BACKGROUND On August 8, 2014 Steven Gessing submitted a Landscape Improvement Plan created by John Carroll of Oak Wise Design for the above referenced lot within the Non-Discharge Buffer Zone of the Watershed Protection Zone. FINDINGS OF FACT On behalf of the Planning Board, the Community Development Director, Curt Bellavance, has approved the "Landscape Improvement Plan" based on the following findings: • The scope of work which includes re-looming and seeding of grass areas, clearing of invasive plants, addition of mulch, installation of an irrigation system, new plantings, and walkway replacement is more than 100' from a wetland resource area, thus located within the Non-Discharge area of the Watershed Protection Zone. • The existing dwelling is serviced by a septic system. CONDITIONS • The use, or method of application of, any lawn care or garden products (fertilizer, pesticide, herbicide that may contribute to the degradation of the public water supply is prohibited. • The use of lawn care or garden products that are not organic or slow-release nitrogen are prohibited. • It is recommended that all new plantings are to be native to Massachusetts. As suggested Anna and I have put our mutual efforts to work and created what I hope to be a fairly easy to follow listing, illustration and photo documentation of our landscape improvement plans for review. We believe that this effort allows the Planning Department and the Conservation Commission a comprehensive illustration and delineation of our landscape improvement project. We wish to submit this information for reference and supporting our understanding that our project is in compliance with the any and all town and State by-laws and regulations. Our "Landscape Improvement Plan" (attached) was created by John Carroll of Oak Wise Design, a North Andover resident. It identifies the areas where we plan to make landscape improvements. It also identifies the plant material to be installed. The "Description of Planned Landscape Improvements with photos" pdf is also attached. It provides a listing of each area of the project, corresponding to the landscape plan. The detail of activity is also listed next to the photo where the work will be conducted. The attached "landscape plan and Andover Consultants Wetland Survey" for our property illustrates the various locations of the project on the prepared wetland survey. You will find the corresponding numbers for each part of the project noted on both this document and the Landscape Improvement Plan. We are ready to commence the work for this project and seek the assurance that we may proceed having filed this information for review with the appropriate entities.
