Jean,
I wanted to follow-up with a more formal response on my review of the 128 Dale Street proposed garage addition. Based
on my review I have confirmed the square footage and I offer the following comments regarding edits to the proposed site
plan:
1. A note shall be added to the plan indicating the area where the existing concrete driveway is located is to be removed
and the area restored with pervious material (loam-seed,shrubbery, landscaping, etc.).
2. An infiltration trench shall be added along the edge of the proposed driveway(see attached pdf)to collect the
stormwater runoff and allow the runoff to infiltrate into the ground surface. A detail for the proposed infiltration trench shall
be added to the plan set.
3. Per our driveway policy,the pavement elevation at the driveway shall be at least 4 inches below the edge of the existing
roadway's pavement at a distance of 6 feet into the roadway shoulder from that edge of the pavement. Spot grades shall
be added to the site plan to identify these low spots for the driveway to contain the stormwater on-site.
4. A typical driveway detail shall be added to the plan set depicting at a minimum the proposed driveway,the minimum
slope towards the infiltration trench, and the infiltration trench.
Attached is a scan of the site plan that I marked up showing the proposed infiltration trench, low spot, and note regarding
the restoration of the old driveway area in red.

what we have required at other homes located within the Watershed district(ie stone infiltration trench installed along

The current house has an existing driveway that covers approximately 1700 sq. ft. which is
located within 30 feet of a wetland. The proposal includes removing this impervious surface and
replacing it with landscaping. The proposed new construction would add approximately 876 sq. ft.
of clean roof runoff(438 sq. ft. directed via downspouts to pervious lawn area at the rear of the
house and 438 sq. ft. directed via downspouts to pervious landscaped area at the front of the
house) and approximately 667 sq. ft. of driveway that is outside the 100 foot buffer zone. The
driveway will be graded such that the runoff is directed to pervious areas where vegetation can
provide filtration.
f The removal of the existing driveway results in improved storm water management as the
proposed construction results in an additional area of almost 5000 square feet for filtration of
runoff from the proposed driveway. Even though the proposed construction has essentially the
same impervious area, more than half of it results from clean roof runoff. Finally, note 5 on the
submitted plot plan developed by JM Associates states: "It is the professional opinion of this firm
1 that there will not be any significant degradation in the quantity or quality of water in or entering
Lake Cochichewick." The proposed construction in conjunction with the removal of the existing
driveway will reduce the impact of stormwater runoff in the watershed protection district.
I'm not looking for a commitment on your part, but rather of sense of whether or not the plan as
put forth is reasonable with respect to stormwater management such that the ZBA can feel
comfortable granting the variance for construction in the Watershed District knowing that a
mutually agreeable solution can be achieved with the Planning Board.

Hi Steve,
The legal notice will not be a "duplicate" as you will be requesting a variance from the
ZBA and a Watershed Special Permit from the Planning Board. It is all for one project
but serve two very different purposes. So the notice cannot be done together.
Additionally, the meeting schedules are very different and there is a time requirement for
posting the notice and mailing the notice.
Planning does not have the authority to approve or deny the setback so, if you receive a
variance from the ZBA there is nothing the Planning Board can do to change that ruling.
Additionally,the vernal pool and the proximity would need to be discussed with the
Conservation Department.As they have their own set of requirements.
Attached is the Watershed Protection District bylaw. It has the filing requirements and
the review requirements listed. Stormwater is the main focus, as it has the direct impact
j to the Lake. However,there are other factors to be considered.

Thanks for reviewing my building permit request#30710. Since I will also have to
request a setback variance, will I need to submit duplicate legal notices to the news
paper and duplicate notifications to abutters or can it be accomplished together? Also,
from the planning perspective, if the ZBA has an issue with the setback would
planning be strongly opposed to moving the project to just outside 25 feet of the vernal
pool? Those are really my only two options.
Other than control of storm water runoff, are there other things 1 should be concerned
about? Also, which board does it make more sense to present to first - Planning or
ZBA?

is the professional opinion of this firm that there will not be any significant degradation in the quantity or
quality of water in or entering Lake Cochichewick."The proposed construction in conjunction with the removal
of the existing driveway will reduce the impact of stormwater runoff in the watershed protection district.
I'm not looking for a commitment on your part,but rather of sense of whether or not the plan as put forth is
reasonable with respect to stormwater management such that the ZBA can feel comfortable granting the
variance for construction in the Watershed District knowing that a mutually agreeable solution can be achieved
with the Planning Board.

1 have asked John Borgesi,Town Engineer,to review the attached plan and provide preliminary comments.Should your
project proceed to a filing with the Planning Board John will be performing the stormwater design review. As discussed,
neither John nor I can speak for the Planning Board; however,John's preliminary comments indicate that he would like to j
see a stone infiltration trench added along the side of the driveway edge and low spot at end of driveway to keep
stormwater on site and of the right of way. His review will also include confirming the square footage calculations to
confirm the area of impervious area in not increasing as stated.

Quick update: foundation has been back filled, dirt from front of house has been removed.
Framing could possibly start end of next week (weather permitting).
Also, I'd like to put the trench on the left side of the driveway instead of the right as originally

I do not see an issue with moving the trench to the opposite side of the driveway. I am assuming the driveway slope will
also be modified to direct any runoff to the left now. Also the spot grades at the end of the driveway will also need to be
flipped so stormwater is draining to the left.
