NEW PUBLIC HEARINGS
495 Main Street, Town of North Andover: Application for a Special Permit Site Plan Review under sections 195-8.10 through
8.17 and 195-10.7 of the Town of North Andover Zoning Bylaw. The Applicant proposes to construct a recreational complex
including athletic fields, tennis courts, picnic areas and associated parking areas, walkways and emergency/maintenance access paths.
The Property is located in the Residential 4(R4) Zoning District.
DISCUSSIONS
234 Brentwood Circle, Sara Goldsmith Schwartz & William Hannum: Waiver Request for a Watershed Special Permit under
Sections 195-4.136, 10.3 and 10.31 of the North Andover Zoning Bylaw. The Applicant proposes to remove an in-ground swimming
pool within the Non-Disturbance Zone. The project is located within the Residential 1 (R-1) Zoning District.
722 Great Pond Road, Ronald W. Johnson Revocable Trust: Waiver Request for a Watershed Special Permit under Sections 195-
4.136, 10.3 and 10.31 of the North Andover Zoning Bylaw. The Applicant proposes replacing the existing 2nd floor deck with a
smaller footprint within the Non-Disturbance Zone. The project is located within the Residential 1 (R-1) Zoning District.

Tom Zahoruiko, 1665 Great Pond Road: Potential amendment article to the Large Estate Condominium Conversion
Zoning Bylaw or other Bylaw section to allow for the potential for converting the existing structure located at 800
Mass. Ave. to eight (8) residential condominiums.
1874 Turnpike Street, Bob Lavoie: Potential for a Zoning Map amendment article for a zoning district change from
Village Residential (VR) to a business zoning district for land located at 1874 Turnpike Street.

4 High Street, RCG West Mill NA LLC: Application for a Subdistrict A Definitive Master Plan Special Permit
for Phase I under sections 195-6.6.,195-8.1 through 195-8.8, 195-10.7, and 195-18.9 through 195-18.20 of the
North Andover Zoning Bylaw. The Applicant seeks a Subdistrict A Definitive Master Plan Special Permit for
existing uses and improvements at West Mill, and to allocate a total of 837 existing parking spaces for West Mill on
the property located at West Mill, on streets within 100 yards, on parking spaces leased or owned within 400 yards,
and shared parking spaces. The property is located in the I-S, GB, and R-4 underlying zoning districts, as well as the
Downtown Overlay Zoning District, Part 2 Subdistrict A: Historic Mill Area.
350 Great Pond Road, Christopher Burt & Ellen Goodwin: Application for a Watershed Special Permit under
Sections 195-4.17 and 195-10.7 of the North Andover Zoning Bylaw. The Applicant proposes replanting of
landscaping in the Non-Discharge and Non-Disturbance Zones. The project is located within the Residential 1 (R-1)
Zoning District.
