke about the effectiveness of the stickers at various other sites. Two family members of a tenant at Bingham Way and another Bingham Way tenant had inquiries about security cameras placed at Bingham Way. The family members and tenant from Bingham Way raised several concerns including: 1. Why are the cameras targeting one building 2. Sound recording is illegal in Massachusetts 3. The notice given to tenants was vague 4. They did not feel this was fair 5. The family members proceeded to record the Board Meeting with a cell phone and mentioned they would send the recording of the meeting to th The Executive Director explained to the family members and tenant that security cameras were used at various points in time on NAHA properties if needs for security cameras were identified. ED explained that NAHA provided a notice to tenants that security cameras were on the property and reiterated that the cameras do not record sound. The ED shared that security cameras are only placed in common areas on the property. Old Business Mary Beth Soucy-Larkin reported that she had been in contact with DPW and that DPW was looking into the possibilities of adding signage and a crosswalk at Foulds Terrace as discussed at New Business a. Distribution of NAHA Financial Statements, Move/In Out Report, Resident Balance Reports, work order reports-ED distributed reports to the Board. b. Board Vote-State Capital Improvement Plan submission for 2018. A motion was made by Francis McCarty which was seconded by Edward Capodilupo. All members voted affirmative to approve the submission of the 2018 Capital Improvement Plan to DHCD. c. Board Vote-Federal Capital Improvement Plan submission for 2018 including the rolling Five Year Plan 2018-2022.-A motion was made by Francis McCarty which was seconded by Madeleine Sutcliffe. All members voted affirmative on the submission of the federal capital improvement plan. d. Board Discussion-Board By-Law Update. The Executive Director included the latest version of the Board By-Laws in the BoaThe Board discussed some potential edits to the By-Laws to bring them more up to date. ED will incorporate the edits and re-issue the By-Laws to the Board for approval at next meeting. Update-Modernization Projects ED updated the board on the status of the Bingham Way parking window/door projects, Bingham Way Sidewalks Project, McCabe Court Windows and Doors and the project at Family Housing for doors and lighting. Edward Capodilupo motioned to adjourn the meeting which was seconded by Madeleine Sutcliffe. All members voted affirmative to adjourn the meeting.
