I. CALL TO ORDER
The meeting was called to order at 7.05pm.

III. APPROVAL OF MINUTES
Meeting minutes fi-om September 27,2018 were presented for signature.
Motion was made by Joseph McCarthy to approve the minutes,the motion was seconded by Frank
MacMillan Jr.,all were in favor and the minutes were approved.
IV. PUBLIC HEARINGS
Chairman Larry Fixler called the public hearing to order 7.06pm. Frank MacMillan made motion
to open the meeting,Joseph McCarthy seconded. All were in favor(5-0-0).
Julia Castro, manager,AL Prime—1725 Turnpike Street,carve before the Board of Health to discuss
the violation of selling tobacco to a person under the age of 21. Ms. Castro apologized to the board
for her error. Brian LaGrasse explains how Ronald Beauregard of the Tobacco Control Program
canvases the community with trained students to see if various companies will sell tobacco products
to minors. AL Prime has had two violations within 24 months,which was fined$200 and paid.
Frank MacMillan and Daphne Alva-Fleur asks if new procedures have been put in place to prevent
future violations. Currently,AL Prime has provided training and signage to help employees but no
new policies or procedures have been implemented.
Frank MacMillan made a motion for a five minute recess to move vehicles for street work,Joe
McCarthy seconded. All were in favor(5-0-0).
Frank MacMillan made a motion to reconvene the public hearing. Joseph McCarthy second. All
were in favor(5-0-0)
Ms.Castor explains that she would like to prevent violations in the future and has asked for leniency.

Frank MacMillan made the MOTION,to implement the mandatory Card All—"Fenway Rule"
Policy for 24 months starting January 21,2018 thru January 21,2020. All tobacco purchases require
the presentation of an ID and the customer must be 21 years of age to purchase any tobacco product.
The sale of tobacco products will be suspended for 2 business days and AL Prime must have
mandatory full staff training on the proper procedures for selling tobacco.
MOTION,Seconded by Michelle Davis. (4-1-0)Joseph McCarthy voted unfavorably. The motion was
approved.
MOTION made by Frank MacMillan to close the public hearing. Motion seconded by Larry Fixler.
All were in favor and the motion was approved (5-0-0).
V. OLD BUSINESS
Brian La(..rasse discusses the ongoing Columbia Gas crisis. Crews have been working nonstop to
repair the natural gas lines. 42 miles of lines have been replaced,which includes over 4300 service
lines for businesses and homes. 217 crews have been working in North Andover,Lawrence and
Andover.
Columbia Gas has been implementing a 3 step process to reinstate the gas lines. The process consists
of. Gas Ready,House Ready,and Re-ligbt. Gas Ready is fixing the lines on the streets. House Ready
is when the crews go into homes to evaluate, repair and replace associated issues. Re-light is the final
step which Columbia Gas goes back into the homes for a final evaluation and the gas is turned on. In
the town of North Andover,applicable gas pipes in the road have been safely replaced.
The Health Departments in Andover,North Andover and Lawrence have been meeting with housing
court to help with tenant/landlord relations due to displacements and rent withholdings.
41 of 60 trailers are occupied and have been located on Grogen's Field for alternative housing. 20
more are on standby at Osgood Landing. 4600 hotel rooms have been acquired within 30 miles,2131
are occupied,2400 are available.. Generators and fans have been issued to homes that have electrical
deficiencies and are unable to use the space heaters. The generators help alleviate part of the
inconvenience.

Vil. COMMUNICATIONS,ANNOUNCEMENTS,AND DISCUSSION
The November meeting has been canceled due to a conflict.
Meeting dates for 2019 will be voted on at the December meeting.
Larry Fixler discusses Aspirin Exacerbated Respiratory Disease—AERD
Mr.Fixler acquired this information from an article from New England Journal of Medicine. AERD
is a chronic medical condition that consist of asthma and sinus issues. It occurs after ingesting
aspirin. This acquired disease is not rare and usually begins around age 30. Dr.MacMillan explains
not to start taking any medicine,aspirin included without your doctor's recommendation.

MOTION made by Joseph McCarthy to adjourn the meeting.Daphnee Alva-LaFleur seconded the motion
and all were in favor.The meeting adjourned at 8:27 pin.
